FROM THE BURLINGAME PLANNING COMMISSION MINUTES - STUDY MEETING OF
APRIL 9, 1956. �

l. SPECIAL PERMIT - Maude and Harold Taggart, 565 Edgewood Road
San I��ateo, reques n� permiss on o use proper y on aro an venue,

Mr. Taggart presented to the Commission a sketch of the bu3lding
to be erected an d stated he planned to build a cyclone fence sur-
rounding the property, also he mentioned entry would be off Carolan
Avenue. In response to quest3oning, Mr. Taggart further stated the
building would be concrete b lock or comparable, and the parking
yard for the buses would face the railroad tracks.
The Planning Consultant advised the Cort�rnission tk�e zoning is M-1
and the requested use is proper.
The Commission thereafter agreed to set a public hearing f or the
next regular meeting, April 23.
Regulax Meeting April 23, 1956
The City Engineer presented to the Commission a plan oi the proposed layout.
In response to the Chair� Mr. W.L. Winner, owner of the bus service, stated he
employs ten to a dozen buses in his operation. The new building will be con-
structed to permit all repair work to be done inside and the wash rack will be
under cover, also gasoline storage will be underground.
Mrs. W.J. MeKeon, 901� La.rkspur Drive� in behalf of the r esidents of Toyon Avenue
and Larkspur Drive� expressed strong opposition to the b uses using either of these
residential streets for access to the Freeway. Mrs. McKeon maintained that tkiere
is a serious traffic problem in this area at the present time created by the in-
�?ustries now located on the unimproved portion of Caxolan Avenue, north of
Toyon Drive, which will be aggravated by the addition of the bus operation.
The following citizens voiced approval of Mrs. McKeon�s remarks and urged
improvement of Caxolan Avenue to provide ingress and egress to the Freeway
and elimina.te heavy conunercial traffic on their streets:
Gerald E. Turner, 1032 Toyon Drive; C.F. Wehking� 912 Toyon Drive; C.E. Smith�
1011 Toyon Drive; Alex G. Craig, 1001 Toyon Drive; William Roese� 908 Toyon Drive.
The Chair announced that the application at hand was proper and must be con-
sidered apaxt from the Carolan Avenue project. The Connniseioners concurred
and it was thereafter moved by Commissioner Martin that the Special Permit be
recommended for City Council approval with the following stipvlations:
1. That the buses when not in operation shall not be parked outside the grounds
on City streets or City right of way at any time; and
2. That if a chain link fence is installed, it must be landscaped and maintained
to meet the requirements of the Paxk Commission;

seconded by Commissioner Diederichsen and carried unanimously on ro11 call.
Commissioner Maxtin stated further that recogn3.tion should be given to the ap-
peal of the residents of the area adjoining the Carolan Anenue industrial
sites and recommended that th e Commission,, when forwarding the Special Permit
to the City Council sugge�t that the unimproved condition of Carolan Avenue
presents a serious problem and some solution should be resolved in the immediate
fut�me� if nothing more than paving ottie-half of Carolan Avenue from Toyon
Drive to Broadway. Commissioners concurred unani.mously.
In response to Mrs. MeKeon, the Corrnnissioners agreed to ca11 a
on Monday, April 30, to which the City Council and the members
Burlingame Improvement Club will be invited for discussion of
improvement project.

A communication dated April 30, 1956, was received from the Planning Commission
advising that a public hearing had been held on the applic ation for Special
Permit from Maude and Harold Taggart to use property at 950 Carolan Avenue,
zoried M-1, for the operation of the Pacific Cha,rter Linesl� a bus service holdirag
contracts w ith vaxious school districts. The letter advised that the Co�mnission
unanimously approved the use as requested with certain stipulations. The Com-
mission also suggested that th e Council give consideration to improving the
condition of Caxolan Avenue� particulaxly that portion from Toyon Drive to Broadway.
Councilman Morgan maved concurrenee in the recommendation and introduced for
passage RESOLUTION No. 41-56, "Granting a special use permit to Maude and Harold
Taggart", seconded by Councilman Byrd and Zmanimously carried on roll call of
members present.
�n the matter of imp�ovements to Carolan Avenue� the Chair referred the subject
to the City Attorney, to the City Engineer and to the Planning Consultant
foar consultation on legal procedure and cost to the City for appropriate
improvements.
