Summ�ry: The applicant, Alan Ford, representing J. Crew and Keil Sonoma Corporation, proposes to install a two-sided blade sign on the primary frontage of the J.Crew store at 1234 Burlingame Avenue and requests an exception from the sign ordinance to permit an increase in the number of signs on the primary frontage to 15, where a sign exception for 13 signs was previously approved (August 10, 1998), and a maximum of 3 signs are allowed. The total signage area on the face of the building would be 32.9 SF where 60 SF is permitted (for tenants with frontage of 60'-0") and 20.9 SF currently exists, at 1234 Burlingame Avenue, zoned C-1, Subarea A. The existing signs (5 window signs, 7 awning signs and 1 wall sign) would remain. Staff Comments: This application was reviewed by the Fire Marshal, Chief Building Official, and City Engineer. There were no staff comments regarding the application, but the City Engineer commented (memo dated June 19, 2000) that an encroachment permit may be required to be issued from the Department of Public Works for the installation of any approved signage. Study Meeting: At the July 24, 2000 study meeting, the Planning Commission reviewed the proposed two-sided blade sign and asked what color the sign would be, how tall would the letters be, and would the sign be illuminated. In his response dated July 26, 2000, the applicant indicates that the sign will be wood painted a glossy black with 5 1/8" tall white letters. The sign will not be illuminated. In considering this application, the Planning Commission also asked staffto review the number of blade signs already existing on Burlingame Avenue. Planning staff referred to their inventory of signage along Burlingame Avenue which identifies that 19 of the 55 storefronts along Burlingame Avenue have projecting signs (also referred to as blade signs). Each blade sign typically counts as two signs so the total number of existing blade signs along Burlingame Avenue is 47, accounting for 23 two-sided projecting signs, and a half of a two-sided projecting sign located on the corner of Burlingame Avenue at Lorton Avenue. Findings for a Sign Exception: In order to grant a sign exception to permit an increase in the number of signs and the sign area permitted on a primary frontage, the Planning Commission must apply the following circumstances (Code Section 25.06.110 a-b): (a) any exception granted shall be subject to such conditions as will assure that the adjustment thereby authorized shall not constitute a grant of special privilege inconsistent with the limitations upon other properties in the vicinity and the district in which the subject property is situated; and (b) because of special circumstances applicable to the subject property, including size, shape, topography, street frontage, location or surrounding land use; the size or height of the building on which the sign is to be located; the classification of the street or highway on which the sign is located or designed to be primarily viewed from, the strict application of zoning regulations is found to deprive subject property of the privileges enjoyed by other properties in the vicinity and under identical zone classification. Findings: Based on the fact that the primary frontage has less signage than is allowed (32.9 SF proposed where 60 SF is permitted), and none of the existing signs on this site project from the face of the building or awnings to enable recognition of the business from a distance as one approaches, a blade sign would increase site recognition for pedestrians walking on the sidewalk or cars driving along Burlingame Avenue. Planning Commission Action: The Planning Commission should hold a public hearing. �rmative action should be taken by resolution. The reasons for any action should be clearly stated. At the public hearing the following conditions should be considered: Conditions: that the signage shall be installed as shown on the plans sub�nitted to the Planning Department and date stamped July 26, 2000, with a location as described in the sign permit application materials dated June 12, 2000, and shall maintain a minimum of 8'-0" below the sign at all times; 2. that no additional signage shall be installed on the primary frontage of this building, and no changes shall be made to the existing approved signage without approval of a sign exception by the Pianning Commission; that the applicant shall meet the requirements of the City Engineer's memo dated June 19, 2000; and 4. that the project shall meet all the requirements of the municipal code and of the California Building and Fire Codes, 1998 Edition, as amended by the City of Burlingame.
