The applicant is proposing first and second story additions to the existing house. The existing detached garage will not be altered. With the proposed additions, the floor area will be 3,110 SF (0.52 FAR) where 3,239 (0.54 FAR) is the maximum allowed on site. The applicant is requesting a special permit for height for the proposed second story. The height of the existing house is 29'-7", as measured from the average top of curb to the highest ridge. The proposed addition will be 31'-4" to the highest ridge. The applicant is requesting a special permit for a height between 30'-0" and 36'-0". The existing house has four bedrooms and the existing detached garage provides one covered parking space that is non-conforming in length (10' x 17'-5", where 10' x 18' is required for an existing space). With the proposed additions to the house, the number of bedrooms will not be increased. The detached garage will not be altered and therefore, the non-conforming covered parking space is not required to meet current code requirements for parking space length. No change C.S.25.26.060,a Design Review Amendment 1349 Bernal Avenue ' The existing second story encroaches into the declining height envelope on the right side by 79.5 SF (3'-0" x 26'-6"). The proposed second floor addition complies with the declining height envelope. StafF Comments: See attached memos from the Chief Building Official, Fire Division, Engineering Division, Parks Division, and Stormwater Division. Design Review Criteria: The criteria for design review as established in Ordinance No. 1591 adopted by the Council on April 20, 1998 are outlined as follows: Compatibility of the architectural style with that of the existing character of the neighborhood; 2. Respect for the parking and garage patterns in the neighborhood; 3. Architectural style and mass and bulk of structure; 4. Interface of the proposed structure with the structures on adjacent properties; and 5. Landscaping and its proportion to mass and bulk of structural components. Planning Commission Action: The Planning Commission should conduct a public hearing on the application, and consider public testimony and the analysis contained within the staff report. Action should include specific findings supporting the Planning Commission's decision, and should be affirmed by resolution of the Planning Commission. The reasons for any action should be stated clearly for the record. At the public hearing the following conditions should be considered: that the project shall be built as shown on the plans submitted to the Planning Division date stamped February 11, 2014, sheets A.0 through A1.2, A3.2 and A-7, and date stamped July 6, 2015, sheets A-3, A3.1, A0.2, and A-1; 2. that the windows shall be aluminum-clad wood windows with either simulated true divided lites, or true divided lites; 3. that any changes to building materials, exterior finishes, windows, architectural features, roof height or pitch, and amount or type of hardscape materials shall be subject to Planning Division or Planning Commission review (FYI or amendment to be determined by Planning staffl; 4. that any changes to the size or envelope of the first or second floors, or garage, which would include adding or enlarging a dormer(s), shall require an amendment to this permit; 5. that the conditions of the Building Division's October 25, 2013, January 3 and January 31, 2014 memos, the Parks Division's November 5, 2013 memo, the Engineering Division's October 30, 2013 memo, the Fire Division's October 24, 2013 memo, and the Stormwater Division's October 31, 2013 and January 6, 2014 memos shall be met; 6. that any recycling containers, debris boxes or dumpsters for the construction project shall be placed upon the private property, if feasible, as determined by the Community Development Director; 7. that demolition for removal of the existing structures and any grading or earth moving on the site shall not occur until a building permit has been issued and such site work shall be required to comply with all the regulations of the Bay Area Air Quality Management District; 8. that prior to issuance of a building permit for construction of the project, the project construction plans �� Design Review Amendment 1349 Berna/ Avenue shall be modified to include a cover sheet listing all conditions of approval adopted by the Planning Commission, or City Council on appeai; which shall remain a part of all sets of approved plans throughout the construction process. Compliance with all conditions of approval is required; the conditions of approval shall not be modified or changed without the approval of the Planning Commission, or City Council on appeal; 9. that all air ducts, plumbing vents, and flues shall be combined, where possible, to a single termination and installed on the portions of the roof not visible from the street; and that these venting details shall be included and approved in the construction plans before a Building permit is issued; 10. that the project shall comply with the Construction and Demolition Debris Recycling Ordinance which requires affected demolition, new construction and alteration projects to submit a Waste Reduction plan and meet recycling requirements; any partial or full demolition of a structure, interior or exterior, shall require a demolition permit; 11. that during demolition of the existing residence, site preparation and construction of the new residence, the applicant shall use all applicable "best management practices" as identified in Burlingame's Storm Water Ordinance, to prevent erosion and off-site sedimentation of storm water runoff; 12. that the project shall meet all the requirements of the California Building and Uniform Fire Codes, 2013 Edition, as amended by the City of Burlingame; THE FOLLOWING CONDITIONS SHALL BE MET DURING THE BUILDING INSPECTION PROCESS PRIOR TO THE INSPECTIONS NOTED IN EACH CONDITION: 13. that prior to scheduling the framing inspection the applicant shall provide a certification by the project architect or residential designer, or another architect or residential design professional, that demonstrates that the project falls at or below the maximum approved floor area ratio for the property; 14. that prior to scheduling the framing inspection the project architect or residential designer, or another architect or residential design professional, shall provide an architectural certification that the architectural details shown in the approved design which should be evident at framing, such as window locations and bays, are built as shown on the approved plans; architectural certification documenting framing compliance with approved design shall be submitted to the Building Division before the final framing inspection shall be scheduled; 15. that prior to scheduling the roof deck inspection, a licensed surveyor shall shoot the height of the roof ridge and provide certification of that height to the Building Division; and 16. that prior to final inspection, Planning Division staff will inspect and note compliance of the architectural details (trim materials, window type, etc.) to verify that the project has been built according to the approved Planning and Building plans. Post this specific input from the planning commissioners, we have reintroduced the windows in the master closet and the transom window at the back of the master bedroom. We would like to address the removal of the window on the bed wall in our Master Bedroom. We believe that the removal this window is a benefit to us and also to our neighbors, Nicole and Ross Armstrong, whose input we also solicited as we proceeded with the remodel. 1. This particular window would have peered directly into our home (and specifically into our master bedroom and bath) and we have no objections at all that it has been removed from the Wadhawan's building plans. The only place this wall can be seen is from Nicole and Ross' property. 3. Lastly, the removal of the window in our Master Bedroom does not effect the lighting in this room. Several windows were deleted. I have clouded them and listed them below. Several windows were deleted. 1. One was on the master bedroom at the short setback side, where they are relatively close to the neighbors. The window was above the bed. The owner preferred to remove it for feng shui reasons. 2. One small window was deleted at the rear. It was just below the ridge peak. The original details remain directly under the ridge beam in that area. 3. One smail window was deleted on the side setback@ the driveway. It was in the master closet and the home owner wanted more wall storage. 4. One small window was deleted on the narrow side of the front porch. When the porch needed to be rebuilt, the engineer preferred having a shear wall in that direction and the homeowner also wanted wall space. The existing plaster detail has been deleted at the original front porch. While under construction, structural inadequacies of the front porch foundation were determined. The porch was rebuilt, so the existing detail no longer existed. The owner prefers the cleaner look with less detail around the archways. Also, you may notice that some front landscape steps were deleted. This was as per plan check requirements from Public Works across the right of way. Has seen many homes fhat have windows flanking the bed over the night stands rather than over the bed. Understands the feng shui principles that discourage the window over the bed. Doesn't feel that the deletion of the window on the bedroom wall would have been accepted in the original design. > High wrndows flanking either side of the bed could help solve fhe issue. > Noted that the plans show deletion of plaster detailing around the porch enfry. Noted that wood trim was being placed around fhe feature today. Wants to be certain that what is being built is what is being considered. (Wadhawan - will be wood trim that was seen in the field.) Liked the original ogee detail on the original design. Plan should reflect that there will be a wood detail. Meeker - noted that the project plans need to be revised to specifically match what is being requested.) > Would like to see the window in the master bedroom revisted. With the attached email, the owner now proposes only the following changes to the previously approved plans (each of these as-built changes from the original approval has been installed on site and is shown on the plans labeled 'Proposed'): There is a smooth arch trim detail at the entry for the front porch, at the window to the right of the entry, and at the opening at the left side of the porch (also see the photograph of the front entry on the staff report cover); 2. The existing opening at the right side of the covered porch was eliminated; and 3. The master bedroom window at the rear of the second floor has been eliminated (also see the email explanation from owner and the letter of support from the neighbor that owns the property adjacent to this wall, dated January 18, 2015). We are very cognizant of the elegance of the street and neighborhood, and please be rest assured the arch details will be done according to the plans that were submitted and passed. 2) Windows: We acknowledge and respect your feedback on the windows in the master bedroom. Hopefully, the details below will help you understand our position. According to the philosophy, the bed positioning and bed positioning relative to the window, are key elements to facilitating positive energy (chi) in the room. The philosophy advocates that one maintain a solid wall behind a bed and at the same time not sleep under a window. Several windows were deleted. I have clouded them and listed them below. Several windows were deleted. 1. One was on the master bedroom at the short setback side, where they are relatively close to the neighbors. The window was above the bed. The owner preferred to remove it for feng shui reasons. 2. One small window was deleted at the rear. It was just below the ridge peak. The original details remain directly under the ridge beam in that area. 3. One small window was deleted on the side setback@ the driveway. It was in the master closet and the home owner wanted more wall storage. 4. One small window was deleted on the narrow side of the front porch. When the porch needed to be rebuilt, the engineer preferred having a shear wall in that direction and the homeowner also wanted wall space. The existing plaster detail has been deleted at the original front porch. While under construction, structural inadequacies of the front porch foundation were determined. The porch was rebuilt, so the existing detail no longer existed. The owner prefers the cleaner look with less detail around the archways. Also, you may notice that some front landscape steps were deleted. This was as per plan check requirements from Public Works across the right of way.
