Meeting Date: May 27, 2008
SUBJECT: FYI — CHANGES TO A PREVIOUSLY APPROVED DESIGN REVIEW
PROJECT AT 1315 EDGEHILL DRIVE, ZONED R-1.
Summary: On September 24, 2007, the Planning Commission approved an application for
Design Review and Variances for front setbacks and lot coverage for a second story addition to
an existing single family dwelling and detached garage at 1315 Edgehill Drive, Zoned R-1
(September 24, 2007, Planning Commission Minutes).
At the Design Review Study hearing on August 27, 2007, the Planning Commission requested
that taller plant materials be added to the landscape plan to break up the mass of the addition.
In the revised Landscape Plan date-stamped September 10, 2007, the applicant replaced all the
5-gallon plantings with 15-gallon plantings, but did not change the plant species proposed.
Therefore, the Planning Commission's approval of the project clarified their request and
required that the following change be brought to the Commission as an FYI item:
"that larger scale plant materials, rather than larger container size, shall be
added to the landscape plan and a revised landscape plan shall be brought
back to the Commission as an FYI after changes are made;"
A revised Landscape Plan was submitted to the Planning Division on May 13, 2008. The
Escallonia and India Hawthorn along the left elevation have been changed to Eugenioides and
Blue Hibiscus. Planning staff confirmed with the City Arborist that Eugenioides and Blue
Hibiscus are larger scale plant materials than what was previously proposed. Therefore, the
revised Landscape Plan is responsive to the Commission's request.
Other than the proposed changes described above, there are no other changes proposed to the
design of the house. Planning staff would note that because of these minor revisions, it was
determined that the project could be reviewed by the Planning Commission as an FYI item. If
the Commission feels there is a need for more study, this item may be placed on an action
calendar for a second review and/or public hearing with direction to the applicant.

Chair Deal indicated that he would recuse himself from voting on Item 1 d due to a conflict of interest.
Commissioner Vistica moved approval of the Consent Calendar Items 1 a through 1 c, based on fhe facts in
the staff reports, Commissioner's comments and the findings in the staff reports with recommended
conditions in the staff reports and by resolution. The motion was seconded by Commissioner Cauchi.
Chair Deal called for a voice vote on the motion and it passed 7-0. Appeal procedures were advised.
�Commissioner Osterling clarified that on item 1 c he had requested larger scale plant materials, rather than
larger container size; revised landscape plan shall be brought back to Commission as an FYI after changes
are made.
Chair Deal recused himself and left the dais.
Vice-Chair Cauchi assumed chairing the Commission.
Commissioner8rownrigg moved approval of the Consent Calendar lfem 1 d, based on the facts in fhe staff
reports, Commissioner's comments and the findings in the staff reports with recommended conditions in the
staff reports and by resolution. The motion was seconded by Commissioner Terrones. Vice-Chair Cauchi
called for a voice vote on the motion and it passed 6-0-1 (Chair Deal recused). Appeal procedures were
advised.
Chair Deal returned to the dais.

Fred Strathdee, 147 Leslie Drive, San Carlos, represented the applicant.
Commission comments:

There were no other comments from the floor and the public comment period was closed.
Additional Commission comments:
Stated that the Variance request could be supported because homes in the area look like they have
been built to the property lines, the proposed design is consistent. To require differently of this
property owner would deprive him of property rights.
Noted that the size of the lot is also a factor in considering the Variance.
Commissioner Auran made a motion to place the item on the regular Consent Calendar when complefe.
This mofion was seconded by Commissioner Cauchi.
Chair Deal called for a vote on the motion to place this ifem on fhe regularAction Calendar when plans had
been revised as direcfed. The motion passed on a voice vote 6-0-1 (Commissioner Terrones absent). The
Planning Commission's acfion is advisory and not appealable. This item concluded at 9:55 p.m.
