1. Site Description
• The existing site is an interior lot with a two story house, a porte cochere and driveway at the left side, and a
detached garage at the rear left side of the property. There is a ten foot utility right of way at the rear of the
property.
The property has a downward slope of approximately 9 feet from the top of curb to the rear property line and
there is a cross-property downward slope from right property line to left property line of approximately 3 feet
(measured at the front wall of the house). The FF of the main level is 2.5 feet above adjacent grade at the
entry.
The main floor is single story at the front of the house and becomes a second story at the back of the house
because of the downward slope. The lower level at the rear of the house contains the porte cochere, a
family room, stairs, and a room with a half bath and laundry/utilities. The porte cochere is enclosed on two
sides (front and rear open for vehicles to drive through to the attached garage).
The addition to the house totals 292 SF (215 SF is first floor addition and 77 SF is second story addition).
2. Design Review (Code Section 25.57.010)
• Proposed addition on the main level is partially a second floor addition. The area beneath the addition is
crawl space that varies in height from 4'-8" to 5'-11" and is all inaccessible, unfinished crawl space. The
area counted as a second floor addition (area where over 6 feet from adjacent grade) is exempt from Design
review because it meets the following three criteria:
1. Second floor addition totals 100 SF or less : area where the FF is more than 6 feet above existing
grade totals 77 SF (9'-7 1/12" x 8'-0" = 77 SF bay window); and
2. The roof pitch of the addition matches an existing roof pitch on the house; and
3. The ridge of the addition is no higher than the highest existing roof ridge.

• The proposed project complies with floor area ratio regulations. Existing house is 2,679 SF (1522 main level
+ 614.5 lower level + 542 detached garage. Proposed house is 2,418 SF (1803.7 SF inain level + 614.5
lower level). The 47.2 SF front covered porch and the 45 SF lower level utility room are not proposed to
change and are exempt from existing and new floor area totals. The porte cochere is being enclosed, but it
was counted as floor area in both existing and new floor area totals because it is covered with supports
extending to the ground.
The floor area is being reduced on site even though there is an addition because for the existing conditions
the garage counts in floor area and the proposed the garage converted to an ADU is fully exempt from floor
area totals.

7. Parking (Code Section 25.70.030)
3 bedrooms existing and proposed
The (office/nook proposed off kitchen does not count at a bedroom because it has an interior depth of less than
7 feet). The existing porte cochere is being enclosed at the front by the addition and the rear will have garage
doors. This area is not counted as a bedroom because it is labeled as unconditioned storage space and is not
accessible from the interior of the house.
Existing: 2 covered (18' x 18'), detached + 1 uncovered (9' x 20')
Proposed: 0 covered + 1 uncovered (9' x 20' in driveway remaining at left side)
Required: 1 uncovered (9' x 20')
• Project complies with on-site parking requirements. The covered parking in the detached garage is being
eliminated to create and ADU and per C.S.25.59.110(c)(3) it is not required to be replaced. The new ADU
does not require a parking space because it is being created from existing living space in the detached
garage per C.S.25.59.110(e).

9. ADU
• Proposed new accessory dwelling unit (proposed to be built after 1954) is being installed in the existing
detached garage at the rear, left side of the lot. There will be no changes to the existing footprint, setbacks,
or height (14'-11"), or plate height (7'-8" from grade) of the existing detached structure. All new glazed
openings are at least 3 feet from a property line.
• The proposed ADU conversion will result in a 542 SF ADU where 850 SF is the maximum allowed. The unit
is a studio with a full kitchen and full bathroom. .
