SUBJECT: FYI — CHANGES TO A PREVIOUSLY APPROVED DESIGN REVIEW
PROJECT AT 1315 EDGEHILL DRIVE, ZONED R-1.
Summary: On September 24, 2007, the Planning Commission approved an application for
Design Review and Variances for front setbacks and lot coverage for a second story addition to
an existing single family dwelling at 1315 Edgehill Drive, Zoned R-1 (September 24, 2007,
Planning Commission Minutes). On May 27, 2008, an FYI application for clarification of on-site
landscaping was reviewed and accepted by the Planning Commission. Construction is now
nearing completion.
The approved plans included changing the siding of the existing single-car detached garage,
from horizontal wood to cedar shingle, to match the design of the house (see originally
approved building elevations of the house, dated September 10, 2007). The existing detached
garage is in poor condition. Therefore, the property owner would like to renovate or rebuild the
garage in the future when additional funds are available to him. Currently, the property owner is
in the process of refinancing his current loan and would like to cash out in order to help pay for
rebuilding the garage. However, the property owner notes in his letter dated November 16,
2009, that the refinance and cash out will be completed approximately 90 days after all City
divisions approve their final inspections (bank requires that all permits be finaled prior to
completing the refinance). Because it would not be sensible to re-side an existing garage that is
in poor condition and which may be replaced in the near future, the property owner is requesting
that the Planning Commission accept his request to retain the existing horizontal wood siding on
the detached garage (see attached letter dated November 16, 2009).
Other than the proposed changes described above, there are no other changes proposed to the
design of the house. Planning staff would note that because of this minor revision, it was
determined that the project could be reviewed by the Planning Commission as an FYI item. If
the Commission feels there is a need for more study, this item may be placed on an action
calendar for a second review and/or public hearing with direction to the applicant.

I am writing this letter to request sign off on the final on my permit for my residence located at 1315
Edgehill Drive. This final sign off is the last one outstanding on my total home remodel that began
several months ago. In order for me to begin the garage remodel, I need to complete the refinancing
of my house. My intention is to remodel the garage early ne� year soon after I receive the cash out
from the bank which will take approximately 90 days from the time all permits are clear.

Chair Deal indicated that he would recuse himself from voting on Item 1d due to a conflict of interest.
Commissioner Vistica moved approval of the Consent Calendar Items 1 a through 1c, based on the facts in
the staff reports, Commissioner's comments and the findings in the staff reports with recommended
conditions in the staff reports and by resolution. The motion was seconded by Commissioner Cauchi. Chair
Deal called for a voice vote on the motion and it passed 7-0. Appeal procedures were advised.
Commissioner Osterling clarified that on item 1 c he had requested larger scale plant materials, rather than
larger container size; revised landscape plan shall be brought back to Commission as an FYI after changes
are made.
Chair Deal recused himself and left the dais.
Vice-Chair Cauchi assumed chairing the Commission.
Commissioner Brownrigg moved approval of the Consent Calendar Item 1 d, based on the facts in the staff
reports, Commissioner's comments and the findings in the staffreports with recommended conditions in the
staff reports and by resolution. The motion was seconded by Commissioner Terrones. Vice-Chair Cauchi
called for a voice vote on the motion and it passed 6-0-1 (Chair Deal recused). Appeal procedures were
advised.
Chair Deal returned to the dais.
