"' RESOLUTION APPROVING CATEGORICAL EXEMPTION and SIGN �EXCEPTION RESOLVED, by the Planning Commission of the City of Burlingame that: WHEREAS, a categorical exemption has been proposed and application has been made for a si ng exception for the number of signs on the primary fronta� at 1234 Burlin�ame Avenue, zoned C-1,Subarea A, APN: 029-152-160 ; Keil Sonoma Corp, 244 Kearnv Street, San Francisco, CA 94108, propertv owners: WHEREAS, said matters were heard by the Planning Commission of the City of Burlingame on June 8, 1998 , at which time it reviewed and considered the staff report and all other written materials and testimony presented at said hearing; NOW, THEREFORE, it is RESOLVED and DETERMINED by this Planning Commission that: 1. On the basis of the Initial Study and the documents submitted and reviewed, and comments received and addressed by this commission, it is hereby found that there is no substantial evidence that the project set forth above will have a significant effect on the environment, and Categorical Exemption per Article 19 Section: 15311 - Accessory Structures, Class 11, construction or placement of minor structures accessory (appurtenant to) existing commercial, industrial, or institutional facilities, including but not limited to (a) on-premise signs is hereby approved. 2. CP and Commission discussed the request, reviewed criteria, Planning Department comments, and study meeting questions. Four conditions were recommended for consideration. The applicant was not present and the commission decided by consensus to proceed with the public hearing. C. Deal opened the public hearing. There were no comments from the floor and the public hearing was closed. C. Coffey noted that while the number of additional signs being requested sounds large with this application, it is well within the allowed square footage and the amount is in harmony with the site and a tasteful theme, and he moved for approval of the sign exception by resolution with the conditions in the staff report as follows: 1) that the signs shall be installed as shown on the plans submitted to the Planning Department and date stamped April 22, 1998; 2) that any increase in the number of the signs on the primary frontage shall require an amendment to this sign exception; 3) that the conditions of the Fire Marshal's Apri127, 1998 memo shall be met; and 4) that the project shall meet all the requirements of the municipal code and of the 1995 edition California Building and Fire Codes as amended by the City of Burlingame. The motion was seconded by C Bojues. Discussion on the motion: photos of other site provided show "J. Crew" in white on black awning but no signs on the windows, are they asking for more signage here than on their other sites; would consider removing the window signs being requested; awning signs advertise location from a distance, pedestrian can not see awning, window is visible to them, trying to promote pedestrian activity so window signs needed; this may be a corporate identification or not, it is a tasteful sign program; since the number of signs go with the property, when J. (GREG JENSEN, MILE HI VALET SERVICE, APPLICANT AND HMH SFO INC., PROPERTY OWNER) Reference staff report, 06.08.98, with attachments. CP and Commission discussed the request, reviewed criteria, Planning Department comments, and study meeting questions. Two conditions were recommended for consideration. The Commissioners had no questions of staff. Chair Deal opened the public hearing. Greg Jensen, 3600 Tree Top Circle, San Bruno, representing Mile Hi Valet Parking, the operator commented that he had nothing to add to the staff report. He is the on-site manager. Commissioner asked if he had experience with instituting this kind of parking control program; applicant noted not personally but the company had done several in Southern California, this is a typical signage scheme; could the signage be done in fewer signs, need signs on all entrances and exists. There were no further comments from the floor and the public hearing was closed. C. Coffey moved approval of the sign exception noting that signing this activity was fundamental, had to have in order to manage the controlled parking which had been approved by the city earlier, without signs could not operate function, these signs do not seem to be oversized or out of order for the informational need for guests; the action is by resolution with the addition of a condition that the parking lot be restriped to match the previously approved parking layout within 90 days and the amended conditions in the staff report: 1) that the addition of the 8 signs on the primary frontage within the parking area shall be designed and installed as shown on the plans submitted to the Planning Department and date stamped April 21, 1998; 2) that the sign permit shall not be issued or the signs installed until the conditions of the City engineer's memo dated June 1, 1998 have been met and the parking lot shall be restripped within 90 days, September 8, 1998; and 3) that the project shall meet all California Building and Fire Codes, 1995 Edition as amended by the City of Burlingame. The motion was seconded by C. Luzuriaga. Chair Deal called for a voice vote. The motion was approved on a 6-0-1 (C. Key absent) vote. Summary: The applicant, Ann Buratto representing NBB7, is requesting a sign exception for 11 signs facing Burlingame Avenue, the primary frontage for the property (3 signs facing the primary frontage aze allowed), for the site located at 1234 Burlingame Avenue, zoned C-1, Subarea A, Burlingame Avenue Commercial Area. The tenant space is currently under construction for 7. CREW, a retail clothing store. A sign permit was approved for three signs on the primary frontage, two awning signs (2.4 SF x2 / 4.8 SF) and one wall sign (6.5 SF), for a total of 8.9 SF, at this location on April 22, 1998 (three signs, 60 SF allowed). The applicant is requesting a total of 8 additional signs on the primary frontage. Each of the 8 proposed signs measures 1.2 SF; four signs are proposed on the awnings and four signs are proposed on the front windows facing Burlingame Avenue. ITEM 3: We believe the additional signage we are requesting_is not an additional privilege above and beyond that which our neighbors are entitled. We are asking the Planning Commission to approve eight (8) small signs in addition to the three (3) allowed, totalling eleven (11) for the building. The total area allowed for signage is 60 sf. The three (3) signs allowed outright for J. CREW tota14.7 sf and the additional eight (8) signs proposed under this application tota17.7 sf. The total area of all eleven (11) signs for the building are only 12.4 sf. J. CREW signage is traditionally very simple and understated; they prefer small multiple signs rather than one or two huge signs. Limiting J.CREW to three (3) signs and maintaining their traditional approach to signage, i.e. sma11 signs, limits their ability to sign the building appropriately. We believe the trade off of our minimal signage area vs. additional signage is a reasonable request. ITEM 4 In order to effectively communicate their image to potential customers, J. CREW has developed their brand recognition and, in part, communicates it through their storefront design. The placement and the number of logos are essential to the completeness of the storefront design. If J. CREW is allowed to use only a portion of the intended signage it would, in effect, keep J.
