Project Description: The proposed project is located on the south side of Crossway between Palm and Edgehill drives. The existing two-story house with an attached garage (23'-2" x 17'-3" clear interior dimensions), contains 2,256 SF (0.34 FAR) of floor area and has three bedrooms. The existing second story is located over the attached garage. The applicant is proposing a first and second story remodel and addition, adding approximately 515 SF of family room and rear porch to the first story and approximately 638 SF to the second story, all at the rear of the structure. W ith the proposed first and second story addition, the floor area will increase from 2,256 SF (0.34 FAR) to 3,220 SF (0.49 FAR) where 3,223 SF (0.49 FAR) is the maximum allowed. With this project, the number of potential bedrooms will increase from three to four. Two parking spaces, one covered (10' x 20') and one uncovered (9' x 20'), are required for the proposed four bedroom house and are provided in the existing garage and driveway. Design Review Study Meeting: At the Planning Commission design review study meeting on December 10, 2007, the Commission had several comments and suggestions regarding this project (December 10, 2007 Planning Commission Minutes). The designer submitted a response letter and revised plans (SheetsA3.0 through A3.3), all date stamped December 18, 2007. Listed below are the Commissions' comments and responses by the applicant. 1. The addition lacks detail, the front of fhe exisfing home is rich with detail and this shou/d be carried through to the second story. Shutters and clay gab/e vents, like those on the exisfing portion of the structure, should both be carried through to the addition. • Details that match those of the existing structure were added to the proposed addition, including shutters, clay gable vents, and a false window (see response letter from architect and revised front and rear elevations, date stamped December 18, 2007). 2. C/arify the type of windows that are proposed • Notes were added to all elevations (Sheets A3.0 through A3.3) that specify all new windows shall be painted wood frame and sash with stucco mould to match existing (see response letter from architect and revised elevations, date stamped December 18, 2007). Design Review Criteria: The criteria for design review as established in Ordinance No. 1591 adopted by the Council on April 20, 1998 are outlined as follows: Compatibiliry of the architectural style with that of the existing character of the neighborhood; 2. Respect for the parking and garage patterns in the neighborhood; Architectural style and mass and bulk of structure; 4. InterFace of the proposed structure with the structures on adjacent properties; and 5. Landscaping and its proportion to mass and bulk of structural components. Findings for Design Review: Based on the findings stated by the Planning Commission in the attached minutes of their December 10, 2007 design review study meeting, that with the changes proposed at the design review study hearing incorporated into the plans, the architectural style of the addition will be consistent with the existing and adjacent structures, the project is found to be compatible with the requirements of the City's five design review guidelines. -2- Applications Address Planning Commission Action: The Planning Commission should conduct a public hearing on the application, and consider public testimony and the analysis contained within the staff report. Action should include specific findings supporting the Planning Commission's decision, and should be affirmed by resolution of the Planning Commission. The reasons for any action should be stated clearly for the record. At the public hearing the following conditions should be considered: that the project shall be built as shown on the plans submitted to the Planning Department date stamped November 29, 2007 (Sheets A0.0, A0.2, A0.3, and A1.0 through A1.3), and date stamped December 18, 2007 (Sheets A3.0 through A3.3), and that any changes to building materials, exterior finishes, footprint or floor area of the building shall require an amendment to this permit; 2. that the conditions of the Chief Building Official's October 29, 2007 and November 28, 2007 memos, the City Engineer's October 26, 2007 memo, the Fire Marshal's April 2, 2007 memo, and the NPDES Coordinator's April 2, 2007 memo shall be met; 3. per the Chief Building Official's November 28, 2007 memo, that the new improvements to the area above the garage will necessitate upgrading the garage to comply with the 2007 California Building Code, including structural and fire upgrades; 4. that demolition or removal of the existing structures and any grading or earth moving on the site shall not occur until a building permit has been issued and such site work shall be required to comply with all the regulations of the Bay Area Air Quality Management District; 5. that any changes to the size or envelope of the basement, first or second floors, or garage, which would include adding or enlarging a dormer(s), moving or changing windows and architectural features or changing the roof height or pitch, shall be subject to Planning Commission review; 6. that prior to issuance of a building permit for construction of the project, the project construction plans shall be modified to include a cover sheet listing all conditions of approval adopted by the Planning Commission, or City Council on appeal; which shall remain a part of all sets of approved plans throughout the construction process. Compliance with all conditions of approval is required; the conditions of approval shall not be modified or changed without the approval of the Planning Commission, or City Council on appeal; 7. that all air ducts, plumbing vents, and flues shall be combined, where possible, to a single termination and installed on the portions of the roof not visible from the street; and that these venting details shall be included and approved in the construction plans before a Building permit is issued; 8. that the project shall comply with the Construction and Demolition Debris Recycling Ordinance which requires affected demolition, new construction and alteration projects to submit a Waste Reduction plan and meet recycling requirements; any partial or full demolition of a structure, interior or exterior, shall require a demolition permit; 9. that the project shall meet all the requirements of the California Building and Uniform Fire Codes, 2007 Edition, as amended by the City of Burlingame; THE FOLLOWING CONDITIONS SHALL BE MET DURING THE BUILDING INSPECTION PROCESS PRIOR TO THE INSPECTIONS NOTED IN EACH CONDITION: 10. that prior to scheduling the framing inspection the project architect or residential designer, or another architect or residential design professional, shall provide an architectural certification that the architectural details shown in the approved design which should be evident at framing, such as window locations and bays, are built as shown on the approved plans; architectural certification documenting -3- Applications Address framing compliance with approved design shall be submitted to the Building Division before the final framing inspection shall be scheduled; 11. that prior to scheduling the roof deck inspection, a licensed surveyor shall shoot the height of the roof ridge and provide certification of that height to the Building Department; and 12. that prior to final inspection, Planning Department staff will inspect and note compliance of the architectural details (trim materials, window type, etc.) to verify that the project has been built according to the approved Planning and Building plans. Public comments: Joel Mittler, 830 Acacia; expressed concern regarding drainage from the property and asked if the mass of the second-story can be reduced (it was noted that the drainage will be reviewed with the review of the addition; the applicant may wish to re-consider the shed on the property). Our names are Mike and Lindsay Caruso and we have an 18 month old son named Daniel. We have lived at 827 Crossway Road for five years and are looking forward to raising our son here. After reviewing the costs of moving versus a remodel, we chose the later because we want a beautiful home we can be proud to raise our growing family in. We originally chose to live in our neighborhood because we are attracted to the historical and architectural details of the home. The little work that we have done here has been a journey finding old glass, fixtures moldings, etc., that are reminiscent of the home's original charm. In saying that, Mike is a General Contactor, heading up Caruso Construction, Inc., which has many years of experience specializing in the restoration of some of San Francisco's finest Victorian homes. He has also been a part of the San Francisco Historical Society. In doing this project we intend on matching all of the architectural details that currently exist in the home. Of the many details we will match in the home below is a short list of examples. a. custom wood doors and windows to match existing b. all interior and exterior moldings c. interior hardware As a former planning commission member in Pacifica (1992-1993) we have an appreciation for the challenge and hard work that each member of the planning commission is up against. Part of the reason we choose to live in Burlingame are direct results of the Commission's decision making. Include appropriate stormwater BMPs as Project Notes. These BMPs include but are not limited to the following: • Store, handle, and dispose of construction materials and wastes properly to prevent contact and contamination of stormwater; • Control and prevent the discharge of all potential pollutants, including pavement cutting wastes, paints, concrete, petroleum products, chemicals, wash water or sediments, and non-stormwater discharges to storm drains and watercourses; • Use sediment controls or filtration to remove sediment when dewatering site and obtain all necessary permits; • Avoid cleaning, fueling, or maintaining vehicles on-site except in a designated area where wash water is contained and treated; • Protect adjacent properties and undisturbed areas from construction impacts using vegetative buffer strips, sediment barriers or filters, dikes, mulching, or other measures as appropriate; • Perform clearing and earth moving activities only during dry weather; • Limit and time application of pesticides and fertilizers to prevent polluted runoff; • Limit construction access routes and stabilize designated access points; • Avoid tracking dirt or other materials off-site; clean off-site paved areas and sidewalks using dry sweeping method; • The Contractor shall train and provide instruction to all employees and subcontractors regarding the construction BMPs. Install and maintain all temporary erosion and sediment controls continuously until permanent erosion control have been established; b. Address method(s) for diverting on-site runoff around exposed areas and diverting off-site runoff around the site; c. Address methods for preventing erosion and trapping sediment on-site. 4) Provide notes, specifications, or attachments describing the following: a. Construction, operation and maintenance of erosion and sediment control measures, including inspection frequency; b. Methods and schedule for grading, excavation, filling, clearing of vegetation, and storage and disposal of excavated or cleared material. 5) Project may require permit from the Department of Fish and Game and/or the SF Bay Area Regional Water Quality Control Board. Check with both agencies to determinine if a permit is required before start of the construction. Clarified that existing fence already exceeded height limit, including the hedge. Public comments: Brian Perry and Karen Perry, 1521 California Drive; Kathleen Barras, 1529 California Drive; Pat Giorni, 1445 Balboa Avenue; commented on the project: PG & E prefers that the fence not be any taller than 5-feet; prior properry owner increased the height of the fence without a permit, but no code enforcement action ever occurred; vegetation needs to be kept under control due to a rat problem; the neighbor would like the old fence taken down so that it doesn't collapse on his property; don't wish to see preferential treatment of properties on Oxford Drive versus properties on California Drive.
