Commissioner Harris acted as Chairman and explained that this meeting was
called as a result of studies which have been made to keep property zoned from unde-
sirable use without hardship on any property owners. The Planning Commission thought
it a good idea to get together with property owners and merchants in the Broadway
area. The Chairman outlined the boundary of the industrial area. The Chairman in-
vited Park Superintendent Anderson to report on what has been done to screen and
beautify the area at the foot of Broadway, and asked what can be done to further im-
prove the appearance and keep down smoke nuisance.
Mr. Etienne appeared and asked what can be done further to keep down smoke
nuisance. The Chairman outlined possible future plan for improvement of city -owned
bay front property extending from Broadway to approximately Burlingame Avenue. Com-
missioner Harris called attention to the considerable planting of shrubs and trees
which in a few years will be attractive.
Mr. Evans, State Highway Division, was present. He explained the planting
program.
City Engineer Fitch was present and outlined a plan for reversing the
direction of the fill operation which would screen the view of the rubbish from the
Freeway and improve the appearance of the fill area. He explained that if disposals
were to be made individually, the smoke nuisance would be much greater and that the
nature of the wind currents are not likely to create smog problem. Mr. Fitch stated
that the fill and cover method would be quite expensive and reported that the
University of California is studying the use of mud from the bay for fill..
