Applicants and Property Owncrs: James and Michelle Delia Designer: J D& Associates APN: 026-172-240 Lot Area: 6,000 SF General Plan: Low Density Residential Zoning: R-1 CEQA Status: Article 19. Categorically Exempt per Section: 15303- Class 3- construction and location of limited numbers of new, small facilities or structures including (a) single-family residences not in conjunction with the building of two or more such units. In urbanized areas, up to three single-family residences may be constructed or converted under this exemption. Summary: The applicant was granted an approval by the Planning Commission for a design review permit and a special permit for declining height envelope on October 23, 2000 (see 10/23/00 PC minutes). The applicant went before the Planning Commission on January 22, 2001, with a floor area ratio variance and an amendment to the design for the detached garage. The Planning Commission denied the FAR variance and denied without prejudice the design for the garage (see U22/O1 PC minutes). Direction was given to the applicant to revise the garage design, which was submitted with an eave at the west elevation and a barge rafter only at the east elevation, so that the eaves matched at both elevations. The applicant appealed this decision to the City Council. At the February 5, 2001, CC meeting, the Council determined that the Planning Commission misunderstood the garage issue at the time of the amendment hearing (see 2/5/O1 CC minutes and 2/8/Ol letter). The City Council directed that the appeal fee be refunded to the applicant and that the garage design, which was denied without prejudice, be sent back to the Planning Commission for reconsideration. In the revised project, the applicant has lowered the ceiling hcight in the bedroom where the loft is located. This complies with the FAR maximums for the project. The current plans before the Planning Commission for consideration show the garage with an eave at the west elevation and a barge rafter, the same length as the eave at the front and rear, on the east elevation. The design of the garage is the same amended design that was seen at the January 22, 2001, PC meeting. The eave overhang is 1'-6" and the barge rafter is 1'-6". Staff Comments: See attached. Staff would note that the comment from Building Official regarding roof projections does not apply to the barge rafter on the east elevation of the revised garage plan. With a barge rafter the garage wall may be placed on the property line. Planning Commission: Study Date: Action Date: _________- et- o JAN - 4 2001 FY OF BURLINGAME PLA'NNING DEPT.- Members of the Planning Commission January 2, 2001 Jim & Michelle Delia 1228 Bernal Avenue Burlingame, CA 94010 We wish to change the eaves on the approved garage to that being submitted at this time. The approved garage location resulted in a setback of 3'-0" from the property line. It is our desire to move the garage so that this setback is 1'-6". As you know we are required to have a detached garage which takes up a considerable amount of our rear yard. Additionally the driveway consumes additional yard area. It is important that we have some back yard left over for family outdoor activities and do not consider this request to be detrimental to the project. Respectfully submitted, Jim Delia RECEIVED JAN - 4 2001 CITY OF BURLINGAME PLANNING DEPT.
