Today before this Meeting convened, City Clerk Herbert K. White, reported that the
City Council has appointed L. Herbert Harris a member of the Planning Commission to serve for
the unexpired term of former Commissioner Charles A. Shattuck, June 30, 1949.
Dave Hendricks appeared to inquire about opening a barber shop in an apartment
house. His barber shop is now located at 1355 Broadway. He stated that he is the owner of
a four -unit apartment building at 1136 Laguna Avenue which he would like to have rezoned to
permit him to operate therein his barber shop and possibly convert the second floor to office
The members of the Planning Commission stated that the Commission for a long time has been
opposed to spot zoning or rezoning an area for business on a street less than 80' in width.
This was an informal inquiry and no action was taken.
Robert A. King, Broadway Lumber Company, presented plans for a proposed industrial
building, 40 x 80 for a retail lumber yard on Rollins Road. Approved, subject to approval of
City Engineer relative to sewer and water facilities.
Elmer Roberts presented several rough sketches for a proposed addition, 11 x 120,
to the frame building at the Southeast corner of Broadway and Carolan Avenue. He stated that
it was intended to build the addition of concrete blocks to be attached to the present build-
ing with no new interior wall, the latter being omitted to conserve depth in the event that
the addition may be converted into stores at a later date fronting on Carolan Avenue. This
matter was discussed at length and referred back to the owner as not being acceptable as pre-
sented and without prejudice to a further hearing if engineering or architectural plans are
presented showing that the proposed structure would comply with the Building Code and Ordinanc
Chairman Mitchell discussed the plans that have been outlined to him for landscaping
of the new Lucky Store parking area on Chapin Avenue and El Camino Real. It was stated that
there will be no access to the parking area from E1 Camino Real. The members of the Commissio
stated that they did not feel the Planning Commission is concerned with the details of the
landscape planning so long as the plan does not include access to the parking area from
El Camino Real. While voicing approval to the landscaping as outlined, no formal action was
taken.
Mention was made of the slide area in Burlingame Manor. No discussion, no action.
Copies of the report of the Safety and Traffic Committee to the City Council were
handed to the members of the Planning Commission for reading. (Report undated.)
