Dear Mr. Reyes,
Since there was no appeal to or suspension by the City Council, the August 14, 2000 Planning Commission
approval of your design review application became effective August 21, 2000. This application was to allow
a first and second story addition at 1317 Castillo Avenue, zoned R-l.
The August 14, 2000 minutes of the Planning Commission state your application was approved with the
following conditions:
that the project shall be built as shown on the plans submitted to the Planning Department date
stamped July 27, 2000, Sheets A1 through A6, and that any changes to the footprint or floor area of
the building shall require an amendment to this permit;
2. that any changes to the size or envelope of the first or second floors, which would include adding
or enlarging a dormer(s), moving or changing windows and architectural features or changing the
roof height or pitch, shall be subject to design review;
3. that the conditions of the Chief Building Official's June 19, 2000 memo and the City Engineer's
June 19, 2000 memo shall be met; and
4. that the project shall meet all the requirements of the California Building and Fire Codes, 1998
edition, as amended by the City of Burlingame.
Reimbursement of the design review deposit has been processed and will be mailed to you under separate
cover.

All site improvements and construction work will require separate application to the Building Department.
This approval is valid for one year during which time a building permit must be issued. One extension of
up to one year may be considered by the Planning Coinmission if application is made before the end of the
first year.
The decision of the Council is a final administrative decision pursuant to Code of Civil Procedure Section
1094.6. If you wish to challenge the decision in a court of competent jurisdiction, you must do so within
90 days of the date of the decision unless a shorter time is required pursuant to state or federal law.

Summary: The applicant is requesting design review for a first and second-story addition at 1317 Castillo Avenue,
zoned R-1 (plans date stamped 7/11/00). The existing one-story house and detached garage now contains 1544 SF
of floor area (0.26 FAR), and has 2 bedrooms. The first and second floor addition will completely remodel the first
floor and will have a total of 3 bedrooms. There is an e�sting detached 2-car garage (18' x 19' interior dimensions),
which will be retained. The addition will increase the floor area of the structure by 1435 SF, for a total floor area
of 2979 SF (0.50 FAR) where 3362 SF (0.56 FAR) is the maximum floor area ratio allowed. There is sufficient
residual FAR (383 SF) to provide a code compliant two-car garage in the future.

This project meets all zoning code requirements. * existing nonconforming condition
'(32% x 6000 SF) + 1100 SF + 342 SF = 3362 SF -(proposed garage is 342 SF) - note that there is enough floor
area remaining to build a code compliant garage.
Design Review for a First and Second Story Addition 1317 Castillo Avenue
Preliminary Design Review Study Meeting: On July 24, 2000, the Planning Commission reviewed this project for
preliminary design review (see attached July 24, 2000, P.C. Minutes). The Planning Commission noted that the
stairwell window is too large, the front has wide sweeping elements, this breaks up on the sides, needs more details
on the sides typical of this architectural style, need to add eave and texture details, need to provide landscape plan.
The commission recommended that this item be placed on the consent calendar for action if tk�e applicant addresses
the Commission's concerns. The applicant has submitted revised plans date stamped July 27, 2000, and submitted
a letter of explanation date stamped July 27, 2000. The following changes were made to the design: 1) the first floor
windows have been revised to match the second floor windows on the left side of the house; 2) the stairwell window
has been reduced in size; 3) additional detail has been added on the left and right side elevations; 4) eave and knee
bracket details have been added; and 5) landscaping has been shown on the site plan, existing and proposed
vegetation is shown.
Design Review Criteria: The criteria for design review as established in Ordinance No. 1591 adopted by the Council
on Apri120, 1998 are outlined as follows:
1. Compatibility of the architectural style with that of the existing character of the neighborhood;
2. Respect for the parking and garage patterns in the neighborhood;
3. Architectural style and mass and bulk of structure;
4. Interface of the proposed structure with the structures on adjacent properties; and
5. Landscaping and its proportion to mass and bulk of structural components.
Findings: Based on the findings stated in the attached minutes of the Planning Commission's July 24, 2000,
preliminary study meeting and on the changes made in response to Planning Commission's comments, the project
is found to be compatible with the requirements of the City's five design review guidelines.
Planning Commission Action: The Planning Commission should hold a public hearing. Affirmative action should
be by resolution and include findings, and the reasons for any action should be clearly stated. At the public hearing
the following conditions should be considered:
that the project sha11 be built as shown on the plans submitted to the Planning Department date stamped July
27, 2000, Sheets A1 through A6, and that any changes to the footprint or floor area of the building shall
require an amendment to this permit;

Planner Brooks presented the staff report. There were no questions of staff. Chairman Luzuriaga opened the public
comment. Michael Chaple, 1317 Castillo Avenue, applicant, and John Stewart, architect were available for questions
and comments.
Design concerns identified: stairwell window is too large; front facade has wide sweeping elements, on sides it breaks
into smaller elements; on right side one dormer could be a two story element; add eave and texture details; use of
outriggers on east and west elevations, needs to be tightened by adding more details typical of this architectural style;
need landscape plan to show how plants will mature and soften the structure, provide privacy to neighbors; add
landscaping on the edge of the driveway to soften building; show existing landscaping on the site plan including type
and size of trees.
C. Vistica made a motion to refer the item to the consent calendar for action if applicant addresses Commission's
concerns. The motion was seconded by C. Keighran. Chairman Luzuriaga called for a voice vote on the motion to refer
to the consent calendar. The motion passed on a 5-0-2 (Cers. Dreiling and Osterling absent). The Commission's action
is advisory and not subject to appeal. This item concluded at 8:27 p.m.

First Floor Windows
The first floor windows have been revised to match the second
floor windows on the left side of the house.
Stairwell Window
As requested, the stairwell window has been reduced in size.
Additional Detail - Left & Right Sides
As suggested, additional outriggers have been added on the left
and right sides. For additional detail, a 4" stucco reveal and
metal railings have been added to the left side elevation. Eave
and knee bracket details have also been added. The dormer on the
right side elevation has been changed to look like a two-story
element to break up the lower roof, thus eliminating the layer
cake look.
Landsca�e Plans
The Landscape Plan has been revised to soften the building and
provide more privacy for the neighbors. Existing and proposed
vegetation is shown. The following shrubs and trees have been
added to the Site Plan:
- A new 24" boxed Tristania Faurina Tree has been added to
the left side of the house;
- Three new 15 gallon Photinia Fraserii Phetina Shrubs have
been added along the left side of the driveway;
- A Magnolia Tree has been added on the right side of the new
covered porch; and
- Five new 15 gallon Pittosporum Tenufolium Shrubs have been
added on the right side of the house.

RESOLUTION APPROVING CATEGORICAL EXEMPTION
AND DESIGN REVIEW
RESOLVED, by the Planning Commission of the City of Burlingame that:
WHEREAS, a categorical exemption has been proposed and application has been made for de_ sign
review for a first and second story addition at 1317 Castillo Avenue, zoned R-1 Michael and Hildv
Cha�le, �ro�ertv owners. APN: 027-192-050;
WHEREAS, said matters were heard by the Planning Commission of the City of Burlingame on
Au�ust 14. 2000 , at which time it reviewed and considered the staff report and all other written materials
and testimony presented at said hearing;
NOW, THEREFORE, it is RESOLVED and DETERMINED by this Planning Commission that:
1. On the basis of the Initial Study and the documents submitted and reviewed, and comments
received and addressed by this commission, it is hereby found that there is no substantial evidence that the
project set forth above will have a significant effect on the environment, and categorical exemption, per
CEQA Article 19, Section 15303, Class 3, construction and location of limited numbers of new, small
facilities or structures including (a) single-family residences not in conjunction with the building of two or
more such units is hereby approved.
2. Said design review is approved, subject to the conditions set forth in Exhibit "A" attached
hereto. Findings for such design review are as set forth in the minutes and recording of said meeting.
3. It is further directed that a certified copy of this resolution be recorded in the official records
of the County of San Mateo.

Conditions of approval categorical exemption and design review
1317 Castillo Avenue
effective August 21, 2000
1. that the project shall be built as shown on the plans submitted to the Planning Department
date stamped July 27, 2000, Sheets A 1 through A6, and that any changes to the footprint
or floor area of the building shall require an amendment to this permit;
2. that any changes to the size or envelope of the first or second floors, which would include
adding or enlarging a dormer(s), moving or changing windows and architectural features or
changing the roof height or pitch, shall be subject to design review;
3. that the conditions of the Chief Building Official's June 19, 2000 memo and the City
Engineer's June 19, 2000 memo shall be met; and
4. that the project shall meet all the requirements of the California Building and Fire Codes,
1998 edition, as amended by the City of Burlingame.

The minutes of the July 24, 2000, regular meeting of the Planning Commission
were approved as mailed.
Chairman Lu�uriaga asked that the consent calendar be moved to the first item
of commission consideration following From the Floor.
FROM THE FLOOR Jennifer Pfaff, 615 Bayswater, a home owner commented on the inadequacy of
the city's current noise ordinance and asked the commission to take the time to
update it. She submitted some background information on other communities
noise ordinances.
Frank Shaffer, 1353 Vancouver, asked that the project at 1349 Vancouver, be
called offthe consent calendar and a public hearing be held. Chairman Luzuriaga
noted that it would be done when the consent calendar was considered. From
the floor concluded at 7:07 p.m.

as the first action item on the regular calendar. He then asked if anyone in the audience or any commissioner wished
to take any other items offthe consent calendar. Commissioner Keighran noted that she would abstain on item 5, 1531
Vancouver Avenue, since it was her project. CP Monroe noted the need to amend condition 6 of the project at 1531
Vancouver in order to correct an error in the elevation of the top of the basement slab, the correct elevation is 238'-0".
