('XNIfWN!!II (�K'�.b/X The existing class use (Partners For Independence) was approved at 1608 Gilbreth Road in 2004 with Building Permit #2025379. At that time, the code section 25.43.080(2) stated that parking for classes and health services in this I B(Inner Bayshore) zoning district was 1 space: 300 SF (the same as office). The tenant has operated since that time with no complaints. The building was shared by a commercial recreation/class use (Accel Gymnastics) at 888 Hinckley Road and another office/warehouse business (U.S. Group Consolidators) at 1600 Gilbreth Road. The commercial space at 1600 Gilbreth is vacant and Partners would like to expand their use at 1608 Gilbreth to include 1600 Gilbreth Road. Classes are still allowed as a permitted use in the IB zoning district, although the parking requirement for classes is no longer in the code (the provision still applies for health services, so it is not clear if the parking requirement for classes was intentionally removed from the code). The existing tenant space at 1600 Gilbreth is primarily office, with 1960 SF of warehouse/storage. 700 SF of this space will remain as a storage use for Partners and 1,260 SF space will be used for adult clients and caregivers to gather prior to leaving the site for field trips. The applicant notes that the maximum number of persons assembling in this area at one time would be 40 persons- 30 clients and 10 caregivers. However this would only happen occasionally (once a month). Planning Staff has determined that the change in parking for the 1,260 SF warehouse space being converted to a class area at 1600 Gilbreth Road will not be evaluated as an intensified use because of the following reasons: The clients for the use are adults that cannot drive and are primarily transported to and from their homes to the site in groups of 5-6 persons by shuttle vehicles that are not owned by Partners for Independence. The number of vehicles parked on this site that are related to the Partners class use is far fewer than the number of persons for the class. The original use at 1608 Gilbreth was permitted and calculated with 1: 300 SF parking and there have been no parking-related complaints during the 14 years it has operated from the site. The difference in parking for the conversion of 1,260 SF of warehouse space to class space where class uses are evaluated at 1 space: 300 SF would be 3 additional parking spaces. y. C�mmunity Development Department Memorandum September 7, 2018 1600 and 1608 Gilbreth Road Page 2 • The other tenant on the site (Accel gymnastics) has a client base that comes to the site after 3:00 p.m. weekdays and on the weekends, which is largely opposite of the hours of operation for Partners For Independence (which are 9:30 a.m. to 2:30 p.m.); and • Class uses in a building over 20,000 SF is still a permitted use in the IB zoning district.
