This approval is valid for one year during which time a building permit must be issued. Design Review for a First and Second Story Addition 1317 Castillo Avenue Preliminary Design Review Study Meeting: On July 24, 2000, the Planning Commission reviewed this project for preliminary design review (see attached July 24, 2000, P.C. Minutes). The Planning Commission noted that the stairwell window is too large, the front has wide sweeping elements, this breaks up on the sides, needs more details on the sides typical of this architectural style, need to add eave and texture details, need to provide landscape plan. The commission recommended that this item be placed on the consent calendar for action if tk�e applicant addresses the Commission's concerns. The applicant has submitted revised plans date stamped July 27, 2000, and submitted a letter of explanation date stamped July 27, 2000. The following changes were made to the design: 1) the first floor windows have been revised to match the second floor windows on the left side of the house; 2) the stairwell window has been reduced in size; 3) additional detail has been added on the left and right side elevations; 4) eave and knee bracket details have been added; and 5) landscaping has been shown on the site plan, existing and proposed vegetation is shown. Design Review Criteria: The criteria for design review as established in Ordinance No. 1591 adopted by the Council on Apri120, 1998 are outlined as follows: 1. Compatibility of the architectural style with that of the existing character of the neighborhood; 2. Respect for the parking and garage patterns in the neighborhood; 3. Architectural style and mass and bulk of structure; 4. Interface of the proposed structure with the structures on adjacent properties; and 5. Landscaping and its proportion to mass and bulk of structural components. Findings: Based on the findings stated in the attached minutes of the Planning Commission's July 24, 2000, preliminary study meeting and on the changes made in response to Planning Commission's comments, the project is found to be compatible with the requirements of the City's five design review guidelines. Planning Commission Action: The Planning Commission should hold a public hearing. Affirmative action should be by resolution and include findings, and the reasons for any action should be clearly stated.
