Meeting Date: 6/8/98 Applicant: John Matthews Architects APN: 026-173-240 Property Owners: James J. & F Cannizzaro Lot Area: 12,250 SF General Plan: Low Density Residential Zoning: R-1 Adjacent Development: Single Family Residential CEQA Status: Article 19. Categorically Exempt per Section: 15303 - Class 3- construction and location of limitsd numbers of new, small facilities or structures including (a) single-family residences not in conjunction with the building of two or more such units. In urbanized areas, up to three single- family residences may be constructed or converted under this exemption. Summary: The applicant is proposing a second story addition to a single family dwelling which is subject to design review at 1241 Bernal Avenue, zoned R-l. The existing two-story house now contains 3116 SF of floor area, and has four rooms which qualify as bedrooms and three bathrooms. There is a 346 SF covered porch on the first floor for a total floor area of 3462 SF. There is also a 462 SF detached two-car garage adjacent to the house 12'-0" from the front property line. Front and side setback variances were granted by the Planning Commission in 1978 for the garage location. The family room and breakfast nook on the iirst floor are being remodeled. The 42 SF second story addition would increase the size of an existing bedroom and add a dormer window. The second floor addition will increase the floor area of the structure by 42 SF (1.2%). The total floor area of the remodeled house will be 3504 SF (including covered porch). Because floor area of the main structure would increase by less than 50%, the project is not considered new construction and is not required to meet cunent code requirements for setbacks, height, lot coverage and parking. Staff Comments: The Chief Building Ofiicial, the City Engineer and the Fire Mazshal had no comments on the project. Design Reviewer Comments: In his comments the design reviewer notes that the addition is a minor alteration to the exterior form of the residence, and the existing residence is already in substantial harmony with the existing neighborhood. The style of the addition is entirely consistent with the style of the existing residence. In conclusion, he notes that the application represents a comfortable addition to the existing residence. The form and details are in complete harmony with the existing components and present no apparent impacts on the neighborhood.
