Applicant and Property Owner: Victor and Maria Ling Architect: Jerry Deal, JD & Associates General Plan: Low Density Residential APN: 028-292-190 Lot Area: 9,750 SF Zoning: R-1 Summary: This project is located on the east side of Howard Avenue between EI Camino Real and Crescent Avenue. The applicant is proposing to demolish the existing house to build a new two-story single family dwelling. The proposed house and detached garage will have a total floor area of 4,261 SF (0.44 FAR) where 4,620 SF (0.47 FAR) is the maximum allowed. The proposed floor area is 359 SF below the maximum allowed FAR. The applicant is also requesting a Special Permit for a 106 SF encroachment into the declining height envelope on the right side of the dwelling, and also a Special Permit for a detached garage — exempt from setback requirements — in the rear 40% of the lot. A new finro-car detached garage (21' x 21' with a 41 SF attached porch) will be constructed. It will provide the required two covered parking spaces (with clear interior dimensions of 20'-4" x 20'-4") for the proposed five- bedroom house. One uncovered space (9' x 20') will be provided in the driveway. All other Zoning Code requirements have been met. The applicant is requesting the following: ■ Design Review for a new finro-story single family dwelling (C.S. 25.57.010); ■ Special Permit for encroachment into the declining height envelope along the right side (106 SF) of the proposed second story (C.S. 25.28.035, c); and • Special Permit for a detached garage exempt from setback restrictions located within the rear forty (40) percent of the lot (C.S. 25.28.035, d).
