Previous Use: Full Service Restaurant Proposed Use: Retail beauty store specializing in fragrance, makeup, skincare, and bath and body products. Allowable Use: Retail and personal services Summary: The applicant is requesting commercial design review and a variance for number of signs for a new tenant at 1205 Burlingame Avenue. The entrance to this business would be off of the Burlingame Avenue frontage. The new tenant, Sephora, is retail beauty store that specializes in fragrance, makeup, skincare, and bath and body products. They have stores throughout Europe and the United States. This site was formerly occupied by La Pinata Restaurant, who vacated the site on March 3, 2002. The other tenant in this building is the Burlingame Hotel, which will remain with no proposed changes. The hotel's main entrance is along Lorton Avenue, where there is a 39 foot frontage. This project is subject to commercial design review since inore than 50% of the fa�ade facing a public street is being changed. The existing building has 100% lot coverage, with a first floor footprint of 5,580 SF. April 8, 2002 Study Meeting: At the April 8, 2002 Planning Commission study meeting, the Commission expressed the concerns listed below, but felt that the applicant understood the issues and voted to place t11e itein on the action calendar when revised plans were submitted. The followings revisions were requested: • Eliminate the signage variance for signage between 12' and 24' on the primary frontage, reduce the sign from 42 SF to 39 SF; • Preserve the integrity of the exterior architecture including wooden window inserts at clerestory, provide detailed infornlation on the window wall system; • Provide a profile of the mullion to be used, also in the arches; and • Clarify the presentation of the signage request by frontage. Commercial Design Review ararl Sign Va�-iance 1205 Bu��lingcame Avena�e The applicant submitted a revised sheet, SK4, date stamped April 12, 2002, in response to the Planning Commission's comments at the April 8, 2002 meeting. The revised sheet includes: • Retention of the clerestory wood windows along both the Burlingame Avenue and Lorton Avenue frontages; • Reduction of sign area of the new wall sign over 12' height along the Burlingame Avenue frontage from 32.5 SF to 29.16 SF, eliminating the need for a sign variance for height; and • Clarification of the location of the two Sephora blade signs; • Reduction of number of projecting light fixtures from 7 to 3, over Lorton Avenue wall sign; and • Scoring at the top of the plaster in-fill with dryvit finish along the Lorton Avenue frontage to mimic the round-top mullioned window above the hotel entrance. Detailed Project Summary: The applicant, Sephora, is proposing to remodel the interior and exterior of the building and would occupy 4,200 SF of the ground floor space. There would be no expansion to the building envelope. The previous tenant had direct access to the basement storage area from this tenant space. The ground floor reconfiguration by this tenant would include eliminating a direct basement connection from the Sephora space. A new exterior door for basement access would be created. The provided plans indicate that the basement will be used solely by the landlord. Sephora will not be using any of the Uasement storage area for their business, all storage will be within the ground floor tenant space. The exterior alterations include installation of a new aluminum storefront window system, with a stone base below, and new front entry doors along Burlingame Avenue. New concrete tile in alternating colors would be installed on the exiting plaster columns on each side of the front entrance on Burlingame Avenue, with a new fabric awning above the door. The Lorton Avenue entrance to this tenant space would be eliminated, along with an adjacent window, and both openings would be filled-in with plaster with a"dryvit" finish, with scoring at the top to mimic the round-top, mullioned window over the hotel entrance. The existing wood clerestory windows above the storefront window system would be retained. Primary Fronta�e Si�ns A variance for number of signs is also being sought with this application. The sign code allows 3 signs totaling 65 SF in area on the primary frontage, Burlingame Avenue. The applicant is proposing to insta115 signs totaling 59.57 SF in area along the primary frontage. The signs along the primary frontage are as follows: 1) new 29.16 SF wall sign above entry; 2) new 3.75 SF awning sign above entry; 3&4) new blade sign, (each side counted as one 6 SF sign), 12 SF total; and 5) existing 14.66 SF hotel blade sign (one side only, double sided sign, one side is counted toward each frontage). With the revised plans, the proposal is code complying in height with 38.82 SF of the total 59.57 SF of the signage between 12'-24' above existing grade, where 60% (39SF) of the total signage is allowed at this height. The 38.82 SF of sign area between 12'-24' above existing grade includes a new wall sign, 29.16 SF (reduced from 32.5 SF) and a 9.66 SF portion of the existing hotel blade sign. There is currently 5 SF of signage between 2 Cornmercial Design Review and Sign Va�-iance l205 Burlingame Avenue 24'-36' above existing grade, where 30% (19.5 SF) of the total signage is allowed at this height. The 5 SF of sign area between 24'-36' above existing grade is the remaining portion of the existing hotel blade sign. Secondary Fronta�e Si�ns Sephora is requesting 40 SF of signage (50 SF is allowed) in 6 signs (3 signs allowed). So a variance for number of signs is required. Since the hotel is a free standing business on Lorton Avenue; Lorton is the prirnary frontage for the hotel and 50 SF of signage is allowed. The existing hotel blade sign on the corner of the Burlingame and Lorton Avenues represents two signs and totals 29.32 SF (14.66 SF each side). Since this blade sign is located beyond the primary frontage one side is counted toward the primary frontage (Burlingame Avenue) and one side counted toward the secondary frontage (Lorton Avenue) for Sephora, along with the new signs proposed. The signage on the secondary frontage is as follows: 1) new 3 SF window sign, 2) new 3 SF window sign, 3) new 7.56 SF wall sign, 4&5) new blade sign, each side counted as one 6 SF sign, 12 SF total, and 6) existing 14.66 SF hotel blade sign. The applicant would have 17 SF of sign area between 12'-24' above existing grade, where 60% (30 SF) of the total signage is allowed at this heighl. The 17 SF includes a new wall sign and the remainder is a portion of the existing hotel blade sign. There is 5 SF of existing signage between 24'-36' above existing grade, where 30% (15 SF) of the total signage is allowed at this height. This 5 SF is the remaining portion of the hotel blade sign. The applicant requesting the following: • Commercial design review; and • Variance for number of signs 5 signs proposed on primary frontage where 3 are allowed; and 6 signs proposed on secondary frontage where 3 are allowed. Findings for a Conditional Use Permit: In order to grant a Conditional Use Permit the Planning Commission must find that the following conditions exist on the property (Code Section 25.52.020 a-c): (a) the proposed use, at the proposed location, will not be detrimental or injurious to property or improvements in the vicinity, and will not be detrimental to the public health, safety, general welfare, or convenience; (b) the proposed use will be located and conducted in a manner in accord with the Burlingame general plan and the purposes of this title; (c) the Planning Commission may impose such reasonable conditions or restrictions as it deems necessary to secure the purposes of this title and to assure operation of the use in a manner compatible with the aesthetics, mass, bulk and character of existing and potential uses on adjoining properties in the general vicinity. Required Findings for Sign Variance: I�l order to grant a sign variance relating to height ofplacement, location or number of signs the Planning Commission must apply the following circumstances (Code Section 25.06.110 b.i.-iv.): i. There are exceptional or extraordinary circumstances or conditions applicable to the property, such as size, shape, topography, street frontage, or surrounding land use, that do not apply generally to property in � Commercial Design Review and Sign Vm�iance 1205 Burlingame Avenue the same district; ii. The granting of the variance is necessary for the preservation and enjoyment of a substantial property right of the applicant, and to prevent unreasonable property loss or unnecessary hardship; iii. The granting of the application will not be detrimental or injurious to property or improvements in the vicinity and will not be detrimental to the public health, safety general welfare or convenience; and iv. That the signage for which the variance is sought will be compatible with the aesthetics, mass and character of existing and potential signage of properties in the general vicinity. Planning Commission Action: The Planning Commission should hold a public hearing. Affirnlative action should be taken by resolution and should include findings. The reasons for any action should be clearly stated. At the public hearing the following conditions should be considered: Conditions: that the project shall be built as shown on the plans submitted to the Planning Department and date stamped March 25, 2002, site plan, floor plans and April 17, 2002, building elevations; 2. that there shall be 5 signs along the Burlingame Avenue (primary) frontage: 1) 29.16 SF wall sign above entry; 2) 3.75 SF awning sign above entry; 3&4) blade sign, (each side counted as one 6 SF sign), 12 SF total; and 5) existing 14.66 SF hotel blade sign (one side only, double sided sign, one side is counted toward eacl� fi•ontage). that there shall be 6 signs along the Lorton Avenue (secondary) frontage: 1) 3 SF window sign; 2) new 3 SF window sign; 3) new 7.56 SF wall sign; 4&5) new blade sign, each side counted as one 6 SF sign, 12 SF total; and 6) existing 14.66 SF hotel blade sign. 4. that the basement area shall not be accessible from the Sephora tenant space and shall be accessible only from an exterior door at the rear of the property, the basement area shall be used for storage for on-site businesses only; 5. that the conditions of the Recycling Specialist's memo dated March 19, 2002 and Fire Marshal's memo dated March 18, 2002 shall be met; and 6. that the project shall meet all the requirements of the California Building and Unifonn Fire Codes, 1998 edition, as amended by the City of Burlingame. Reviewed By: / Date of Comments: ����— vZ— City of Burlingame Planning Commission Unapproved Minutes April 8, 2002 • What will be the change in water consumption and sewage generation, is there supply, distribution and collection capacity, what will need to be done as a result of the project; • Environmental effect of all three proposed houses being built to the maximum, or more, of the code allowances, particularly FAR; � All the issues identified in the neighbors' letters should be addressed in the environmental analysis; • Environmental analysis should be done then the project reviewed for design; • Tree protection should be detailed, including the driveway of the middle house; and a tree protection plan developed; • Would like environmental evaluation to include two houses, two car garages for all houses (three); • Review the heights, all lots are flat, houses are together so they become more visually prominent; � Since use (number of houses) is an environmental issue, it is too early to comment on design; • Potential for sewer system over flow needs to be addressed before design review; and • Requirements of NPDES need to be addressed. Staff was directed to prepare an environmental e� �aluation based on the oral and written comments received. CA Anderson noted that can't determine design review until see environmental data, sending the project to a design reviewer too soon could cause confusion. CP Monroe noted that when the environmental review is completed and the project is ready for design review, the city will renotice the property owners for a design review study with public comment opportunity. Commissioners asked about the plans noting that the presentation of the blade signs was confusing, could this be clarified before the project returns. Could the height of the signs be clarified and how parts are measured, a clearer presentation would be helpful, for example, which parts of the signs are between 12' and 24'. Staff noted that because of the fact that the two businesses overlap primary and secondary fr�.�r�'ages for signage, this is a difficult application to present. Staff will take another look at presentation approach. Chairman Vistica opened the public comment. 1 homas Bond, 14471 Chambers Road, Tustin, represented the project. He showed a rendering of the blade signs, noting that there is a blade sign on each frontage, the awning sign is on the primary frontage; on the secondary frontage there are two plaques one in each arch. The intent of the design is to bring Saphora onto the street; the front of the store will be redone and the entire building repainted; they will close all the windows at the rear. The basement will be accessed only from the hotel space. The intent of the signage program was to provide signage to cars and pedestrians, the blades are needed by the pedestrians, the awning announces the nature of the business. Do not want the signs higher on the building elevation, but the design of the structure dictates a natural location, want the keep the clear story windows which go to 14 feet, have an open ceiling inside, so the sign band is the only place to put the signs. The lighting of the signs will be will low voltage fixtures over each letter, on the secondary frontage three fixtures will be enough to light the 7 feet of signage; the fixtures will extend 4 inches and have a 50 watt bulb. 14 City of Burlingame Planning Commission Unapproved Minutes Apri18, 2002 Commissioners asked: if the sign on the primary frontage were 15 inches smaller it would not need a sign variance for height (that's 8 percent less). Applicant noted that they would be glad to reduce by 8% to avoid a variance. Can something creative be done in the two arches on the secondary frontage. Have you considered keeping the arched windows (at clear story), they are integral to the existing building. Applicant noted that these windows are 80 years old, wooden, and require a lot of maintenance, if they are not reglazed they will leak; would prefer a cleaner look more consistent with tenant. There seem to be a lot of pigeons, would removal of these wooden arched windows reduce the number. Applicant noted that with proposed design they would remove all the bird wire which was place to discourage the pigeons. Are the blade signs lit? No. Commercial design guidelines support retaining features which are integral to the fa�ade of the building, the arched windows are integral, these features work together- see commercial design review item 5; more concerned with fitting Burlingame than Sephora. Applicant noted that he felt that retaining the arched wooden muntins was subjective and he has not seen the Commercial design guidelines; tenant not adamantly opposed to the windows, if in view of commission it is important to retain arched look would evaluate keeping them, wanted to get rid of recessed areas which the birds like. 'The arches should be tied in, can be done by matching fenestration of the existing windows. What is entry finish? Black granite at the base with lighter stone above. There were no further comments from the floor and the �;ablic comment was closed. C. Keighran moved that the applicant seems to understand the issues and he should make the revisions discussed and come back to an action meeting. The motion was seconded by C. Osterling. The entrance to this business would be offof the Burlingame Avenue frontage. Sephora is retail beauty store that specializes in fragrance, makeup, skincare, and bath and bodyproducts. They have stores throughout Europe and the United States. This site was formerly occupied by La Pinata Restaurant, who vacated the site on March 3, 2002. The other tenant in this building is the Burlingame Hotel, which will remain with no proposed changes. The hotel's main entrance is along Lorton Avenue, where there is a 39 foot frontage. This project is subject to commercial design review since more than 50% of the fa�ade facing a public street is being changed. The existing Uuilding has 100% lot coverage, with a first floor footprint of 5,580 SF. The applicant, Sephora, is proposing to remodel the interior and exterior of the building and would occupy 4,200 SF of the ground floor space. There would be no expansion to the building envelope. The previous tenant had direct access to the basement storage area from this tenant space. The ground floor reconfiguration by this tenant would include eliminating a direct basement connection from the Sephora space. A new exterior door for basement access would be created. The provided plans indicate that the basement will be used solely by the landlord. Sephora will not be using any of the basement storage area for their business, all storage will be within the ground floor tenant space. The exterior alterations include installation of a new aluminum storefront window system, with a stone base below, and new front entry doors along Burlingame Avenue.
