Summary: The applicants, Tom Pantazis and Suzanne Malik, are requesting a sign exception
for number of signs for a Banana Republic store at 1218 Burlingame Avenue, zoned C-1,
Subarea A Burlingame Avenue Commercial Area. Banana Republic has 44' of frontage on
Burlingame Avenue and occupies 4,914 SF of retail space. The sign exception is required for
7 new signs, where a maximum of 3 signs are allowed on the primary frontage. There is one
wall sign (10" tall X 9' long, 7.5 SF in area), two double faced (4 signs) canvas blade signs
(7.8" tall X 7' long, 18.2 SF in area) and two window graphics (3.5" ta11 X 3' long, 1.74 SF
in area). Each window graphic is located approximately 2'-2" above the sidewalk. The total
amount of sign area proposed is 27.44 SF where the code allows 50 SF. The canvas blade signs
will have a 9' clearance over the sidewalk where an 8' clearance is required by the California
Building and Fire Code. All other sign code requirements have been met.
The applicants are proposing one double faced sign (2 signs) on the secondary frontage (44'
long) on the side of the building facing a private parking lot. The code allows 3 signs on a
secondary frontage. This double faced canvas blade sign is 10" tall X 9' long (15 SF in area).
The overall height of this canvas sign is 23'-9' and is located at the second floor level. The sign
code allows signs at the second floor level if the sign azea is reduced by 60 percent of the
permitted signage on the first floor (50 SF). Thirty square feet is the maximum allowable square
footage at the second floor level and 15 SF is being proposed.
Staff Comments: The Chief Building Official notes in his 7uly 1, 1996 memo that there must
be a minimum 7' clearance from the sidewalk to the bottom of the canvas signs. The Fire
Marshal and City Engi�eer had no comments on this project.

Study Meeting: At the 7uly 22, 1996 Planning Commission meeting the Planning Commission
asked how the rear of the building would be used and how the blade signs would be stabilized
so they do not blow in the wind (P.C. Minutes 7uly 22, 1996). In a telephone conversation with
the applicant, she stated that the space at the rear of the building (approx. 1,500 SF) will not be

used by Banana Republic and is cunently vacant. The blade sign on the secondary frontage is
located on the side of the building facing Lorton Avenue and is placed above what will be the
rear entrance to Banana Republic. The applicant noted that the blade signs have a nylon rod
sewn inside the hem running down one side of the sign. This rod is rigidly attached to the sign
pole and keeps the blade sign from blowing in the wind. She noted that they can, if required,
also attach the bottom of the blade signs to the structure using a steel rod. Staff surveyed
cunent files and noted that no sign exceptions have been granted on this side of Burlingame
Avenue between Primrose Road and Lorton Avenue. A Master Sign Program with three
exceptions (required for 7 signs, 329 SF in total area and exceeding height limit) for Prestige
Liquors/The Wine Stop was denied without prejudice on February 21, 1996. The applicant was
to reapply within 60 days. He has not returned.
Required Findings for Sign Exception: In order to grant a Sign Exception relating to height,
area, location or number of signs the Planning Commission must apply the following
circumstances (Code Section 25.06.110 a-b):
(a) any exception granted shall be subject to such conditions as will assure that the
adjustment thereby authorized shall not constitute a grant oi special privilege inconsistent
with the limitations upon other properties in the vicinity and the district in which the
subject property is situate; and
(b) because of special circumstances applicable to the subject property, including size, shape,
topography, street frontage, location or surrounding land use; the size or height of the
building on which the sign is to be located; the classification of the street or highway on
which the sign is located or designed primarily to be viewed from, the strict application
of zoning regulations is found to deprive subject property of the privileges enjoyed by
other properties in the vicinity and under identical zone classification.
Planning Commission Action:
The Planning Commission should hold a public hearing. Affirmative action should include
findings made for the sign exception requested. Reasons for any action should be clearly stated.
At the public hearing the following conditions should be considered:
that the project shall be built as shown on the plans submitted to the Planning Department
and date stamped June 27, 1996;
2. that the conditions of the Chief Building Officials' 7uly 1, 1996 memo shall be met;
3. that the project shall meet all California Building and Fire Codes, 1995 Edition as
amended by the City of Burlingame;

criteria, Planning Department comments, and study meeting questions. Five conditions were
suggested for consideration.
Chairman Ellis opened the public hearing. Deborah Hall, 839 Walnut Avenue, the property owner
was present to answer questions. She noted all structures will be exactly where they are now. The
rear will serve as a new fence. It was noted that electric heat and hot water would be provided in
the structure. If an addition were made to the house it would be too close to the garage. Jeff Wall,
822 Newhall Road, asked questions regarding the location of the property line; it is unclear where
the structure is; if it is set further back will she build a fenee on property line; how long will
construction take, does the city have any control over that? The applicant noted 14 feet of rear

3. Describe the exceptional circumstances or conditions applicable to your
property which do not qenerally apply to other properties in your area,
and the extent to which you may deserve special consideration to which
your neiqhbors are not entitled. Kather than provide three signs visible from
the storefront, we propose to incorporate our design standards with the architectural
fabric of the street by providing one wall sign and two blade signs. Due to the large
scale of our facade we feel a proper balance of signage and architectural interest is
required. The use of double sided blade signs as well as one wall sign to conform with
other signs used at retail establishments along Burlingame Ave.
4. Describe why the exception is necessary now to preserve the
continued use and enjoyment of the property. The eaception is necessary to
provide balance as well as conformity to other blade signs used along Burlingame Ave.
At no time will all faces of our siRns be visible. Rather than provide overbearing
signage as allowed by code we have decided to use smaller type tastefully integrated
into the storefront to provide harmony and balance. Our total area of signage does
not exceed that allowed by code.
5. What hardships would result if your request were denied? our corporate
design intent is to tastefully incorporate signage into our storefronts while not
sacrificin� customer awareness of our location. By denying us the use of double-
sided blade signs, our customer base may be affected.

Summary: The applicants, Tom Pantazis and Suzanne Malik, aze requesting a sign exception
for number of signs for a Banana Republic store at 1218 Burlingame Avenue, zoned C-1,
Subarea A Burlingame Avenue Commercial Area. Banana Republic has 44' of frontage on
Burlingame Avenue and occupies 6,516 SF of retail space. The sign exception is required for
7 new signs, where a maximum of 3 signs are allowed on the primary frontage. There is one
wall sign (10" tall X 9' long, 7.5 SF in area), two double faced (4 signs) canvas blade signs
(7.8" tall X 7' long, 18.2 SF in area) and two window graphics (3.5" tall X 3' long, 1.74 SF
in area). Each window graphic is located approximately 2'-2" above the sidewalk. The total
amount of sign area proposed is 27.44 SF where the code allows 50 SF. The canvas blade signs
will have a 9' clearance over the sidewalk where an 8' clearance is required by the California
Building and Fire Code. All other sign code requirements have been met.
The applicants are proposing 1 double faced sign (2 signs) on the secondary frontage (44' long)
at the rear of the building on Donnelly Avenue where the code allows 3 signs. This double
faced canvas blade sign is 10" tall X 9' long (15 SF in area). The overall height of this canvas
sign is 23'-9' and is located at the second floor. The sign code allows signs at the second floor
level if the sign area is reduced by 60 percent of the permitted signage on the first floor (50 SF).
Thirty square feet is the maximum allowable square footage at the second floor level and 15 SF
is being proposed.
Staff Comments: The Chief Building Official notes in his July 1, 1996 memo that there must
a minimum 7' clearance from the sidewalk to the bottom of the canvas signs. The Fire Marshal
and City Engineer had no comments on this project.

SIGN EXCEPTION

Required �ndings for Sign F.�cception: In order to grant a Sign Exception relating to height,
azea, location or number of signs the Planning Commission must apply the following
circumstances (Code Section 25.06.110 a-b):
(a) any exception granted shall be subject to such conditions as will assure that the
adjustment thereby authorized shall not constitute a grant of special privilege inconsistent
with the limitations upon other properties in the vicinity and the district in which the
subject property is situate; and
(b) because of special circumstances applicable to the subject property, including size, shape,
topography, street frontage, location or surrounding land use; the size or height of the
building on which the sign is to be located; the classification of the street or highway on
which the sign is located or designed primarily to be viewed from, the strict application
of zoning regulations is found to deprive subject property of the privileges enjoyed by
other properties in the vicinity and under identical zone classification.
