Requests for this project: The applicant, Neon Sign Systems, is requesting a sign exception for the
area. of signs on the primary and secondary frontages and for projection into the public right-of-way
for The Luggage Center at 1200 Burlingame Avenue, zoned C-1, Subarea A, Burlingame Avenue
Commercial Area. The applicant is requesting the following:
1) Sign exception on the primary frontage:
• 33.5 SF of sign area proposed on the primary frontage (Burlingame Avenue) where 30 SF is
the maximum allowed for a sign located more than 12' above grade. Signs located more than
12' in height above grade must be reduced by 60% of the permitted signage (60% x 50 SF =
30 SF) (C.S. 22.14.060).
2) Sign exception on the secondary frontage:
• 33.5 SF of sign azea. proposed on the secondary frontage (Lorton Avenue) where 30 SF is the
maximum allowed for a sign located more than 12' above grade (C.S. 22.14.060).
3) Sign exception for projection into the public right-of-way (5'-1'/z" proposed where 4'-0" is
allowed) (C. S.22.08.070).
Summary: The applicant is proposing to remove a11 of the existing signs at this site and replace them
with new signs. Currently, there are four existing signs on the primary frontage and one sign on the
secondary frontage. On the primary frontage, there is one painted wall sign (2'-2" tall x 20'-6" long,
44.4 SF), one window sign (1'-2" tall x 9'-4" long, 11 SF), and one double faced projecting sign
(2' x 2', 8 SF total area) for a total of 4 signs and 63.4 SF. On the secondary frontage, there is one
pa.inted wall sign (2'-8" tall x 31' long, 82.6 SF) facing Lorton Avenue. All of these signs are to be

removed. The total square footage of the signs on the primary and secondary frontages to be
removed is 146 SF (please refer to Table 1 for a description of the existing signage on the site).
Proposed Signs on the Primary Frontage:
The applicant is proposing to add two new signs on the primary frontage (Burlingame Avenue).
Please refer to Table 2 for a description of the proposed signage on the site. On the primary frontage,
there would be one awning sign (0'-9" tall x 9'-0" long, 6.75 SF in area) and one projecting sign (9'-2"
tall x 4'-9" long overall dimension, 33.5 SF in area). Because the proposed projecting sign would be
located on the corner of the building, one face of the double faced sign is allocated towards the
primary frontage (Burlingame Avenue), and the other face to the secondary frontage (Lorton
Avenue). The overall height of the proposed sign is 21'-6" above grade. A sign exception is required
for the area of the proposed projecting sign (33.5 SF proposed where 30 SF is allowed for signs
located more than 12' above grade). Signs located more than 12' in height above grade must be
reduced by 60% of the permitted signage (60% x 50 SF = 30 SF).
A sign exception is also required for projection into the public right-of-way (5'-1'/z" proposed where
4'-0" is allowed) of the proposed projecting sign. The applicant has reduced the projection from 5'-
11" to 5'-1'/z" since the February 22, 1999, study meeting. Planning would note that because the
proposed projecting sign would be installed at a 45 degree angle from the corner of the building, the
projection from the wa11 along Burlingame and Lorton Avenues would appear to be less than 5'-1'/z"
(4'-0" as measured perpendicular to wall). The applicant submitted a copy of a photograph showing
a similar projecting sign at this location for Miller Drug Co. in 1924.
The total signage proposed on the primary frontage is two signs measuring 40.25 SF in area (3 signs,
50 SF allowed). This is a 36% (23 SF) decrease in the total proposed signage on the primary
frontage as compared to the existing signage (63.4 SF).
Proposed Signs on the Secondary Frontage:
The applicant is proposing to add three new signs on the secondary frontage (Lorton Avenue). There
would be two awning signs (0'-9" tall x 9'-0" long, 13.5 SF in area) and one projecting sign (9'-2" tall
x 4'-9" overall dimension, 33.5 SF in area). A sign exception is required for the area of the proposed
projecting sign (33.5 SF proposed where 30 SF is allowed for signs located more than 12' above
grade).
The total signage proposed on the secondary frontage is three signs measuring 47 SF in area (3 signs,
50 SF allowed). This is a 43% (35.6 SF) decrease in the total proposed signage on the secondary
frontage as compared to the existing signage (82.6 SF).
Planning staff would also note that a sign permit has been approved for the awning signs on the
primary and secondary frontages. The applicant is currently obtaining the necessary building permits
to install the awning signs.

Sign Ezception 1200 Burlingame Avenue
Staff Comments: The Chief Building Inspector notes in his February 9, 1999 memo that the
structural calculations and design for support of sign must be submitted at the of building permit
submittal. The City Engineer and Fire Marshall reviewed the project and had no comments.
Study Questions:
At their meeting on February 22, 1999, the Planning Commission asked several questions regarding
this application (P.C. Minutes February 22, 1999). The applicant submitted revised plans (sheet 1,
date stamped February 26, 1999) showing the colors proposed for the projecting sign. Planning
would note that the projection ofthis sign has been reduced from 5'-10" to 5'-1'/z" from the corner
ofthe building (4'-0" maximum allowed). The projection would appear to be less than 5'-1'/z" when
viewed from Lorton or Burlingame Avenue because the perpendicular projection as viewed along
these street is 4'-0". The projecting sign will be lit by exposed neon. The clock will be lit internally
with white neon grid. A detailed description of the illumination is given on the plans (sheet 1). The
proposed sign contains no florescent lighting.
The Planning Commission asked how will the open sign work and would it flash when the store is
open or change to closed when it is not. In a written response (letter dated February 25, 1999) the
applicant notes that the open sign would be turned on during regular business hours and off when the
store is closed.
The Planning Commission noted that a sign exception would not be required if the sign were reduced
by 3 SF. The applicant notes that originally, the sign was proposed to be 50 SF and was reduced to
32 SF. The applicant adds that any further reduction would make it difficult to produce from a
fabrication standpoint and would be difficult to read.
The Commission commented that open neon tubing is inappropriate for this period of sign and asked
the applicant to explain why it is needed. The applicant notes that the primary objective is to replicate
an era with the best method of signage. Although neon was on its infantile stage, it was used a lot
for illuminating signs. The only element not being used is porcelain enamel. Luggage Center has
over 401ocations and would like this store to have a dated look "1924". The Luggage Center would
like to have an antique looking sign with their colors. The company has changed their logo text to
a serif font and has added ornamentation that is different from what it typically used.
The stripes of neon tubing on the site will be removed along with the signage. The store manager
indicates that at this time he does not intend to use decorative neon tubing after the remodel is
complete. Planning would note that neon striping is not considered signage under the current sign
code.
Required Findings for Sign Exception: In order to grant a Sign Exception relating to height, area,
location or number of signs the Planning Commission must apply the following circumstances (Code
Section 25.06.110 a-b):
(a) any exception granted shall be subject to such conditions as will assure that the adjustment
thereby authorized shall not constitute a grant of special privilege inconsistent with the
limitations upon other properties in the vicinity and the district in which the subject property
is situate; and

(b) because of special circumstances applicable to the subject property, including size, shape,
topography, street frontage, location or surrounding land use; the size or height of the
building on which the sign is to be located; the classification of the street or highway on which
the sign is located or designed primarily to be viewed from, the strict application of zoning
regulations is found to deprive subject property of the privileges enjoyed by other properties
in the vicinity and under identical zone classification.
Planning Commission Action: The Planning Commission should hold a public hearing. �rmative
action should be taken by resolution. The reasons for any action should be clearly stated. At the
public hearing the following conditions should be considered:
Conditions:
1. that the signs shall be installed as shown on the plans submitted to the Planning Department and
date stamped February 26, 1999, sheet 1 and February 3, 1999, sheets 2 and 3 with a maximum
extension from the corner of the building of 5'-1'/Z" and the bottom of the projecting sign shall
be no closer than 12' to the sidewalk surface;
2. that any increase in the area of the signs on the primary and secondary frontages shall require an
amendment to this sign exception;
3. that the projecting sign and open sign sha11 not contain any moving or flashing lights and the open
sign shall not be illuminated when the store is closed;
4. that the clock on the projecting sign shall be maintained in good operating condition by the
merchant and shall show the correct time or it shall be removed;
5. that the conditions of the Chief Building Official's February 9, 1999, memo shall be met;
6. that any neon tubing used to attract attention to the business site, including neon tubing on the
windows, shall be considered signage and shall conform to the sign regulations applicable to the
site or require a sign exception before installation; and
7. that the project shall meet all the requirements of the municipal code and of the 1995 edition
California Building and Fire Codes as amended by the City of Burlingame.

WHEREAS, said matters were heard by the Planning Commission of the City of
Burlingame on March 8� 1999, at which time it reviewed and considered the staff report and
all other written materials and testimony presented at said hearing;
NOW, THEREFORE, it is RESOLVED and DETERMINED by this Planning
Commission that:
1. On the basis of the Initial Study and the documents submitted and reviewed, and
comments received and addressed by this commission, it is hereby found that there is no
substantial evidence that the project set forth above will have a significant effect on the
environment, and Categorical Exemption per Article 19 Section: 15311 - Accessory
Structures, Class 11, construction or placement of minor structures accessory (appurtenant to)
existing commercial, industrial, or institutional facilities, including but not limited to (a) on-
premise signs is hereby approved.
2. Said sign exception is approved, subject to the conditions set forth in Exhibit
"A" attached hereto. Findings for such sign exception is as set forth in the minutes and
recording of said meeting.
3. It is further directed that a certified copy of this resolution be recorded in the

effective March 15, 1999
that the signs shall be installed as shown on the plans submitted to the Planning Department
and date stamped February 26, 1999, sheet 1 and February 3, 1999, sheets 2 and 3 with a
maximum extension from the corner of the building of 5'-1'/Z" and the bottom of the
projecting sign shall be no closer than 12' to the sidewalk surface;
2. that any increase in the area of the signs on the primary and secondary frontages shall require
an amendment to this sign exception;
3. that the projecting sign and open sign shall not contain any moving or flashing lights and the
open sign shall not be illuminated when the store is closed;
4. that the clock on the projecting sign shall be maintained in good operating condition by the
merchant and shall show the correct time or it shall be removed;
5. that the conditions of the Chief Building Official's February 9, 1999, memo shall be met;
6. that any neon tubing used to attract attention to the business site, including neon tubing on
the windows, shall be considered signage and shall conform to the sign regulations applicable
to the site or require a sign exception before installation; and
7. that the project shall meet all the requirements of the municipal code and of the 1995 edition
California Building and Fire Codes as amended by the City of Burlingame.

CEQA Status: Article 19. Categorically Exempt per Section: 15311 - Accessory Structures, Class
11, construction or placement of minor structures accessory (appurtenant to) existing commercial,
industrial, or institutional facilities, including but not limited to (a) on-premise signs.
Requests for this project: The applicant, Neon Sign Systems, is requesting a sign exception for the
area of signs on the primary and secondary frontages and for projection into the public right-of-way
for The Luggage Center at 1200 Burlingame Avenue, zoned C-1, Subarea A, Burlingame Avenue
Commercial Area. The applicant is requesting the following:
1) Sign exception on the primary frontage:
• 33.5 SF of sign area proposed on the primary frontage (Burlingame Avenue) where 30 SF is
the ma.�cimum allowed for a sign located more than 12' above grade. Signs located more than
12' in height above grade must be reduced by 60% of the permitted signage (60% x 50 SF =
30 SF) (C.S. 22.14.060).
2) Sign exception on the secondary frontage:
• 33.5 SF of sign area proposed on the secondary frontage (Lorton Avenue) where 30 SF is the
maximum allowed for a sign located more than 12' above grade (C.S. 22.14.060).
3) Sign exception for projection into the public right-of-way (5'-10" proposed where 4'-0" is
allowed) (C.S.22.08.070).
Summary: The applicant is proposing to remove a11 of the existing signs at this site and replace them
with new signs. Currently, there are four existing signs on the primary frontage and one sign on the
secondary frontage. On the primary frontage, there is one painted wall sign (2'-2" tall x 20'-6" long,
44.4 SF), one window sign (1'-2" tall x 9'-4" long, 11 SF), and one double faced projecting sign
(2' x 2', 8 SF total area) for a total of 4 signs and 63.4 SF. On the secondary frontage, there is one
painted wall sign (2'-8" tall x 31' long, 82.6 SF) facing Lorton Avenue. All of these signs are to be
removed. The total square footage of the signs on the primary and secondary frontages to be
removed is 146 SF. Please refer to Table 1 for a description of the existing signage on the site.
Sign Exception 1200 Burlingame Avenue
Proposed Signs on the Primary Frontage:
The applicant is proposing to add two new signs on the primary frontage (Burlingame Avenue).
Please refer to Table 2 for a description of the proposed signage on the site. On the primary frontage,
there would be one awning sign (0'-9" ta11 x 9'-0" long, 6.75 SF in area) and one projecting sign (9'-2"
tall x 4'-9" long overall dimension, 33.5 SF in area). Because the proposed projecting sign would be
located on the corner of the building, one face of the double faced sign is allocated towards the
primary frontage (Burlingame Avenue), and the other face to the secondary frontage (Lorton
Avenue). The overall height of the proposed sign is 21'-6" above grade. A sign exception is required
for the area of the proposed projecting sign (33.5 SF proposed where 30 SF is allowed for signs
located more than 12' above grade). Signs located more than 12' in height above grade must be
reduced by 60% of the permitted signage (60% x 50 SF = 30 SF).
A sign exception is also required for projection into the public right-of-way (5'-10" proposed where
4'-0" is allowed) of the proposed projecting sign. Planning would note that because the proposed
projecting sign would be installed at a 45 degree angle from the corner of the building, the projection
from the wall along Burlingame and Lorton Avenues would appear to be less than 5'-10" (4'-8" as
measured perpendicular to wall). The applicant submitted a copy of a photograph showing a similar
projecting sign at this location for Miller Drug Co. in 1924.
The total signage proposed on the primary frontage is two signs measuring 40.25 SF in area (3 signs,
50 SF allowed). This is a 36% (23 SF) decrease in the total proposed signage on the primary
frontage as compared to the existing signage (63.4 SF).
Proposed Signs on the Secondary Frontage:
The applicant is proposing to add three new signs on the secondary frontage (Lorton Avenue). There
would be two awning signs (0'-9" tall x 9'-0" long, 13.5 SF in area) and one projecting sign (9'-2" tall
x 4'-9" overall dimension, 33.5 SF in area). A sign exception is required for the area of the proposed
projecting sign (33.5 SF proposed where 30 SF is allowed for signs located more than 12' above
grade).
The total signage proposed on the secondary frontage is three signs measuring 47 SF in area (3 signs,
50 SF allowed). This is a 43% (35.6 SF) decrease in the total proposed signage on the secondary
