No record of an original builder or architect has been found, and it is unknown whether the building was constructed for the first owner-occupants, Mary B. and Charles Haley, or whether the building was constructed as a speculative property during the early development of the Glenwood Park subdivision. 1532 Carol Avenue (APN 028-301-070) is located in the Glenwood Park neighborhood of Burlingame on an approximately 6,000- square-foot rectangular parcel on the west side of Carol Avenue just south of its curve between Cypress and Barroilhet avenues (PSa. Photo). 1532 Carol Avenue is a wood-frame building clad in stucco siding that sits on a concrete foundation. The residence is generally rectangular in plan and is set back from the street, in line with the other houses along Carol Avenue. Window types are a combination of fixed, casement, and slider windows and all have metal sashes. The subject building features a cross-gable roof clad in composite shingles with nested gables at both the primary (east) and rear (west) facades. Eaves are shallow and feature wood paneled soffits and an undecorated wood fascia. A front lawn and a paved walkway separate the residence from the sidewalk. A paved driveway along the south property line, with a metal gate set between brick piers, leads to a freestanding garage building at the rear of the property. Along the primary fa�ade, the residence at 1532 Carol Avenue features a nested gable roof with the left section projecting towards the street from the larger main mass of the building. The primary entrance to the residence is reached via curved concrete steps with metal handrails that lead to a small recessed entrance porch with a small metal awning. The entrance door is located within the east-facing wall of the building and consists of a single-leaf wood door. To the right (north) of the entrance door is a grouping of two casement windows flanking a fixed-sash window. The left (south) section of the east fa�ade that extends towards the street contains an asymmetrically placed set of slider windows with decorative wood shutters along its east-facing wall. This projecting volume contains paired fully glazed doors with matching side-lites reached by brick steps. This rear entrance is set beneath an overhang consisting of a crossbeam with decorative wood brackets in a Craftsman style and is flanked by two decorative metal lamps with art glass. The main volume of the residence contained within the larger gable end features two small vents within the gable peak and asymmetrically placed slider windows to the right of the gable end (Figure 5). Two additional metal and glass lamps are mounted around the slider window. A tiled counter is mounted along the right portion of the rear fa�ade. Description (continued): The north farade of the subject building is reached via a narrow walkway along the north property line and is similar in configuration to the south fa�ade, with a large gable end along the center of the faCade. However, along the east end of the north fa�ade the building features an exterior chimney clad in stucco and painted soldiered brick (Figure 6 and Figure 7). The chimney is flanked by small fixed windows. The remaining length of the north facade is built out to the north, with a small shed roof portion below the gable end, which features a louvered wood vent at its peak. The east-facing wall of this projecting section contains a narrow casement window. From right to left, the remaining openings along the north fa�ade consist of a grouping of three windows with a fixed center panel and flanking casement windows, paired slider windows with divided lites, and a casement window with divided lites that is recessed within a niche (Figure 8). A wood-framed, shingle-clad, freestanding garage building with a gable roof is located in the southwest corner of the property. The garage has openings along three of its fa�ades. The east fa�ade contains a paneled roll-up garage door (Figure 9). The north far,ade features a partially glazed single leaf door and paired double-hung vinyl windows with false divided lites in their upper sash (Figure 10). A matching double-hung vinyl sash window is located on the south fa�ade. The west fagade is not visible as it abuts the rear fence line. Description (continued): The surrounding neighborhood of Glenwood Park is exclusively residential, and primarily contains one-story single-family homes with occasional finro-story residences. Residences within Glenwood Park primarily exhibit features of the Craftsman sryle, but also include other twentieth century revival styles including the Spanish Colonial Revival style; there are also periodic examples of the later Ranch and Minimal Traditional styles. Construction History: (Construction date, alterations, and date of alterations) According to the San Mateo County Assessor's Office, the building at 1532 Carol Avenue was constructed in 1917. No original building permit is on record at the Burlingame Building Department and neither the architect nor builder of the property is known. The building's first owner-occupant was likely Mary B. Haley, who is listed as the owner of the subject property on the Glenwood Park Unrecorded Subdivision Maps.� The building was likely originally designed as a Craftsman style bungalow, however alterations to the front of the building since its construction have removed identifying details of the original design. Alterations to the primary fagade of the 1532 Carol Avenue include a forward addition sometime between 1949 and 1955, under the ownership of Rose (Barron) Pero, and window replacement at an unknown date. Also address integrity) Historic Context — Citv of Burlinqame: The lands that would become the City of Burlingame were occupied by the Ohlone Native American people before becoming part of Rancho San Mateo, a Mexican-era land grant given to Cayetano Arena by Governor Pio Pico in 1845. Over the next four decades, the lands passed through the hands of several prominent San Francisco businessmen, including William Howard (purchased 1848) and William C. Ralston (purchased 1856). In 1866, Ralston sold over 1,000 acres to Anson Burlingame, the US Minister to China. Following Burlingame's death in 1870, the land reverted to Ralston and eventually to Ralston's business partner, William Sharon. Very little formal development occurred during this period, with most of the land used for dairy and stock farm operations. In 1893, William Sharon's trustee, Francis G. Newlands, proposed the development of the Burlingame Country Club as an exclusive semi-rustic destination for wealthy San Franciscans. A railroad depot was constructed in 1894, concurrent with small- scale subdivisions in the vicinity of Burlingame Avenue. During this time, EI Camino Real acted as a de facto dividing line between large country estates to the west and the small village of Burlingame to the east. The latter developed almost exclusively to serve the needs of the wealthy estate owners. Burlingame began to develop in earnest with the arrival of an electric streetcar line between San Mateo and San Francisco in 1903. However, the 1906 Earthquake and Fires had a far more dramatic impact on the area. Hundreds of San Franciscans who had lost their homes began relocating to Burlingame, which boomed with the construction of new residences and businesses. Over the next two years, the village's population grew from 200 to 1,000 people. In 1908, Burlingame incorporated as a ciry, and in 1910, annexed the adjacent town of Easton to the north. This same footprint is visible in a 1941 aerial photograph and a 1949 Sanborn Map Company map (Figure 19 and Figure 20). A 1955 photograph of the subject building shows that sometime after the 1949 map and before the 1955 photograph, a front addition was added along the south portion of the primary fa�ade (Figure 21). As seen in the 1955 photograph, the building featured decorative wood shutters with cutout designs (since replaced) and a double-hung window at the front addition. Along the main portion of the primary fa�ade, the one-story front porch was removed and the existing curved concrete stairs were installed. Multi-lite windows along the primary far,ade are likely original and have since been replaced with the existing metal sash single-lite windows. Additionally, a variegated brick cladding, which likely was not original, was added along the base of the building prior to 1955 (since removed). A number of minor alterations were undertaken by Rose (Barron) Perro, including interior remodeling and updates, repair of termite damage, and kitchen upgrades. In 1985, Rose Perro and her son Allen Perro added a covered rear porch that changed the subject building's footprint along its rear fa�ade and moved a rear entrance to the building to a south-facing wall along the rear fagade.3 The 2010 rear addition by Daniel and Melissa Matross added approximately 350 square feet, altering the rear of the building to match its existing conditions, and removing the 1985 rear porch (Figure 22). 2 This permit was noted as a"Infestation of Beatles" [to which someone annotated "Are these Liverpool?"] 3 Permit 11160, dated 12/20/1985, on file at the Burlingame Building Department. Significance (continued): Glenwood Park Neiqhborhood 1532 Carol Avenue was constructed in the Glenwood Park neighborhood, one of three subdivisions (including Burlingame Park and Burlingame Heights) created from lands that were formerly part of Rancho San Mateo. These were the earliest residential subdivisions west of EI Camino Real. Glenwood Park is a small, triangular-shaped subdivision containing three irregularly shaped blocks, and is bounded by EI Camino Real to the north, Barroilhet Avenue to the southeast, and Cypress Avenue to the west. Within these boundaries is a Y-shaped street configuration formed by Carol and East Carol avenues. This subdivision was created in 1914 by Carrie and Irving Ackerman, acting as executors of the estate of Charles Ackerman. Prior to that time, the land had been owned by P.C. Meyer & Co., a partnership of Philip C. Meyer and Charles Ackerman, who operated Glenwood Nursery on the parcel that would be subdivided to create the Glenwood Park subdivision.4 Ackerman is also notable for serving as president of The Chutes, a popular amusement park in San Francisco that featured a roller coaster, zoo, Ferris wheel, and theater. An advertisement for Glenwood Park in the San Francisco Examiner reported that the subdivision had been "void of a single building" in 1916, but in April of 1917 had "15 choice homes" each with five to seven rooms and automobile garages matching each residence in style.s By 1921, Sanborn maps indicate that the Glenwood Park subdivision was approximately 50 percent developed, and it was within this initial wave of development that the subject building at 1532 Carol Avenue was constructed. Architecturally, most houses constructed by that time were relatively modest, one-story, single-family dwellings designed with features of the popular Craftsman style. Nearly all houses also featured a small, detached auto garage at the rear of the lot. It also appears that during this period, or shortly afterward, rows of Washingtonia palm trees were planted along the Y-shaped configuration of Carol and East Carol avenues; these palms remain extant today (Figure 23 and Figure 24). The town of Burlingame experienced a residential building boom in the early 1920s, and the remaining open lots within Glenwood Park were nearly all developed in the 1920s and 1930s. These somewhat later homes were almost exclusively one story in height, and largely completed in popular period revival styles, including the Tudor Revival and the Spanish Colonial Revival style. By 1949, Sanborn Map Company maps indicate that only two empty lots remained within in the subdivision. Mary Haley was listed as the owner of both 1532 Carol Avenue (the subject property) and 1537 Carol Avenue on the Unrecorded Subdivision Map for Glenwood Park.�� The Haleys were listed as residing on Carol Avenue in 1917 and 1918, and as another family is listed at 1537 Carol Avenue, it is likely that the Haleys resided at 1532 Carol Avenue.12 Charles R. Haley later left the petroleum industry, where he was an importer and exporter of tungsten and ore, to become involved in the real estate business. 6 Known owners are those who were specified either in city directories, permits or assessor records as homeowners. City directories did not consistently specify who was a homeowner versus a resident or renter, so it is possible that not all names listed above were homeowners. Smith and Caroline Smith purchased the property circa 1920 and lived at the subject building with their daughter through 1932. Frederick C. Smith was a foreman at the U.S. Navy shipyards. In 1933 and 1934, Harold Putnam, an advertising salesman for the Call-Bulletin Publishing Co., lived at 1532 Carol Avenue; it is unknown whether he owned the building. In 1935, the building was occupied by the Kanewske family, which included John Edward, his wife Frances, and two of their sons Edward and Robert. The Kanewskes only resided at the subject property for one year. From 1936 to 1937 the property was owned by Pac States & Sons Loan Company, which sold the property to Melville Weingarten and his wife Frieda in 1937.13 The Weingartens lived at 1532 Carol Avenue until 1940, when it was briefly owned by Robert Smith, who sold the building to Francis L. Barron and his wife Rose M. Barron. The Barrons resided at the subject property with their finro sons Francis Jr. and William until circa 1945, when Rose and Francis were divorced. Rose continued to live at the subject building with her sons, and was remarried circa 1950 to Clyde C. Pero. For the next 18 years the Peros resided at 1532 Carol Avenue with Rose's sons Francis and William, and their two children, Allen and Mary Ann. Tragedy stuck the family in 1952 with the early death of Francis Jr. to polio.14 Clyde and Rose were divorced in 1968. Rose M. Pero continued to reside at 1532 Carol Avenue until her death in 1993. It appears that the house was jointly owned between Rose and her son Allen for a number of years, although it is unclear whether Allan lived at the subject property.15 Following the death of Rose Pero in 1993, 1532 Carol Avenue had several owners (refer to occupancy table above). The current owners purchased the property in 2018. Design of 1532 Carol Avenue 1532 Carol Avenue was originally built in 1917, and likely was designed in the Craftsman style as a one-story bungalow. However, the building has undergone a number of alterations to both the primary fa�ade and the rear far,ade, such that the original design is no longer visible. Building plans from 1985, state that rafter tails extending from the eaves were to be cut off for the construction of a rear porch; this detail, along with the brick and stucco chimney, and the fact that most buildings within Glenwood Park were constructed in the highly popular Craftsman style makes this likely the original style of the building. Today, 1532 Carol Avenue does not clearly represent the Craftsman style. Evaluation: The property at 1532 Carol Avenue is not currently listed in the National Register of Historic Places (National Register) or the California Register of Historical Resources (California Register). The building has not been assigned a California Historical Resources Information System code in the Built Environment Resource Directory (BERD) (updated March 2020), indicating that no record of a previous survey or evaluation is on file, affiliated with the State of California Offce of Historic Preservation (OHP).'B The City of Burlingame does not currently have a register of historic properties beyond the Downtown Specific Plan area, and, therefore, the property is not listed locally. 1532 Carol Avenue does not appear to be individually eligible for listing in the National Register under Criterion A or the California Register under Criterion 1(Events) for its association with any events that have made a significant contribution to the broad patterns of local or regional history, or the cultural heritage of California or the United States. The house was constructed in 1917 during the primary phase of development of the Glenwood Park subdivision. However, the property does not retain a particularly representative association with this context as an integral property in the area's development. The property does not rise to the level of significance necessary to be individually eligible for the National Register or California Register and no significant events are known to have occurred at the property. Therefore, it does not appear to be eligible for listing under Criterion A/1. 1532 Carol Avenue does not appear to be individually eligible for listing in the National Register under Criterion B or the California Register under Criterion 2(Persons). The property's first owner-occupants were Mary and Charles Haley, who only appear to have resided at the subject property for a brief period. The longest resident of the property was Rose (Barron) Pero, who lived at 1532 Carol Avenue from 1940 until her death in 1993. Archival research has not uncovered personal or professional achievements related to the residents of the subject property that have made a significant impact on local, state, or national history such that 1532 Carol Avenue could be found to be individually eligible under Criteria B/2. Significance (continued): Evaluation (continued): 1532 Carol Avenue does not appear to be individually eligible for listing in the National Register under Criterion C or the California Register under Criterion 3(Architecture) as a building that embodies the distinctive characteristics of a type, period, or method of construction. Likely originally designed in the Craftsman style, 1532 Carol Avenue has been significantly altered and no features that illustrate the original design, apart from its general one-story gabled massing, demonstrate the original design such that the building would be able to communicate its original architectural design. Additionally, as archival research has not uncovered the name of the subject building's original architect or builder, the building at 1532 Carol Avenue is not known to be the work of a master and does not possess high artistic style. Therefore, 1532 Carol Avenue does not appear to rise to a level of individual significance under Criterion C/3. The property may be eligible as a contributor to an historic district, but the evaluation of a potential district is outside the scope of this report. The "potential to yield information important to the prehistory or history of California" typically relates to archeological resources, rather than built resources. When National Register Criterion D and/or California Register Criterion 4(Information Potential) does relate to built resources, it is relevant for cases when the building itself is the principal source of important construction-related information. The analysis of the residence at 1532 Carol Avenue for eligibility under Criterion D/4 is beyond the scope of this report. Conclusion The residence at 1532 Carol Avenue was constructed in 1917 during the major wave of development in the subdivision of Glenwood Park. The building, which has been altered extensively along its primary fagade, does not express its 1917 construction or its original design as a Craftsman style bungalow. The building does not embody the work of a master or possess high artistic style to such a degree that it would be individually eligible for the California or National Registers. No significant events have been found to be associated with the property. Archival research completed on the past residents and known owners of the subject building did not uncover significant personal or professional contributions by individuals that would cause 1532 Carol Avenue to be found individually significant. As such, the California Historical Resource Status Code (CHRSC) of "6Z" has been assigned to the building, meaning that it was "Found ineligible for NR, CR or Local designation through survey evaluation."�� As mentioned, this conclusion does not address whether the building would qualify as a contributor to a potential historic district. Additional research and evaluation of Glenwood Park and its surrounding neighborhoods would need to be done to assess the neighborhood's eligibility as a historic district.
