Request: Sign Exception to install one new sign and replace one existing sign and to exceed the
number of signs on two frontages, the allowed sign area and the allowed height limit at 1080
Carolan Avenue, zoned R-4. (22.12.020, 22.12.030 & 22.12.050).

industrial, or institutional facilities, including but not limited to (a) on-premise signs.
Summary: Northpark Apartments, 1080 Carolan Avenue, zoned R-4, is proposing to install a
new monument sign at the main entrance to the apartment complex on Carolan Avenue. The new
monument sign (two-sided) will replace an existing ground sign (two sided) in the same location.
The existing ground sign at the apartment entrance will be relocated to Rollins Road and will
replace an existing ground sign adjacent to the driveway just south of the tennis courts. The
existing sign on Rollins Road will be removed and relocated to the face of a building on the site.
Sign exceptions are required for the following items:
1. Height - The new monument sign (to be located at the Apartment entrance on Carolan
Avenue) and the existing ground sign (to be relocated to Rollins Road) are 6'-6" in height
where 6'-0" is allowed;
2. Sign Area - A total of 159.5 SF of signage is proposed for this parcel where no more than
20 SF of total sign area per parcel in the R-4 zone is allowed;
3. Number of Signs - A total of 6 signs are proposed on the Carolan Avenue Frontage (two
double faced signs, 2 single faced signs), and 3 signs are proposed on the Rollins Road
frontage (1 proposed double sided sign, 1 single faced sign) where no more than one sign
for each frontage is permitted.
In addition to the signs located on the frontages facing Carolan Avenue, Cadillac Way and Rollins
Road, there are a number of signs which are located on the property which identify the building
number for each multifamily building in the apartment complex. These signs are exempt from
sign code requirements since they are interior signs which do not face the public right-of way.
All existing and proposed signs will have spot illumination. Interior illumination is prohibited in
this zone.
Staff Comments: The Chief Building Official reviewed this application and in his memo dated
March 2, 1998 noted that the Carolan address must be illuminated externally (sign A on the site
plan). The Fire Marshal also reviewed this application and commented in his March 3, 1998
memo that the relocated sign (sign E on site plan) should not be illuminated because this could
cause confusion for non-residents who may think they were on Carolan Avenue (rather than
Rollins Road). He was also concemed that if sign E were illuminated inconect information could

be given to emergency dispatchers. The Senior Engineer commented in his March 2, 1998 memo
that if the new sign (sign A on the site plan) is within the public right of way an encroachment
permit shall be obtained from the Public Works Department.
Planning staff would note that there dces not appear to be a master sign program for the apartment
complex or sign pernuts for the existing signs at ttus location. Planning staff would also note that
a request was made to remove the three existing banners located on the tennis courts which face
Rollins Road because banners are prohibited. Two of the signs included in the totals for number
of signs per frontage and for the total square footage, are signs which have maps of the apartment
complex. The map signs (Map 1 and Map 2 on the site plan) aze considered directional signs, but
since they were larger than 3 SF, they were not exempt from the sign requirements of the zoning
code.
