construction or placement of minor structures accessory (appurtenant to) existing commercial, industrial,
or institutional facilities, including but not limited to (a) on-premise signs.
Summary: On June 8, 1998, the Planning Commission approved a sign exception for 11 signs facing
Burlingame Avenue, the primary frontage for the property (3 signs facing the primary frontage are
allowed), for the site located at 1234 Burlingame Avenue, zoned C-1, Subarea A, Burlingame Avenue
Commercial Area.
The applicant, Ann Buratto of NBBJ, is now requesting an amendment to this sign exception to allow
an additional 2 signs on the primary frontage, for a total of 13 signs (3 signs allowed). Two new
awnings have been installed over the entrance to the building, and the applicant proposes two additional
signs on these awnings.
The tenant space is currently occupied by J. CREW, a retail clothing store. There are now 11 signs
for a total of 18.5 SF of signage; one 6.5 SF wall sign, iive 1.2 SF awning signs and iive 1.2 SF
window signs. The applicant is requesting 2 additional 1.2 SF awning signs over the entrance doors
facing Burlingame Avenue. The total number of signs facing Burlingame Avenue would be 13 where
3 signs are allowed; a total of 20.9 SF of signage is proposed where 60 SF of signage is allowed.
Staff Comments: The Fire Marshal, the Chief Building Ofiicial and the City Engineer had no
comments on the project.

The project meets all other zoning code requirements.
Required Findings for Sign Exception: In order to grant a Sign Exception relating to height, area,
location or number of signs the Planning Commission must apply the following circumstances (Code
Section ?�.06.110 a-b):

(a) any exception granted shall be subject to such conditions as will assure that the
adjustment thereby authorized shall not constitute a grant of special privilege inconsistent
with the limitations upon other properties in the vicinity and the district in which the
subject property is situate; and
(b) because of special circumstances applicable to the subject property, including size, shape,
topography, street frontage, location or surrounding land use; the size or height of the
building on which the sign is to be located; the classiiication of the street or highway on
which the sign is located or designed primarily to be viewed from, the strict application
of zoning regulations is found to deprive subject property of the privileges enjoyed by
other properties in the vicinity and under identical zone classification.
Findings: Based on the fact that although the number of signs is greater than allowed by the zoning
code, the signage is well within the allowed square footage (20.9 SF proposed, 60 SF allowed) and the
amount and location of signage is in harmony with the site, the signage in the area and the location on
Burlingarne Avenue, it has been found that the amendment is consistent with the findings for the original
application and is compatible with the required findings for sign exceptions.
AMENDMENT TO SIGN EXCEPTION 1234 Burlingame Avenue
Planning Commission Action: The Planning Commission should hold a public hearing. Affrmative
action should be taken by resolution. The reasons for any action should be clearly stated. At the public
hearing the following conditions should be considered:

that the signs shall be installed as shown on the plans submitted to the Planning Department and
date stamped July 7, 1998;
2. that any increase in the number of the signs on the primary frontage shall require an amendment
to this sign exception; and
3. that the project shall meet all the requirements of the municipal code and of the 1995 edition
California Building and Fire Codes as amended by the City of Burlingame.

Subject: Response Comments on Sign Exception Application
To Whom it May Concern,
The following is a written response to the questions on the Sign Exception Application.
In April we submitted a Sign Exception Application requesting additional signage be added onto
the J. Crew storefront on Burlingame Avenue, which is currently under construction. Eight (8)
small signs in addition to the three (3) permitted were requested and approved. We have enclosed a
copy of our original letter of request for your reference.
Due to some unexpected existing conditions discovered during r;onstruction of the storefront, it will
be necessary for us to add two more awnings, one over each door. In keeping with the reasons
mentioned in the letter of our previous submittal, we would like to request two (2) more small signs
to be added onto the storefront. These signs would be located on the new awnings, one per awning,
in the same size, color, location and font as the existing signs on the existing five awnings. We
believe this addition will bring together all elements of the storefront to create a unified and clean
appearance. Please see the enclosed drawings for the location of this proposed signage.
The total area allowed for signage is 60 S.F. The total of the three (3) signs permitted and the
eight (8) signs previously approved is 12.3 S.F. This request represents an additional 1.1 S.F. of
signage.

RESOLUTION APPROVING CATEGORICAL EXEMPTION
AND SIGN EXCEPTION
RESOLVED, by the Planning Commission of the City of Burlingame that:
WHEREAS, a Categorical Exemption has been proposed and application has been made for a SIGN
EXCEPTION for number of signs on a�rimary fron ge at 1234 Burlingame Avenue, zoned G1.
Subarea A, Keil Sonoma Cor�oration, �ro�erty owner, APN: 029-152-160;
WHEREAS, said matters were heard by the Planning Commission of the City of Burlingame on
August 10, 1998 , at which time it reviewed and considered the staff report and all other written materials
and testimony presented at said hearing;
NOW, THEREFORE, it is RESOLVED and DETERMINED by this Planning Commission that:
1. On the basis of the Initial Study and the documents submitted and reviewed, and comments
received and addressed by this commission, it is hereby found that there is no substantial evidence that the
project set forth above will have a significant effect on the environment, and Categorical Exemption, per
CEQA Article 19 Section 15311, accessory structures, construction or placement of minor structures
accessory (appurtenant to) existing commercial, industrial, or institutional facilities, including but not
limited to (a) on-premise signs is hereby approved.
2. Said sign exception is approved, subject to the conditions set forth in Exhibit "A" attached
hereto. Findings for such sign exception are as set forth in the minutes and recording of said meeting.
3. It is further directed that a certified copy of this resolution be recorded in the official records
of the County of San Mateo.
