At their me�:trng on March 8, 1999, the Planning Commission moved to continue this item for
redesign �;;ecting that it be brought back on the consent calendar (March 8, 1999 P.C. Minutes).
The Commission directed the applicant to eliminate the open sign on the projecting sign, and replace
it with a decarative finish at the bottom of the sign which balances the scroll work at the top, and that
there be no blue neon on the sign.
Since then, the applicant redesigned the signs so that a sign exception would not be required. The
projecting sign has been reduced to 30 SF (30 SF inaximum allowed for signs higher than 12' above
grade) and includes the "OPEN" portion at the bottom. The sign cabinet will be painted blue and will
contain blue and gold neon for the scroll and lettering as proposed in the previous March 8, 1999 sign
program. The sign will project from the corner of the building 4'-0" into the public right-of-way
(4'-0" maximum projection into the public right-of-way allowed). The applicant submitted a letter
to withdraw their sign exception application (dated March 25, 1999) and recently submitted their
redesigned project for building permits to install the signs and awnings.
The following is a summary table of the redesigned signage on the primary and secondary frontages.
The staff report from the March 8, 1999, Planning Commission action meeting is also attached for
your review.

C. Key noted that she had no problem with the ansion when she saw the direction they were
coming from, to make it less fast food, nee o build business base and meet customer need via
research; on this basis she moved appr 1, by resolution, with the five conditions in the staff
report: 1) that the project shall b uilt as shown on the plans submitted to the Planning
Department and date stamped Fe ary 1, 1999, Sheets A0.1, A2.1 and ID.1, with a business
site of 1529 SF and customer eating area of 434 SF; 2) that the applicant shall maintain daily,
or more often if necessary he trash receptacle(s) of the streetscape design as approved by the
City to be located insid he door, along Burlingame Avenue at the front of the store, and/or at
locations as required nd approved by the City Engineer and the Fire D rtment; 3) that the
food establishment ith take-out service may not be open for busi except during the hours
of 11:00 A.M. t 10:00 P.M. daily, with no more than 6 e oyees on site at any one time
including the manager, and that the number of customer d employees on this site shall never
exceed fire department occupancy requirements; 4 at the applicant shall remove once a day,
or more frequently if determined to be neces y by the City Engineer, all take-out debris on
the sidewalk and on sidewalk tables an airs, in the gutter, and in planters, in front of the
store along Burlingame Avenue, and ithin 50' on each side of the store front, and shall arrange
and pay for additional BFI pic p service to dispose of trash in cans provided on site or on
street if necessary as deter ' ed by the City Engineer; and 5) that any improve for the use
shall meet all Californ' uilding and Fire Codes, 1995 Edition as ed by the City of
Burlingame.
C. Coffey s onded the motion. Chairman Deal called fo voice vote on the motion. The
motion sed on a 7-0 vote. Appeal procedures were advised.
APPLICATION FOR SIGN EXCEPTION FOR AREA OF SIGNS ON THE PRIMARY AND
SECONDARY FRONTAGES AND FOR PROJECTION INTO THE PUBLIC RIGHT-OF-
� WAY AT 1200 BURLINGAME AVENUE, ZONED G1, SUBAREA A. (NEON SIGN
SYSTEMS APPLICANT AND BRUCE C. KIRKBRIDE, PROPERTY OWNER)
Reference staff report, 3.8.99, with attachments. City Planner and Commission discussed,
reviewed criteria and Planning Department comments. Seven conditions were suggested for
consideration. �Commissioners asked if there is any open neon on Burlingame Avenue, staff
responded at La Pinata and arrow on Left at Albuquerque; staff report needs to be clarified
allowed 60 % of allowed signage if sign is over 12' from the ground, yes. There were no further
questions and the public hearing was closed.
Chairman Deal opened the public hearing. Glen Galliher, 2021-130th Avenue, Bellevue WA,
Michelle Spaulding, 4200 The Woods Drive, #1610 San Jose, Bruce Kirkbride, 1229 Burlingame
Ave, property owner were present to answer questions. If the projecting sign is any smaller it
will be hard to manufacture, reduced from 50 SF to 30 SF without the "open" sign; the sign on
the site in 1924 had a box on the bottom, without anything at the bottom it will look odd; Vice
President of Luggage Center contracted with his firm about a year ago, sent picture of Miller
Drug sign and spent about $200,000 on improvements, this sign was the key to the historic

preservation. Commissioners asked: how is the clock lit, with a neon grid inside, not see from
the outside just even illumination; luggage center lettering will be yellow-how bright at night,
it will be gold neon like the Il Fornaio sign about 30 milli amps, will have no red, when it is
lit the letters will be gold; like historical aspect of sign but corner will become focal point for
this store and without photos hard time visualizing the gold neon, not offensive in terms of
illumination-sign is very similar to hotel sign; where will there be open neon tubing, scroll on
corners of sign, boarder around clock, luggage.center wording in yellow tubing, blue neon tube
around the "open" sign, the lettering of the open sign is white neon tubing, there is no blue on
the upper portion of the sign; a commissioner noted that there is painted blue metal on the upper
portion of the sign; hard to tell from photo whether there was neon on the old sign or what size
it was, proposed sign no where near as big as the old sign; did you bring a Pantone book, no.
Property owner commented that there were a lot of power shortages on that side of Burlingame
Avenue-concerned about how the clock would remain set, have a remote reset button inside the
store. There were no more comments from the floor and the public hearing was closed.
Commission discussion: concerned about the projecting sign, looked at the Pantone book, this
will be a very bright sign; don't think they need the "open" sign attached at the bottom of the
projecting sign; other signs OK; concern about the brightness, there is a lot of gold neon on the
sign, like the idea of trying to address the sign that was there before, adds variety to the signage
on the avenue, don't think the projecting sign is too .big; gold is not as bright as red; not happy
about open sign at the bottom but if it is removed need something at the bottom to finish the
projecting sign, at least a scroll which is more traditional to have on this type of sign; concerned
about illumination since it projects from the corner 5 feet it will become a beacon; hard to act
don't know enough about how it will look; prefer to see the open sign go, but will not look
finished without something at the bottom; gold neon is OK have a problem with blue during the
day, am not sure what this application will look like.
C. Luzuriaga noted that he was very concerned about the blue neon, seen too many blue neon
signs which give the wrong image, this is not a night club or movie theater; the blue neon
should be removed from the open sign, the gold is not too bright but there should be no blue
neon on the upper part of the sign only yellow and white. He then moved to approve the sign
exception, by resolution, with the conditions in the staff report and the added condition that the
open sign shall be removed from the projecting sign and that there shall be only gold and white
neon on the sign. The motion was seconded by C. Key.
Comment on the motion: would like the bottom of the sign to be finished with the same soft
edge which works on the top, a smaller mimic of the top, feel we should continue the item in
order to get that change; object to the open sign. In response to request about commission's
latitude, CA Anderson noted that commission could require that the sign be redone with the open
bottom replaced to a maximum square footage or could continue the item to your next meeting
and ask the applicant to submit a redesign and put it on the consent calendar; commission could
also deny the application without prejudice and have the applicant resubmit.

C. Luzuriaga amended his motion to continue this item and to bring it back to the consent
calendar allowing the exception for 3 SF of area but that the sign be redesigned, eliminating the
open sign, and replacing it with a decorative finish at the bottom of the sign which balances the
scroll work at the top and that there be no blue neon on the sign. C. Key the second agreed to
the amendment to the original motion.
Comment on the amended motion: when the applicant returns would like to see the PMS blue
color paint of the same finish as proposed to be used; should put PMS swatches on each
application (eight sets); think splitting hairs, can't have open but can have the bottom of the sign
a different shape; not clear on why cannot have open sign; open sign belongs on the store front,
this is cantilevered out over the street which is community property because it is over the
sidewalk, open signs belong on the building face.
Chairman Deal called for a roll call vote on the motion to continue the item so that the proposed
revisions could be reviewed on the consent calendar at a time when the applicant is ready. The
motion passed on a 7-0 vote. Since no action was taken this item is not appealable to the City
Council at this time.

signage; need to look at the ful elevation to see the true mass of the building; the is no choice
about height since placement is ased on building design; try for mirror image i placing the
signs since will be seen in close a d repeating; the adjoining parking lot is elevate to 6 feet,
that is the reason asked for additi al height on that side. Commissioner asked bout the
whiteness of the Mollie Stone letters, si facing Burlingame Avenue should be more p estrian
oriented would you consider reducing its s further, need to discuss with owner, want good
exposure to El Camino traffic traveling north; c d you relocate this sign to the upper part of
the wall would raise it above eye level and could be r d more as a vehicle sign, roof is curved
could move to upper parapet wall; is the proposed sign th ame size as that shown in the photo,
it is similar. There were no further comments from the floor and the public hearing was closed.

CEQA Status: Article 19. Categorically Exempt per Section: 15311 - Accessory Structures, Class
11, construction or placement of minor structures accessory (appurtenant to) existing commercial,
industrial, or institutional facilities, including but not limited to (a) on-premise signs.
Requests for this project: The applicant, Neon Sign Systems, is requesting a sign exception for the
area of signs on the primary and secondary frontages and for projection into the public right-of-way
for The Luggage Center at 1200 Burlingame Avenue, zoned C-1, Subarea A, Burlingame Avenue
Commercial Area. The applicant is requesting the following:
1) Sign exception on the primary frontage:
• 33.5 SF of sign area proposed on the primary frontage (Burlingame Avenue) where 30 SF is
the maximum allowed for a sign located more than 12' above grade. Signs located more than
12' in height above grade must be reduced by 60% of the permitted signage (60% x 50 SF =
30 SF) (C. S. 22.14.060).
2) Sign exception on the secondary frontage:
• 33.5 SF of sign area proposed on the secondary frontage (Lorton Avenue) where 30 SF is the
maacimum allowed for a sign located more than 12' above grade (C.S. 22.14.060).
3) Sign exception for projection into the public right-of-way (5'-1'/z" proposed where 4'-0" is
allowed) (C.S.22.08.070).
Summary: The applicant is proposing to remove a11 of the existing signs at this site and replace them
with new signs. Currently, there are four existing signs on the primary frontage and one sign on the
secondary frontage. On the primary frontage, there is one painted wall sign (2'-2" tall x 20'-6" long,
44.4 SF), one window sign (1'-2" tall x 9'-4" long, 11 SF), and one double faced projecting sign
(2' x 2', 8 SF total area) for a total of 4 signs and 63.4 SF. On the secondary frontage, there is one
painted wall sign (2'-8" tall x 31' long, 82.6 SF) facing Lorton Avenue. All of these signs are to be

removed. The total square footage of the signs on the primary and secondary frontages to be
removed is 146 SF (please refer to Table 1 for a description of the existing signage on the site).
Proposed Signs on the Primary Frontage:
The applicant is proposing to add two new signs on the primary frontage (Burlingame Avenue).
Please refer to Table 2 for a description of the proposed signage on the site. On the primary frontage,
there would be one awning sign (0'-9" tall x 9'-0" long, 6.75 SF in area) and one projecting sign (9'-2"
tall x 4'-9" long overall dimension, 33.5 SF in area). Because the proposed projecting sign would be
located on the corner of the building, one face of the double faced sign is allocated towards the
primary frontage (Burlingame Avenue), and the other face to the secondary frontage (Lorton
Avenue). The overall height of the proposed sign is 21'-6" above grade. A sign exception is required
for the area of the proposed projecting sign (33.5 SF proposed where 30 SF is allowed for signs
located more than 12' above grade). Signs located more than 12' in height above grade must be
reduced by 60% of the permitted signage (60% x 50 SF = 30 SF).
A sign exception is also required for projection into the public right-of-way (5'-1'h" proposed where
4'-0" is allowed) ofthe proposed projecting sign. The applicant has reduced the projection from 5'-
11" to 5'-1'h" since the February 22, 1999, study meeting. Planning would note that because the
proposed projecting sign would be installed at a 45 degree angle from the corner of the building, the
projection from the wa11 along Burlingame and Lorton Avenues would appear to be less than 5'-1'/z"
(4'-0" as measured perpendicular to wall). The applicant submitted a copy of a photograph showing
a similar projecting sign at this location for Miller Drug Co. in 1924.
The total signage proposed on the primary frontage is two signs measuring 40.25 SF in area (3 signs,
50 SF allowed). This is a 36% (23 SF) decrease in the total proposed signage on the primary
frontage as compared to the existing signage (63.4 SF).
Proposed Signs on the Secondary Frontage:
The applicant is proposing to add three new signs on the secondary frontage (Lorton Avenue). There
would be two awning signs (0'-9" tall x 9'-0" long, 13.5 SF in area) and one projecting sign (9'-2" tall
x 4'-9" overall dimension, 33.5 SF in area). A sign exception is required for the area of the proposed
projecting sign (33.5 SF proposed where 30 SF is allowed for signs located more than 12' above
grade).
The total signage proposed on the secondary frontage is three signs measuring 47 SF in area (3 signs,
50 SF allowed). This is a 43% (35.6 SF) decrease in the total proposed signage on the secondary
frontage as compared to the existing signage (82.6 SF).
Planning staff would also note that a sign permit has been approved for the awning signs on the
primary and secondary frontages. The applicant is currently obtaining the necessary building permits
to install the awning signs.

Sign Exception 1200 I3urlingame Anenue
Staff Comments: The Chief Building Inspector notes in his February 9, 1999 memo that the
structural calculations and design for support of sign must be submitted at the of building permit
submittal. The City Engineer and Fire Marshall reviewed the project and had no comments.
Study Questions:
At their meeting on February 22, 1999, the Planning Commission asked several questions regarding
this application (P.C. Minutes February 22, 1999). The applicant submitted revised plans (sheet 1,
date stamped February 26, 1999) showing the colors proposed for the projecting sign. Planning
would note that the projection of this sign has been reduced from 5'-10" to 5'-1'/z" from the corner
ofthe building (4'-0" maximum allowed). The projection would appear to be less than 5'-1'/Z" when
viewed from Lorton or Burlingame Avenue because the perpendicular projection as viewed along
these street is 4'-0". The projecting sign will be lit by exposed neon. The clock will be lit internally
with white neon grid. A detailed description of the illumination is given on the plans (sheet 1). The
proposed sign contains no florescent lighting.
The Planning Commission asked how will the open sign work and would it flash when the store is
open or change to closed when it is not. In a written response (letter dated February 25, 1999) the
applicant notes that the open sign would be turned on during regular business hours and off when the
store is closed.
The Planning Commission noted that a sign exception would not be required if the sign were reduced
by 3 SF. The applicant notes that originally, the sign was proposed to be 50 SF and was reduced to
32 SF. The applicant adds that any further reduction would make it difficult to produce from a
fabrication standpoint and would be difficult to read.
The Commission commented that open neon tubing is inappropriate for this period of sign and asked
the applicant to explain why it is needed. The applicant notes that the primary objective is to replicate
an era with the best method of signage. Although neon was on its infantile stage, it was used a lot
for illuminating signs. The only element not being used is porcelain enamel. Luggage Center has
over 401ocations and would like this store to have a dated look "1924". The Luggage Center would
like to have an antique looking sign with their colors. The company has changed their logo text to
a serif font and has added ornamentation that is different from what it typically used.
The stripes of neon tubing on the site will be removed along with the signage. The store manager
indicates that at this time he does not intend to use decorative neon tubing after the remodel is
complete. Planning would note that neon striping is not considered signage under the current sign
code.
Required Findings for Sign Exception: In order to grant a Sign Exception relating to height, area,
location or number of signs the Planning Commission must apply the following circumstances (Code
Section 25.06.110 a-b):
(a) any exception granted shall be subject to such conditions as will assure that the adjustment
thereby authorized shall not constitute a grant of special privilege inconsistent with the
limitations upon other properties in the vicinity and the district in which the subject property
is situate; and

(b) because of special circumstances applicable to the subject property, including size, shape,
topography, street frontage, location or surrounding land use; the size or height of the
building on which the sign is to be located; the classification of the street or highway on which
the sign is located or designed primarily to be viewed from, the strict application of zoning
regulations is found to deprive subject property of the privileges enjoyed by other properties
in the vicinity and under identical zone classification.
Planning Commission Action: The Planning Commission should hold a public hearing. �rmative
action should be taken by resolution. The reasons for any action should be clearly stated. At the
public hearing the following conditions should be considered:
Conditions:
1. that the signs shall be installed as shown on the plans submitted to the Planning Department and
date stamped February 26, 1999, sheet 1 and February 3, 1999, sheets 2 and 3 with a maximum
e�ctension from the corner of the building of 5'-1'/2" and the bottom of the projecting sign shall
be no closer than 12' to the sidewalk surface;
2. that any increase in the area of the signs on the primary and secondary frontages shall require an
amendment to this sign exception;
3. that the projecting sign and open sign shall not contain any moving or flashing lights and the open
sign shall not be illuminated when the store is closed;
4. that the clock on the projecting sign shall be maintained in good operating condition by the
merchant and shall show the correct time or it shall be removed;
5. that the conditions of the Chief Building Official's February 9, 1999, memo shall be met;
6. that any neon tubing used to attract attention to the business site, including neon tubing on the
windows, shall be considered signage and shall conform to the sign regulations applicable to the
site or require a sign exception before installation; and
7. that the project shall meet all the requirements of the municipal code and of the 1995 edition
California Building and Fire Codes as amended by the City of Burlingame.
