Applicant: Steve Lesley, architect APN: 026-064-080 Property Owner: Tim and Joan Auran Lot Area: 6,000 SF (50'x120') General Plan: Low Density Residential Zoning: R-1 Adjacent Development: Single Family Residential CEQA Status: Article 19. Categorically Exempt per Section: 15303 - Class 3- construction and location of limited numbers of new, small facilities or structures including (a) single-family residences not in conjunction with the building of two or more such units. In urbanized areas, up to three single-family residences may be constructed or converted under this exemption. Summary: The applicant is proposing a first and second-story addition to a single-family dwelling which is subject to design review at 1323 Bernal Avenue, zoned R-1. The project meets all zoning code requirements. The existing two-story house now contains 2,599 SF of floor area (.43 FAR), including a covered porch, patio trellis, and an attached single-car garage, and has four bedrooms. The 216 SF remodel/addition on the first floor will enlarge the existing attached garage towards the front of the lot and convert the rear of the existing garage to an office room. The new office room does not qualify as a bedroom since it contains no windows. The 105 SF second story addition will add a new bathroom and walk-in closet over the proposed garage extension. Therefore, there is no change in the number of bedrooms with this project. The total floor area of the remodeled house and attached garage will be 2, 820 SF (.47 FAR) (excluding 100 SF of covered porches, which is exempt from floor area ratio calculations), where 3,020 SF (.50 FAR) is the maximum allowed. Staff Comments: The City Engineer notes (May 19, 1999 memo) that roof drainage shall be directed to the public street. The Chief Building Inspector and Fire Marshal had no comments on the project. He also notes that the existing garage is being extended without changing the existing parking pattern. The reviewer comments that the extension of the garage and the second floor is in the same style and proportion to the existing house. The mass of the extension is broken up by the new roof above the garage door. The reviewer notes that there will be minimal effect on the neighboring structures due to the small additional mass and size of the proposed addition. The reviewer was unclear as to what was happening to the kitchen window and it's relationship to the new flat roof at the garage extension. The applicant submitted a section (dated stamped June 17, 1999) showing the new roof at the garage extension. Conclusion: The design reviewer notes that this minor addition will have little effect on the existing neighborhood and massing of the house and that the proposed addition is in harmony with the existing style of the house. The design review recommends for approval of the proposed proj ect. Design Review Criteria: The criteria for design review as established in Ordinance No. 1591 adopted by the Council on April 20, 1998 are outlined as follows: 1 2 Compatibility of the architectural style with that of the existing character of the neighborhood; Respect for the parking and garage patterns in the neighborhood; 2 Desigrr Revietiv for � F'ir�sl mid Seco�rd Sto�y.-1 ddilion 3. Architectural style and mass and bulk of structure; 1323 Berna! Avenue 4. Interface of the proposed structure with the structures on adjacent properties; and 5. Landscaping and its proportion to mass and bulk of structural components. Findings: Based on the iindings stated in the summary of the design reviewer's analysis of the project and in the reviewer's memos of June 5, 1999, the project is found to be compatible with the requirements of the City's five design review guidelines. Planning Commission Action: The Planning Commission should hold a public hearing. Affirmative action should be by resolution and include findings, and the reasons for any action should be clearly stated. At the public hearing the following conditions should be considered: 1. that the project shall be built as shown on the plans submitted to the Planning Department date stamped May 14, 1999, sheets 1-5 and date stamped June 17, 1999 (81h"xll"), and that any changes to the footprint or floor area of the building shall require and amendment to this permit; 2. that any changes to the size or envelope of the first or second floors, which would include adding or enlarging a dormer(s), moving or changing windows and architectural features or changing the roof height or pitch, shall be subject to design review; 3. that the City Engineer's May 19, 1999 memo regarding roof drainage shall be met; and 4. that the project shall meet all the requirements of the California Building Code and California Fire Code, 1998 edition, as amended by the City of Burlingame. I have visited the site, the street and the surrounding neighborhood and have reviewed the plans for the second story addition. I have the following comments regarding the design guidelines. 1. Compatibility of the architectural stvle with that of the existing nei�hborhood: • The existing style is not being changed. Style of the addition is in harmony with the neighborhood and the existing house. 2. Respect the Parking and Gara�e Patterns in the Nei�hborhood: • Garage is being extended, and the eacisting pattern is not being changed. 3. Architectural St,yle. Mass and Bulk of the Structure, and Internal Consistencv of the Structural Desi�n. • The extension of the garage and the upper level is in the same style and proportion to the e�sting. • The new addition succeeds in breaking the mass of a 2 story wall by adding the new roof over the garage door. � It is unclear on the drawings what is happening to the kitchen window and it's relationship to the new flat roof at the garage extension. I assume this has been worked out by the designer. 4. Interface of the Proposed Structure with the Adjacent Structures to Each Side: • Minimal effect on the neighboring structures due to the small additional mass and size of the proposed addition. 5.
