HomeMy WebLinkAbout1525 Bernal Avenue - Staff Report� � ar MEMO T0: PLANNING COMMISSION FROM; CITY PLANNER � i:�/�_ P.C. 6/22/87 Item # 2 SUBJECT; SPECIAL PERMIT TO ENLARGE AN EXISTING GARAGE TO 522.5 SF AT 1525 BERNAL AVENUE, ZONED R-1 Sandra Aguirre, resident and property owner, is requesting a special permit in order to enlarge the existing 356 SF (18'-9" x 19') detached garage in the rear third of her lot to 522.5 SF (27'-6" x 19') (500 SF maximum allowed) in order to provide for more space to park and for more storage (Code Sec. 25.60.010-b). The existing garage and proposed addition are in the rear 30� of the lot, therefore subject to the requirements of the accessory structure ordinance. Staff Review City staff have reviewed the request. The Fire Marshal (May 26, 1987 memo) had no comments. The City Engineer (June 1, 1987 memo) had no comments so long as the expansion did not include the extension of sewer and water service to the detached garage. The Chief Building Inspector (May 13, 1987 memo) notes the code requirement for one hour construction within three feet of property line. In her letter (May 10, 1987) Sandra Aguirre states that she would like the expansion of the garage in order to compensate for the lack of storage in her small (1,350 SF) house. She feels that by this remodeling she will be providing a legal garage and improving the construction of the side and rear of the building. From the front, she notes, there will be no change in appearance; this will preserve the existing brickwork. The lot backs onto a 10' city easement. She asks to be exempt from a site survey since they are extending the existing wall of the garage. She also states the existing garage foundation is one foot from property line; the new rear wall will be 1'-3" from property line. Her rear property line lines up with the rear lot lines of her neighbors. Study Questions At their meeting on June 8, 1987 the Commission reviewed this application for an oversized garage. The applicant submitted a letter dated June 9, 1987 addressing Commission's questions. There will be no utilities except electricity which is already present in the garage. The garage is not "legal" in the sense that it does not meet the dimensional requirements for a two car garage, 20' x 20'. The present garage is 18'-9" deep; a standard garage would be 20' deep. The applicant proposes to add 7'-6" over the minimum legally required to the rear of the garage. Thus it will be easier to park inside and also provide for some storage area. The front of the garage is 90' from the front property line and about 66' behind the front of the house. Unless the house contains four bedrooms, on site parking requirements are met with a one car garage 10' x 20' and one car parked in the driveway where there is room behind the front setback. ( � / � In her letter the applicant states she has no plans at this time to add on to the house. She notes that they plan adding on to the existing drainage; gutters are on either side of the roof to downspouts at the front of the garage structure. Planninq Commission Action The Planning Commission should hold a public hearing. Affirmative action should be taken by resolution. The reasons for any action should be clearly stated. At the public hearing the following conditions should be considered: 1. that the conditions of the Chief Building Inspector's May 13, 1987 memo and City Engineer's June l, 1987 memo shall be met; 2. that the garage extension shall be built in conformance with the plans submitted to the Planning Department and date stamped May 11, 1987; and 3. that the resulting 522.5 SF oversized garage shall not have any utilities extended to it except electricity and shall never be used for residential purposes.
