CAROL AVENUE, ZONED R-1. Summary: An application for a Negative Declaration and Design Review for first and second story additions to an existing single family dwelling at 11 E. Carol Avenue, zoned R-1, was approved by the Planning Commission on March 28, 2016 (see attached March 28, 2016, Regular Action Planning Commission Meeting Minutes). A building permit has not yet been issued. At the action hearing, the Planning Commission voted to approve the project with the following amended condition: 1. that Sheet A3.0 (revised) shall be submitted to the Planning Commission as an FYI to show the second story window centered under the gable ridge; The architect submitted a revised front elevation and a letter of explanation, date stamped July 13, 2016, to show the requested revision. ` Other than the change requested by the Commission, there are. no other changes proposed to the design of the house. If the Commission feels there is a need for more study, this item may be placed on an action calendar for a second review and/or public hearing with direction to the applicant. Vice-Chair Loftis indicated that he had reviewed the recording from the design review study meeting on February 22, 2016, though he wasn't presenf af that meeting. Questions of staff.� There were no questions of staff. Vice-Chair Loftis opened the public hearing. Tim Raduenz represented the applicant. Commission questions: > Suggested centering the front window on the ridge rather than on the front door e/ement. The current placemenf appears awkward, but not a deal breaker. (Raduenz - would be open to coming back to the Commission with an FYI if the Commission directed restoring the original window design.) Public commenfs: There were no public comments. Commissioner Sargent made a motion, seconded by Commissioner Bandrapalli, to approve the application and adopt the negative declaration with the added condition that the placement of the front window, centering it with the ridge, be submitted as an FYI. Grace Sun represented the applicant. Commission questions: > Why was the post design changed? Thought that fo r, four-by-four posts were fhe original post design. (Sun - the wood design color would not match the stucco; wanted the co/ors to match so stucco was se/ected.) > Has a real problem with all of the changes particularly since fhey were all made without approaching fhe Commission first. Doesn't be ' ve the project would have been approved as constructed. The Commission's approval has no alue if projects are not built according to the approved plans. Maintain high quality design with use o quality materials. Is disappointed with the results in this case. > Doesn't believe that the window grid design would have been approved; a lof of windows were installed that were not as approved. M ntins are flat against the glass. (Sun - approached the Planning Division with the change and was uggested a trial applying the muntin bars. The current window design was presented when orde ng the windows. Didn't know the difference.)
