Categorically Exempt per Section: 15301 Class l(e)(2) - additions to existing structures provided the addition will not result in an increase of more than 10,000 SF in areas where all public services and facilities are available and the area in which the project is located is not environmentally sensitive. Summary: The existing single -story house, with a detached one -car garage, contains 2,132 SF (0.36 FAR) of floor area and has three bedrooms. The applicant is proposing to remodel the existing first floor with a 227 SF addition, add a 994 SF second floor and add 38 SF to the detached garage. With the proposed addition, the floor area will increase from 2,132 SF (0.36 FAR) to 3,338 SF (0.56 FAR), where 3,388 SF (0.56 FAR) is the maximum allowed. Approximately 117 SF of the proposed floor area comes from the lower level area which has a ceiling height greater than 6-0". The proposed laundry room area does not qualify as a basement because the finished floor is more than 2 feet above grade. The proposed project is 50 SF less than the maximum allowed FAR. With this project, the number of potential bedrooms will increase from three to four (study does not qualify as a bedroom since more than 50% of the wall is open to the living room). One covered (10' x 20') and one uncovered (9' x 20') parking space is required for the proposed four -bedroom house. The existing detached one -car garage (16-10" x 16-10" clear interior dimensions) will be extended an additional 3'-6" feet to provide one (10' x 20') covered parking space. One uncovered 9' x 20' space is provided in the driveway. All other zoning code requirements have been met. The Commission also stated that the front picture window on the right hand side should be dressed up and that a street tree should be added as part of the project (August 23, 2004, P.C. Minutes). The Commission moved to place this item on the consent calendar after the architect has responded to the comments. The architect reviewed the comments with the property owners and incorporated the following suggested changes proposed by the Planning Commission: • The chimney on the right was reduced by 8'-4" in height and the chimney on the left was reduced by T-10" in height. (Planning Staff would like to note that elevation on pg. A0.1 does not reflect changes made to chimneys or window. Please refer to elevation on pg. A5.1 for changes). • The front picture window on the right was dressed up by changing it from a rectangular window to a round -top window that is recessed and matches the round -top window on the second story. • The applicant proposes to place two flowering pear street trees were placed in the planter strip 2 Design Review 1444 Bernal Avenue in front of the sidewalk, per discussion with the City Arborist. Design Review Criteria: The criteria for design review as established in Ordinance No. 1591 adopted by the Council on April 20, 1998 are outlined as follows: 1. Compatibility of the architectural style with that of the existing character of the neighborhood; 2. Respect for the parking and garage patterns in the neighborhood; 3. Architectural style and mass and bulk of structure; 4. Interface of the proposed structure with the structures on adjacent properties; and 5. Landscaping and its proportion to mass and bulk of structural components. Findings: Based on the findings stated in the attached minutes of the Planning Commission's August 23, 2004, design review study meeting, that the addition is compatible with the mass and bulk in the neighborhood, and that the FAR is below the maximum allowable by 50 SF, the project is found to be compatible with the requirements of the City's five design review guidelines. Planning Commission Action: The Planning Commission should hold a public hearing. Affirmative action should be by resolution and include findings made for design review. The reasons for any action should be clearly stated for the record. At the public hearing the following conditions should be considered: 1. that the project shall be built as shown on the plans submitted to the Planning Department date stamped August 6, 2004, sheets A0.1, A0.3, A0.4, A1.0, A2.0, A2.1, A3.0, A3.1, A4.3 and A 5.5 and September 1, 2004, sheets A1.1, A4.1 and A5.1-A5.4; and that any changes to the footprint or floor area of the building shall require and amendment to this permit; 2. that two flowering pear trees shall be installed with approval of the City Arborist, by the Parks Department at the property owners expense in the planter strip in front of the house; 3. that any changes to the size or envelope of the first or second floors, which would include adding or enlarging a dormer(s), moving or changing windows and architectural features or changing the roof height or pitch, shall be subject to design review; 4. that prior to scheduling the framing inspection, the project architect, engineer or other licensed professional shall provide architectural certification that the architectural details such as window locations and bays are built as shown on the approved plans; if there is no licensed professional involved in the project, the property owner or contractor shall provide the certification under penalty of perjury; certifications shall be submitted to the Building Department; 3 Design Review 1444 Bernal Avenue 5. that prior to final inspection, Planning Department staff will inspect and note compliance of the architectural details (trim materials, window type, etc.) to verify that the project has been built according to the approved Planning and Building plans; 6. that all air ducts, plumbing vents, and flues shall be combined, where possible, to a single termination and installed on the portions of the roof not visible from the street; and that these venting details shall be included and approved in the construction plans before a Building permit is issued; 7. that prior to scheduling the roof deck inspection, a licensed surveyor shall shoot the height of the roof ridge and provide certification of that height to the Building Department; 8. that the conditions of the City Engineer's, Chief Building Official's, Fire Marshal's and Recycling Specialist's May 24, 2004 memos shall be met; 9. that the project shall comply with the Construction and Demolition Debris Recycling Ordinance which requires affected demolition, new construction and alteration projects to submit a Waste Reduction Plan and meet recycling requirements; any partial or full demolition of a structure, interior or exterior, shall require a demolition permit; 10. that the applicant shall comply with Ordinance 1503, the City of Burlingame Storm Water Management and Discharge Control Ordinance; and 11. that the project shall meet all the requirements of the California Building Code and California Fire Code, 2001 edition, as amended by the City of Burlingame. Don Crosatto, property owner, stated that he grew up in this house and was given the house by his father, his father will live with his family in the remodeled house. Andrew Young, applicant and architect, 261 Hamilton Ave., Palo Alto, CA, stated that a reduction was made in the originally proposed FAR because of the inclusion of the basement area in the calculation. The side was trimmed to avoid a variance for driveway width. He also stated that a neighborhood meeting was held, 9 neighbors attended to take a look at the project.
