FYI — REQUESTED CHANGES TO A PREVIOUSLY APPROVED DESIGN
REVIEW PROJECT AT 1244 JACKLING DRIVE, ZONED R-1.
Summary: An application for Design Review was approved by the Planning Commission on
October 14, 2008 for a second story addition at 1244 Jackling Drive (October 14, 2008 Planning
Commission Meeting Minutes attached). A building permit has not been issued for the project.
On March 25, 2009, the applicant submitted an FYI application for window changes along the front
elevation to the previously approved addition. During preparation of the structural drawings for the
project, the architect revised the front window at the second story master suite addition in order to
accommodate more shear wall area. The architect also revised the glass door at the second story
master suite addition from a swing door with side windows to a"frenchwood patio door". Because
the window at the master bedroom addition was reduced in size by more than 25% of the original
approval, an FYI is required for Planning Commission review. There are no other changes proposed
to the project. The proposed changes are outlined in the attached letter from the applicant. Also
attached are the originally approved and proposed front elevation drawings, date stamped March 25,
2009.
Planning staff would note that because of these minor revisions, it was determined that the project
could be reviewed by the Commission as an FYI item. If the Commission feels there is a need for
more study, this item may be placed on an action calendar for a second review and/or public hearing
with direction to the applicant.

Dear Members of the Planning Commission,
This letter is to inform you that there has been a change in the design for the previously approved project
for the Roepke residence at 1244 Jackling Drive. Planning Commission approval of the Design Review
application became effective on October 24,2008. The application was for a second story addition
to an existing single family dwelling. Since the approval the following change occurred requiring
planning commission review:
1. The front window at the master suite was reduced in size.
The front window at the master suite was changed due to the structural engineers need for more wall space.
The structural engineer required 3' of wall space on one side of the window for placement of a shear wall.
The approved plan only has 1'-2" of wall space, so the window was scaled down in size to allow for
the shear wall and to maintain the original design proportions of the window. Scaling the window down
in size also keeps the window centered on the exterior wall and within the room of the master suite.
There is an additional change clouded on the elevation showing the removal of the transome
and sidelights for the balcony door. This is replace by Anderson's Frenchwood patio door,
which is equal in size.
It is Edit's belief that these changes maintain the overall appeal and design intent of the home.

Since there was no appeal to or suspension by the City Council, the October 14, 2008, Planning
Commission approval of your application for Design Review became effective October 24, 2008.
This application was for a second story addition to an existing single family dwelling at 1244 Jackling
Drive, zoned R-1.
The October 14, 2008 minutes of the Planning Commission state your application was approved with
the following conditions:
that the project shall be built as shown on the plans submitted to the Planning Division date
stamped July 28, 2008, sheets A1.1, A2.1, A2.2, A3.1 and L1.1, and date stamped August
13, 2008, sheets A3.2 and A3.3;
2. that any changes to building m�terials, exterior finishes, windows, architectural features;
roof height or pitch, and amount or type of hardscape materials shall �e su�j�ct to Plann:rg
Division or Planning Commission review (FYI or amendment to be determined by Planning
staff};
3. that any changes to the size or envelope of the basement, first or second floors, or garage,
which would include addir�g or enlarging a dormer(s), shall require an amendment to this
permit;
4. that the conditions of the Chief Building Official's June 18, 2008 memo, the City Engineer's
June 25, 2008 memo, the Fire Marshal's June 23, 2008 memo, and the NPDES
Coordinator's June 22, 2008 memo shall be met;
5. that demolition or removal of the existing structures and any grading or earth moving on the
site shall not occur until a building permit has been issued and such site work shall be
required to comply with all the regulations of the Bay Area Air Quality Management District;

6. that prior to issuance of a building permit for construction of the project, the project
construction plans shall be modified to include a cover sheet listing all conditions of
approval adopted by the Planning Commission, or City Council on appeal; which shall
remain a part of all sets of approved plans throughout the construction process.
Compliance with all conditions of approval is required; the conditions of approval shall not
be modified or changed without the approval of the Planning Commission, or City Council
on appeal;
7. that all air ducts, plumbing vents, and flues shall be combined, where possible, to a single
termination and installed on the portions of the roof not visible from the street; and that
these venting details shall be included and approved in the construction plans before a
Building permit is issued;
8. that the project shall comply with the Construction and Demolition Debris Recycling
Ordinance which requires affected demolition, new construction and alteration projects to
submit a Waste Reduction plan and meet recycling requirements; any partial or full
demolition of a structure, interior or exterior, shall require a demolition permit;
9. that the project shall meet all the requirements of the California Building and Uniform Fire
Codes, 2007 Edition, as amended by the City of Burlingame;
THE FOLLOWING CONDITIONS SHALL BE MET DURING THE BUILDING INSPECTION
PROCESS PRIOR TO THE INSPECTIONS NOTED IN EACH CONDITION:
10. that prior to scheduling the framing inspection the project architect or residential designer,
or another architect or residential design professional, shall provide an architectural
certification that the architectural details shown in the approved design which should be
evident at framing, such as window locations and bays, are built as shown on the approved
plans; architectural certification documenting framing compliance with approved design
shall be submitted to the Building Division before the final framing inspection shall be
scheduled;
11. that prior to scheduling the roof deck inspection, a licensed surveyor shall shoot the height
of the roof ridge and provide certification of that height to the Building Department; and
12. that prior to final inspection, Planning Department staff will inspect and note compliance of
the architectural details (trim materials, window type, etc.) to verify that the project has been
built according to the approved Planning and Building plans.
Reimbursement of the Design Review deposit will be processed and will be mailed to the property
owner under separate cover.
All site improvements and construction work will require separate application to the Building
Department. This approval is valid for one year during which time a building permit must be issued.
One extension of up to one year may be considered by the Planning Commission if application is
made before the end of the first year.

The decision of the Council is a final administrative decision pursuant to Code of Civil Procedure
Section 1094.6. If you wish to challenge the decision in a court of competent jurisdiction, you must
do so within 90 days of the date of the decision unless a shorter time is required pursuant to state or
federal law.

1) On the plans specify that this project will comply with the 2007 California Building Codes (CBC).
2) Anyone who is doing business in the City must have a current City of Burlingame business
license.
3) Provide fully dimensioned plans.
4) Provide existing and proposed elevations.
5) Show the distances from all exterior walls to property lines or to assumed property lines
6) Provide a complete demolition plan that indicates the existing walls, walls to be demolished, new
walls, and a legend. NOTE: The Demolition Permit will not be issued until a Building Permit
is issued for the project.
7) Comply with the 2005 California Energy Efficiency Standards for low-rise residential / non-
residential buildings. Go to http://www.enerqy.ca.qov/title24 for publications and details.
8) Rooms that can be used for sleeping purposes must have at least one window or door that
corripiies wi�h ��e egress rcGu�� emer�s. Spe�ify t�e size and ioca4;on cf ali re�ui; ed e�ress
windows on the elevation drawings.
9) Provide guardrails at all landings. NOTE: All landings more than 30" in height at any point are
considered in cafcufating the allowable filoor area. Consult the Pianning Department ior details ii

10) Provide handrails at all stairs where there are four or more risers.
11) Provide lighting at all exterior landings.
12) Fireplace chimneys, if any, must terminate at least two feet higher than any portion of the building

While the project appears to not require sprinklers based upon proposed addition
and remodel, the project is close. Be advised where more than one (1) addition
and/or alteration for which building permits are required are made within a two (2)
year period and said alterations are made to the premises of the same occupant. In
such circumstances, the sum of these additions and/or alterations construction costs
during this two (2) year period shall be aggregated for the purpose of calculating the
replacement cost value formula. Final determination will be made and the plan
review phase of the project.

Any construction project in the City, regardless of size, shall compiy with the City
NPDES permit requirement to prevent stormwater pollution from construction
activities. Project proponent shall ensure alf contractors implement Best
IVlanagement Practices (BMPs) during construction.
Include a list of BMPs and erosian and sediment control measure plan as project

WHY SHOULD WE WORRY laiBOU'i SOIL EROSION?

Water and wlnd cany soil from our Bay Area Iand down into our
streams, Iakes and the Bay. This soil carries with it pollu-
tants such as oi1 and grease, chemicals, fertiIizers, animal
wastes and bacteria, wfiich threaten our water quality.
Such erosion also costs the home construction industry, Iocal
governmen(, and the homeowner untold millions of dollars
a year.
Natvre slowly wears away Iand, but human activities such as
construction incsease the rate of erosion 200, even Z, 000 times
that amount. VThen we remove vegetation or other objects that
hold soil in place, we expose it to the action of wind and water
and inclease its chances of eroding.
The Ioss of soil from a construction site resufts in loss of topsoil,
minerals and nutrients, and it causes ugly cuts and gullies in the
Iandscape. Surface runoff and the materials it carties with it clog
our culverts, flood channels and streams. Sometimes it destroys
wildlife and damages recreationaI areas such as Iakes and re-
servoirs.
As an example, road and home building in the Oakland hills
above Lake Temescal filled the Iake to such an extent that it had
to be dredged in 1979 at a public cost of $750,000.

ABAG has produced a slide/tape show on soil erosion
called "Money Down the Drain." It is available for showing
to any interested group. Ca11 ABAG Public Affairs at (415)

ABAG has also published a"Manual of Standards for Sur-
face Runoff Control Measures" wfiich deals extensively
with designs and practices for erosion prevention, sedi-
ment control, and control of urban runoff. The manual
addresses problems and solutions as they apply to
Califomia and the Bay Area. It can be purchased from
ABAG and is avaiTable on reference at many Iocal Iibraries
and in city and county public works and planning depart-
ments.
USDA Soil Conservation Serviee personnel are willing to
provide more information on specifc erosion problems.

from rain damage. They also provide a favorable envi-
ronment for starting and growing ptants. Easy-to-obtain
mulches are grass clippin�s, Ieaves, sawdust, bark chips
and straw.
Straw mulch is nearly 16(3% effective when held in place by
spraying with an organic glue or wood fber (tackifiers), by
punclung it into the soil with a shovel or roIIer, or by tack-
ing a netting over it.

Mats of excelsior, jute netting and plastic sheets can be ef-
fective temporary covers, but tf-iey must be in contact with
the soil and fastened securely to work effectively.
Roof draiaage can be colIected in barrels or storage con-
tainers or routed into Iawns, planter boxes and gardens.
Be sure to cover stored water so you don't collect mos-
quitos, too, Excessive runoff should be directed away from
your house. Too mucfi water can damage trees and make
foundations unstable.
STRUCTURAL RUNOFF CONTROLS
Even wit1� proper timing and planting, you may need to
protect disturbed areas from rainfall until the plants have
time to establish tfiemselves. Or you may need permanent
ways to transport water across your property so that it
doesn't cause erosion.
To keep water from carrying soil from your site and dump-
ing it into nearby Iots, streets, streams and channels, you
need ways to reduce its volume and speed. Some exam-

plans throughout the construction process. Compliance with all conditions of approval is required;
the conditions of approval shall not be modified or changed without the approval of the Planning
Commission, or City Council on appeal;
7. that all air ducts, plumbing vents, and �lues shall be combined, where possible, t� a single
termination and installed on the portions of the roof not visible from the street; and that these venting
details shall be included and approved in the construction plans before a Building permit is issued;
8. that the project shall comply with the Construction and Demolition Debris Recycling Ordinance which
requires affected demolition, new construction and alteration projects to submit a Waste Reduction
plan and meet recycling requirements; any partial orfull demolition of a structure, interiororexterior,
shall require a demolition permit;
9. that the project shall meet all the requirements of the California Building and Uniform Fire Codes,
2007 Edition, as amended by the City of Burlingame;
THE FOLLOWING CONDITIONS SHALL BE MET DURING THE BUILDING INSPECTION PROCESS
PRIOR TO THE INSPECTIONS NOTED IN EACH CONDITION
10. that prior to scheduling the framing inspection the project architect or residential designer, or another
architect or residential design professional, shall provide an architectural certification that the
architectural details shown in the approved design which should be evident at framing, such as
window locations and bays, are built as shown on the approved plans; architectural certification
documenting framing compliance with approved design shall be submitted to the Building Division
before the final framing inspection shall be scheduled;
11. that prior to scheduling the roof deck inspection, a licensed surveyor shall shoot the height of the
roof ridge and provide certification of that height to the Building Department; and
12. that prior to final inspection, Planning Department staff will inspect and note compliance of the
architectural details (trim materials, window type, etc.) to verify that the project has been built
according to the approved Planning and Building plans.

Discussion of motion:
Commissioner Brownrigg agreed with Commissioner Visfica's comments regarding the lack of
analysis of the alternatives; not in favor of application af this time.
Chair Cauchi called for a voice vote on the motion and it passed 5-2 (Commissioners Vistica and Brownrigg
dissenting). Appeal procedures were advised. This item concluded at 9:11 p.m.
