1515 Carol Avenue is a one-story residence located on the east side of Carol Avenue in the Glenwood Park neighborhood of
Burlingame. No original building permit exists, but the property's water tap record is dated from 1916, which is likely the year of
construction. The lot is rectilinear (roughly 105 feet by 50 feet). The residence features a concrete foundation and a combination of
wood, brick and stucco siding. The entrance and fenestration of the building's primary fa�ade have been significantly altered. All
original wood windows of the secondary facades have been replaced by vinyl-sash windows. The subject building is capped with a
cross-gable roof and features slightly overhanging eaves with wood paneled soffits and exposed rafter tails. The residence is
oriented approximately 45 degrees off the cardinal directions. A detached garage sits at the northeast corner of the lot.

The primary (southwest) fa�ade is predominantly clad in horizontal wood siding, excepting a brick-clad portion at the far right. The
left portion of the fa�ade features a wood-framed, vinyl-sash tri-partite window with faux vinyl muntins. Right of the window is an
elevated brick patio containing the primary entrance. The patio is accessed via five brick steps, is bound by a low metal railing, and
is protected by an overhanging portion of the roof. The wood paneled front door features a circular stained-glass window. A small
metal lantern is located left of the door. To the right of the door is a wood-framed sliding window (two-lite). The brick base of the
patio continues to the far south portion of the faCade, where a brick-clad bay contains one fixed wood window with diamond-
patterned muntins. The faqade features an open gable roof with overhanging eaves and a small vent beneath the gable peak. A
shed roof extends over the front porch. The south portion of the overhang features a partial scallop trim (Figures 1— 8).

The southeast faCade of the residence is accessed via a concrete path, which leads to a swinging wood gate and the backyard.
The far left gabled and wood-clad portion of the fa�ade projects slightly from the central plane. It contains a vent beneath the gable
peak and one sliding window (two-lite). The central portion of the fa�ade is stucco-clad and contains two paired single-hung
windows and one horizontally-oriented sliding window (two-lite). The overhanging roof eaves feature wood soffits and exposed
rafters. The stucco-clad far right gabled portion projects slightly from the central plane of the faqade and contains three paired
single-hung windows. Patching is visible in the stucco cladding, indicating altered openings (Figures 9- 12).

The stucco-clad rear (northeast) fa�ade of the building is contained under an open gable with wood soffits and exposed rafter tails
supported by decorative brackets. From left to right, the fa�ade features a pair of single-hung windows, two metal-framed, fully-
glazed sliding doors, and one partial-height sliding window. Areas of patched stucco indicate altered openings. The rear fa�ade is
accessed via six wood steps leading to an elevated wood deck with a wood railing (Figures 13 -15).

The stucco-clad northwest fa�ade features a slightly projecting east bay. The left-side bay features a partial-height sliding window,
a fixed window with a slightly projecting wood sill, and three mesh grates at ground level. The central portion of the fagade contains
a sliding window, a partial-height fixed square window, three adjacent casement windows with a continuous projecting wood sill,
and another square fixed window. The far right portion of the fa�ade contains a stucco-clad stepped chimney. Similarly to the other
secondary fa�ades, the northwest faCade features extensive patching, indicating altered openings (Figures 16-19).

The subject lot exhibits few landscape features. The southeast faCade looks onto a narrow concrete path that leads from the front
to the rear yard. A low wood fence separates the subject lot from the neighboring lot at 1519 Carol Avenue and wraps around the
rear of the property. The rear yard contains a lawn, two mature trees in raised planting beds. It also contains a detached wood-
clad, gable-roofed garage. The garage appears to have been altered; the southeast faqade contains wood sliding doors and one
metal-sash sliding window, and the southwest faCade contains large wood swinging doors. A concrete driveway runs along the
northwest faCade of the subject building, adjacent to the driveway of 1511 Carol Avenue. Excepting the three-story building at the
rear of the subject building, neighboring buildings are generally similar in scale and massing (Figures 20 — 27).

Based on a water record card dated June 6, 1916, construction of 1515 Carol Avenue likely occurred in 1916. Research did not
uncover an original building permit, and the original architect or builder is unknown. The earliest Sanborn Map of the property
dates from 1921 and depicts the subject building and a rear detached auto garage. Historic photographs from the mid-twentieth
century may portray the original design of the primary fa�ade. The earliest historic photograph found of the subject building dates
from October 13, 1956. The far-left portion of the primary fagade featured a horizontally-oriented, multi-lite wood-sash window with
wood muntins. The primary entrance was located to the right, beneath the overhanging portion of roof. The photograph additionally
appears to show a brick chimney, which has since been clad in stucco. A second historic photograph dated November 5, 1964,
shows an updated window at the far left portion of the primary fa�ade. These photographs indicate that the primary fa�ade has
since been significantly altered, excepting the brick-clad portion at the far right with the wood window (with diamond-pattern
muntins). At an unknown date, the primary entrance was moved, the overhanging roof was extended, and the fenestration of the
primary fagade altered: the porch was extended, the roof overhang was extended, the siding was changed, the door was moved to
the left, and the windows were altered/added. No other historic photographs were found of other faCades, the garage, or rear
cottage. Building permits on file at the Burlingame Building Department reveal the following alterations and updates:

Historic Context:
Citv of Burlinqame
The lands that would become the City of Burlingame were initially part of Rancho San Mateo, a Mexican-era land grant given to
Cayetano Arena by Governor Pio Pico in 1845. Over the next four decades, the lands passed through the hands of several
prominent San Francisco businessmen, including William Howard (purchased 1848) and William C. Ralston (purchased 1856). In
1866, Ralston sold over 1,000 acres to Anson Burlingame, the US Minister to China. Following Burlingame's death in 1870, the
land reverted to Ralston and eventually to Ralston's business partner, William Sharon. Very little formal development occurred
during this period, with most of the land used for dairy and stock farm operations. In 1893, William Sharon's trustee, Francis G.
Newlands, proposed the development of the Burlingame Country Club as an exclusive semi-rustic destination for wealthy San
Franciscans. A railroad depot was constructed in 1894, concurrent with
small-scale subdivisions in the vicinity of Burlingame Avenue.
During this time, EI Camino Real acted as a de facto dividing line between large country estates to the west and the small village of
Burlingame to the east. The latter developed almost exclusively to serve the needs of the wealthy estate owners. Burlingame
began to develop in earnest with the arrival of an electric streetcar line between San Mateo and San Francisco in 1903. However,
the 1906 Earthquake had a far more dramatic impact on the area. Hundreds of San Franciscans who had lost their homes began
relocating to Burlingame, which boomed with the construction of new residences and businesses.
Over the next two years, the village's population grew from 200 to 1,000. In 1908, Burlingame incorporated as a city, and in 1910,
annexed the north adjacent town of Easton. The following year, the Burlingame Country Club area was also annexed to the City.
By 1920, Burlingame's population had increased to 4,107.
Glenwood Park Neiqhborhood
1515 Carol Avenue was constructed in the Glenwood Park neighborhood, one of three subdivisions (including Burlingame Park
and Burlingame Heights) created from lands that were formerly part of Rancho San Mateo. These were the earliest residential
subdivisions west of EI Camino Real, recorded in 1905, 1905, and 1915 respectively. Glenwood Park is a small, triangular-shaped
subdivision bounded by EI Camino Real to the north, Barroilhet Avenue to the south and east, and Cypress Avenue to the west.
Within these boundaries is a Y-shaped street configuration formed by Carol and East Carol avenues. This subdivision was created
in 1914 by Carrie and Irving Ackerman, acting as executors of the estate of Charles Ackerman. Prior to that time, the land had
been owned by P.C. Meyer & Co., a partnership of Philip C. Meyer and Charles Ackerman, who operated the Glenwood Nursery
on the property. Ackerman is also notable for serving as president of The Chutes, a popular amusement park in San Francisco that
featured a roller coaster, zoo, Ferris wheel, and theater.
By 1921, Sanborn maps indicate that the Glenwood Park subdivision was approximately fifty percent developed. Architecturally,
most houses constructed by that time were relatively modest, one-story, single-family dwellings designed with Craftsman style
influences. Nearly all houses also featured a small, detached auto garage at the rear of the lot. It also appears that during this
period, or shortly afterward, rows of Washingtonia palm trees were planted along the Y-shaped configuration of Carol and East
Carol avenues, and these palms remain extant today. The town of Burlingame experienced a residential building boom in the early
1920s. The majority of the residences in the Glenwood Park neighborhood were constructed in the 1920s and 1930s. These
somewhat later homes were almost exclusively one story in height, and largely completed in popular period revival styles, including
Tudor Revival/English Cottage and the Spanish Colonial Revival style. By 1949, Sanborn maps indicate that only two empty lots
remained in the subdivision. During the latter half of the 20th century, many of the original single-family homes located along EI
Camino Real were replaced with multi-family residential buildings.
1515 Carol Avenue
Owner and Occupant History
The original owner of 1515 Carol Avenue was Joseph L. Fautz, an auditor and San Francisco steamship claim agent, who lived in
the house for twelve years with his wife, Willa N. Fautz. The following occupant, Lewis Cohen, a representative for Globe Painting
Company, resided there for two years with his wife, Millie. In 1938, Mrs. Mary Mann purchased the property and lived there until
1944. J.F. Kelly, a chemist, and his wife, Rose E. Kelly, lived in the house for ten years following Mrs. Mary Mann. The next record
of ownership in city directories was in 1956, under Alfred Storch and his wife, Kate. Storch worked as a clerk at American Trust. In
1958, Jerome F. Hilfert resided at the subject property for at least one year. In 1961, Odile M. Stannard, a public school teacher,
resided at the subject property.
In 1963, Leroy E. Boese, a sales service manager (industry unknown) and his wife, Vivian, moved into the house. One year later,
in 1964, G.B. Asborno is listed on a property ownership card. By 1965, city directories list Roy Disney and his wife, Martha Disney,
as residents. From 1967 to 1974, Ernest Luisetti is listed as the homeowner, residing at the subject property with his wife, Denise.
M.L. Shewbridge resided in the home from 1975 to 1980. From at least 1991 to 2005, Stephen Zannis owned the property.
Rodolpho Llamas and Maria Dolores Llamas owned the home from 2005 to October 2012, during which time Juan I. Pelayo owned
the home from April to August 2012. In October 2012, the present owners Qi Chen and Mingjin Yan purchased the property.

Evaluation (Sianificance):
The property at 1515 Carol Avenue is not currently listed in the National Register of Historic Places (National Register) or the
California Register of Historical Resources (California Register). The building does not appear in the California Historical
Resources Information System (CHRIS) as of 2012, indicating that no record of previous survey or evaluation is on file with the
California Office of Historic Preservation (OHP). The City of Burlingame does not currently have a register of historic properties
beyond the Downtown Specific Plan area, and therefore the property is not listed locally.
1515 Carol Avenue does not appear to be individually eligible for listing in the California Register under Criterion 1(Events) for its
association with any events that have made a significant contribution to the broad patterns of local or regional history, or the
cultural heritage of California or the United States. Constructed in 1916, the property conveys contextual significance as a single-
family residence associated with the early wave of development of Burlingame, but it does not retain a high degree of integrity such
that it rises to a level of individual significance. Therefore, the property does not appear to be eligible for listing under Criterion 1.
1515 Carol Avenue does not appear to be individually eligible for listing in the California Register under Criterion 2(Persons).
Research does not indicate that any former owners or occupants have risen to a level of significance at the local, state, or national
level such that the property would be individually eligible for listing under Criterion 2.

a building that embodies the distinctive characteristics of a type, period, or method of construction. The fenestration and entrance
at the primary fa�ade have been extensively altered. All but one of the building's original wood windows and doors have been
replaced with vinyl sash windows, and several areas of patching are visible around doors and windows in the stucco fac�ades.
Additionally, the original architect or builder is unknown, and thus cannot be considered a master architect at this time. The
property does not possess a high level of architectural merit and thus does not appear eligible for listing to the California Register

Evaluation (Intearitv):
The property at 1515 Carol Avenue features one original window at the primary farade. All other windows have been replaced with
vinyl sash and no original doors appear to exist. Variation in the color of the stucco cladding at the secondary facades indicates
changes to the window and door openings and subsequent patching. According to historic photographs, the entrance, roofline, and
fenestration of the primary fac,ade were altered at an unknown date. These alterations have impacted the original design, materials,
workmanship and integrity of the building. The original massing of the house does appear to remain intact. The building retains
integrity of feeling, as it continues to be used as a single-family residence within a universally residential neighborhood, and
integrity of location, as it has not been moved since its reconstruction. Changes in the rear, such as the renovation of the garage,
the addition of a rear deck, and the addition of raised planting beds, do not negatively affect the property's integrity of setting; the
front yard and the proximity to adjacent residences appears largely unaltered such that the density of development and overall
design characteristics within Burlingame's Glenwood Park neighborhood remain. As a result, the building retains integrity of setting,
location, and association. However, due to the removal of original materials, introduction of a new exterior finishes palette, and
replacement of original primary faCade design features, the subject property does not retain overall historic integrity.
Conclusion
The residence at 1515 Carol Avenue was constructed and connected to the city water system in 1916. By 1921, the Sanborn Fire
Insurance Co. map depicts the building with a detached auto garage in the rear. Although there have been no additions to the
building, the primary fa�ade has been significantly altered and there have been material changes to the secondary facades as well.
No significant events are associated with the property and no owners or occupants appear to be have contributed to history in a
significant way. As such, the California Historical Resource Status Code (CHRSC) of "6Z" has been assigned to the property,
meaning that it was "found ineligible for the National Register, California Register, or Local designation through survey evaluation."'
