Present Absent Others Present Mitchell Macomber City Attorney garmel Harris City Engineer Fitch Brown City Building Inspector Watson Henderson Stivers At this meeting there was held a public hearing of petition to rezone lots fronting on Fairfield Road between Edgehiil Drive and El Camino Real in Burlingame Terrace Subdivision from "first residential" to "apartment" zone. The Chairman asked if anyone present desired to speak for or against the petition. MR. MELZER spoke in favor of rezoning the East side of the street for aprt- meats. The following spoke in opposition to the petition: LEONARD T. BRISTOW 11+33 Edgehill Drive W. BRUNS 728 Fairfield Road R. J. EDWARDS 1429 Palm Drive MRS. FOLEY 829 Fairfield Road E. C. NICKER.SON, 852 Fairfield Road, spoke in favor of rezoning for. duplexes including all of the terrace. G. P. SEEBOHM, 856 Fairfield Road, also spoke in favor of this suggestion. Commissioner Mitchell, speaking from a personal standpoint as a property owner in the area, stated that the neighborhood became built up in the period between 1910 and 1915 and that he did not think it likely there will be attracted any new single family dwellings in the area and therefore he would think with favor along the line of permitting duplexes. Commissioner Brown expressed the thought that he does not believe the lots in this neighborhood are suitable for apartments, but they would be attractive for duplex rentals. MR. HAM -STEIN indicated that he rents rooms in his house, and while he would be opposed•to rezoning to apartments, he would favor duplexes. After a full hearing, discussion, and consideration Commissioner Brown moved that the petition be denied. This motion was seconded by Commissioner Henderson and on roll call the vote was as follows: Brown Yes Mitchell " Henderson " Harris " Stivers " Macomber Absent Mrs. Welch, 711 Laurel Avenue, appeared and stated that she bought her property in 1926 and she complained that subsequently the adjoining owner has encroached upon her property. This was accomplished, Mrs. Welch said, by the construction of a building /+6 x 20 without a building permit and this is indicated by a survey to be three -fourths of an inch over the property line. The Chairman stated that this is a matter not under the jurisdiction of the Planning Commission and suggested that it will be tabled to look into as the Planning Commission is interested in finding out how the building could be constructed without a permit. - 1 - Continuation - MINUTES - Burlingame City Planning Commission Page 2 July 27, 1950 Mrs. S. Gittelsohn appeared and requested permission to combine Lots 2 and 3. Block h, Burlingame Park Subdivision No. 2, into one lot. In the discussion it was de- veloped that the purpose of this request is to add Lot 3 which is in the "residential" zone to Lot 2 which is in the "apartment" zone. The Commission advised Mrs. Gittelsohn that this request properly should be presented as a petition to rezone Lot 3 instead of a request for resubdivision. Leo Kriloff appeared with an informal plat and requested permission to resub- divide Lot 12, Block 57, Easton Addition #6. This property contains an area of approxi- mately .894 acres West of Vancouver Avenue extending from Easton Drive to the creek ad- joining Jackling Drive, Hillsborough. The sketch as submitted indicated improvements already on the property. E.W. GARNIER, 2319 Easton Drive, a neighbor, appeared and stated that he would have no objection to the proposed resubdivision. In the discussion which ensued it was brought out that the resubdivision, as proposed, would create a lot with a frontage of only 151 on Easton Drive and would be at the rear of another lot. Mr. Kriloff stated that he has ascertained that the City of Hillsborough would have no objection to the pro- posed new lot fronting on Jackling Drive, Hillsborough, but it so happens that the lot is separated by a narrow strip of land, possibly 201 wide, lying adjacent to Jackling Drive. This is a narrow strip, Mr. Kriloff stated, which extends across and beyond his property and is owned by Mr. Lang. It was the consensus of the Commissioners that the proposed resubdivision would not be desirable from a public planning standpoint and it was therefore recommended to Mr. Kriloff that he give further consideration to the sub- ject and the possibility of fronting his lot on an established public street instead of connecting the same with an easement or the dedication of a narrow strip of land. Mrs. Anna D. Crossman, 105 Pepper Avenue, appeared and stated she is interested in purchasing the property at 1331 Bayswater Avenue to be used as a piano studio. It was the consensus of the Commissioners that this would not be in violation of the city ordi- nances. Mr. Coch3mft, John B. Cockcroft & Co., appeared with a survey of a proposed subdivision of Lot 1l., Block 3, Glenwood Park on Bariolhet Avenue. It was explained that this vacant lot containing over 11,000 square feet is not suitable in its present size and shape for building purposes in conformance with the development in the neighborhood and that the proposed subdivision would create two desirable building lots, each contain- ing more than 5,000 square feet. The Commissioners voted unanimously to recommend this subdivision. Mr. Gesso appeared with plans for the proposed remodelling of the structure at 1223 Donnelly Avenue. The plans indicated that it is the intention to build three stores and allow the second floor to remain as it is. This property is in the number one fire zone and the Commissioners have voted unanimously to oppose the remodelling. Building Inspector Watson presented plans from Mel K. Dollinger for a proposed apartment house to contain 21 units on Lot 5, Block 8, Burlingame Land Company Map #2, El Camino Real near Bellevue. Approved with modifications. Building Inspector Watson presented plans from George A. Smith for a proposed duplex or apartment house with three units, to be constructed at the corner of Bloomfield Road and Bayshore service road. This was approved with modifications. Building Inspector Watson presented plans for proposed remodelling of the build- ing at 251 Park Avenue. Owner Eugene Eichenbaum. Approved. Building Inspector Watson presented plans for the proposed new church to be constructed by the Archbishop of San Francisco at the corner of Bayswater Avenue and Primrose Road at an estimated cost of $270,000.
