Allowable Use: Ready-to-eat food shop (considered a retail use) is permitted.
Summary: The applicant is proposing to replace an existing vacant space, previously Crepe Island, with a
new ready-to-eat food shop, Tiny Tea, at 1115 Burlingame Avenue, zoned BAC. Tiny Tea meets the
operating criteria of a ready-to-eat food shop, which is considered to be a general retail use and therefore
allowed as a permitted use in the BAC District (no Conditional Use Permit required for this type of food
establishment). Operating criteria include 1) sells food that is ready to eat at the time of sale, 2) does not
contain a full commercial kitchen, 3) contains no more than 150 SF of seating area, and 4) contains no
more than 1,000 SF of gross floor area.
This application includes changes to the exterior facade of the commercial storefront along Burlingame
Avenue, which measures 13'-6" in width. At the front of the building, the existing recessed angled entry, and
frameless glass storefront system will be removed. The existing stucco and horizontal decorative bands will
remain. There are no changes proposed at the rear of the building.
The proposed front elevation consists of a new aluminum and glass storefront system, including a smaller
recessed entry, aluminum and glass entry door, bifold window and solid oak window sill.
Retail uses located on the first floor within the parking sector of the Burlingame Downtown Specific Plan are
exempt from providing off-street parking (CS 25.70.090 (a)). With this application, there is no intensification
or change of uses proposed on the ground level. Therefore, no additional off-street parking is required for
the proposed retail business. The following application is required:

Staff comments: None.
Design Review Criteria: The criteria for Commercial Design Review as established in Ordinance No. 1652
adopted by the Council on April 16, 2001 are outlined as follows:
1. Support of the pattern of diverse architectural styles that characterize the city's commercial areas;
2. Respect and promotion of pedestrian activity by placement of buildings to maximize commerciat use
of the street frontage, off-street public spaces, and by locating parking so that it does not dominate
street frontages;

3. On visually prominent and gateway sites, whether the design fits the site and is compatible with the
surrounding development;
4. Compatibility of the architecture with the mass, bulk, scale, and existing materials of existing
development and compatibility with transitions where changes in land use occur nearby;
5. Architectural design consistency by using a single architectural style on the site that is consistent
among primary elements of the structure, restores or retains existing or significant original
architectural features, and is compatible in mass and bulk with other structure in the immediate area;
and
6. Provision of site features such as fencing, landscaping, and pedestrian circulation that enriches the
existing opportunities of the commercial neighborhood.

Environmental Review Status: The project is Categorically Exempt from review pursuant to the California
Environmental Quality Act (CEQA), per Section 15301 - Existing facilities, Class 1(a) of the CEQA
Guidelines, which states that interior or exterior alterations involving such things as interior partitions,
plumbing, and electrical conveyances are exempt from environmental review.
Sumir�ary: The applicant is proposing to replace an existing vacant space, previously occupied by Crepe
Island, with a new ready-to-eat food shop, Tiny Tea, at 1115 Burlingame Avenue, zoned BAC. Tiny Tea
meets the operating criteria of a ready-to-eat food shop, which is considered to be a general retail use and
therefore allowed as a permitted use in the BAC District (no Conditional Use Permit required for this type of

Design Review Study Meeting: At the Planning Commission Design Review Study meeting on March 22,
2021, the Commission discussed the proposed project and voted to place this item on the Regular Action
calendar when all of the required information has been submitted (see attached March 22, 2021 Planning
Commission Ninutes). The following is a summary of the Commission's comments (please refer to the
attached March 22, 2021 meeting minutes for additional details):
• Like the design but the bifold window and arch window above fills up the stucco space;
• Cross piece befinreen arch and bifold window is very thin, would be better if was a muntin or part of
the window frame;
• Connect the arch and bifold window; and
• In support of the project.
The applicant implemented the Commission's recommendations and submitted revised plans, dated NYarch
31, 2021 to reflect those changes.
Design Review Criteria: The criteria for Commercial Design Review as established in Ordinance No. 1652
adopted by the Council on April 16, 2001 are outlined as follows:

Suggested Findings for Design Review: That the aluminum and glass recessed storefront system, stucco
siding, and wood detail is consistent with the pattern of diverse architectural styles that characterize the
city's commercial areas; that the proposed storefront promotes pedestrian activity by allowing views directly
into the business; and that the proposed storefront improvements are consistent with the architectural style
and mass and bulk with other structures. For these reasons, the project may be found to be compatible
with the requirements of the City's five design review criteria.

Planning Commission A�ction: The Planning Commission should conduct a public hearing on the
application, and consider public testimony and the analysis contained within the staff report. Action should
include specific findings supporting the Planning Commission's decision, and should be affirmed by
resolution of the Planning Commission. The reasons for any action should be stated clearly for the record.
At the public hearing the following conditions should be considered:
that the project shall be built as shown on the plans submitted to the Planning Division date stamped
March 31, 2021, sheets A0.0 through A6.0;
2. that any changes to the size or envelope of the building, which would include changing or adding
exterior walls or parapet walls, shall require an amendment to this permit;
3. that any changes to building materials, exterior finishes, windows, architectural features, roof height
or pitch, and amount or type of hardscape materials shall be subject to Planning Division or Planning
Commission review (FYI or amendment to be determined by Planning staffl;
4. that demolition or removal of the existing structures and any grading or earth moving on the site shall
not occur until a building permit has been issued and such site work shall be required to comply with
all the regulations of the Bay Area Air Qualiry Management District;
5. that prior to issuance of a building permit for construction of the project, the project construction
plans shall be modified to include a cover sheet listing all conditions of approval adopted by the
Planning Commission, or City Council on appeal; which shall remain a part of all sets of approved
plans throughout the construction process. Compliance with all conditions of approval is required;
the conditions of approval shall not be modified or changed without the approval of the Planning
Commission, or City Council on appeal;
6. that the project shall comply with the Construction and Demolition Debris Recycling Ordinance which
requires affected demolition, new construction and alteration projects to submit a Waste Reduction
plan and meet recycling requirements; any partial or full demolition of a structure, interior or exterior,
shall require a demolition permit;
7. that the applicant shall comply with Ordinance 1503, the City of Burlingame Storm Water
Management and Discharge Control Ordinance;
8. that the project shall meet all the requirements of the California Building and Uniform Fire Codes, in
effect at the time of building permit submittal, as amended by the City of Burlingame;
THE FOLLOVIANG CONDITIONS SHALL BE MET DURING THE BUILDING INSPECTION PROCESS
PRIOR TO THE INSPECTIONS NOTED IN EACH CONDITION:
9. that prior to scheduling the framing inspection, the project architect, engineer or other licensed
professional shall provide architectural certification that the architectural details such as window
locations and bays are built as shown on the approved plans; if there is no licensed professional
involved in the project, the property owner or contractor shall provide the certification under penalty
of perjury. Certifications shall be submitted to the Building Department; and
10. that prior to final inspection, Planning Division staff will inspect and note compliance of the
architectural details (trim materials, window type, etc.) to verify that the project has been built
according to the approved Planning and Building plans.

Commission Questions/Comments:
> I like the bifold window. / see a frame around that opening, but not around the arched opening above .
IYs as fhough the glass looks like iYs just running into the stucco. What brought my attention to it is, it
looks like the top of the bifold window is framed by something that is stucco. If /ooks like a
four-and-a-half inch piece of sfucco across the head of fhe window and no frame in the radius opening in
the archway. Is that the case? Can you wa/k us through that? (Huang: So, fhe idea is to use a frame for
the bifold window and another frame for the arched window on top. lf you look at the divider between the
arch and bifold window, inside fhere is a tube steel in that area. That defines it.)
Public Commenfs:
> Riyad Salma: l represent the owner of the property. I wanted to voice the support that I have
expressed in the letter that I believe most of you should have received. We worked back and forth quite a
lot with the applicant over a number of months as they massaged this design. I think they really did a
fantastic job. lYs traditional, contemporary and elegant without being overstated and l think it will be a
welcoming addition fo the block. We're happy to see the design they came up with and we're looking
forward to them opening on the street. Thank you for your consideration.

Commission Discussion/Direction:
> As the owner of the building said, I like the understated character of the project. I like the arches .
However, there are some architectonics that I'm concerned with. One has to do with the horizontal
element between the bifold window and the arched window above. The stucco on the vertical sides of the
bifold doesn't bother me too much. Howeve� the four-and-a-half inch piece of stucco is purporting to be
something that doesn't make a lot of sense. Stucco is a cementitious material and it has weight. It

appears that there's a figural image in the background which is the stucco itself. That cross piece
behveen the arch and the bifold window is rendered in this architecfonics as a cementitious material that
is 4-1/2" wide. It would feel better if that were part of the frame. If there was a frame that filled the entire
opening, the bifold and the archway, and that was a muntin or cross piece in the window frame. lYs not
paying attention to what stuff ineans in architecture. Other than that, I like its understated nature. But 1
really find that questionable.
> I would agree. The header piece, if covered in stucco, is going to crack on either end immediate/y. It
needs to set back and you should think about the full arch top to bottom, much like fhe door is rendered.
You don't have a cross piece in the door, so they would go together nicely. IYs an opportunity for a little bif
of a material to show up like the frame of the bifold, but also show up in the window, because otherwise it
can look flat. There are a lot of nice things to say about this project and I would love to see it go forward.
> From my experience in insfalling bifold doors, they hang typically from the header. I would encourage
the applicant fo check with the engineer and the manufacturer to make sure thaf whatever that header is
above the door, it doesn't need to be fhicker because if iYs only 4-1/2", iYs going fo be a piece of 4x4 if it's
wood and the door is going fo make that sag. Just a point to be aware of because that may change the
whole design.
> 1 like the project. I agree with the detail issues that my fellow Commissioners have broughf up. I like
the sort of lemon yellow thaYs been identified for the bifold door and fhe frame. The soft yellow color
sitting there wil! be really pretty in that facade. It wou/d really hang together nice/y if it were all one uniform
piece. Even that cross piece can be the same yellow color with a cap piece over if. They've identified a
three-and-a-half by iwo-and-a-half stee/ tube as fhe header that my fellow Commissioner was ta/king
about. It tells me that they are trying to get the stucco attached to fhat, you're just trying to glue stucco on
like it is clay. By the time you get screens or something you're attaching to, if really wants to be a part of
that frame and part of that window system. Wth all that said, iYs a nice project and a good locafion for it.
It will be nice to see something come back to that location. IYs a nice little storefront fhe way it humbly
sits into what we have now. The project should move fonvard.
> It's a great little project for that part of the street, so I could support the project.

Tiny Tea - Fa�ade improvements
Dear Commissinners,
i am writing to share the (andlord's support of the applicant's propased project at 1115 Burlingame
Avenue.
Until about 2005, 1115 and 1117 Burlingame were a single combined space. Some of you may remember
"lona", which was the fast business to operate in that corrrbined lacation. Following the departure of lona,
the space was split in half to be shared by two retailers, a shoe store and a women's boutique. The fa�ade
of 1115 Burlingame Avenue, the subject of the application currently under consideration, was designed
to suit the unique needs of that specific retailer, a shoe store tf�at displayed shoes in those narrow window
recesses. What worked we(I for that bygone use is now simply an awkward inefficiency that today's
businesses cannot afford to maintain. This is particularly true for this camparatively narrow fa�ade which
is only about eleven feet wide.
A variety of factars were important to the Eandlord when reviewing this submittal. The new design must
be modern yet acknowledge and enhance the charm of the building and Avenue. It must complement
but not compete with its immediate neighbors. Lastly, it must incorporate some of the difficult lessons
we have learned over the past twelve months in regard to the impact of architecture on the health of a
building's occupants and a business's economics.
The Tiny Tea team exceeded our expectatians. Their modern design incorporates traditional elements
that will showcase the business's offerings while enhancing the building's overall appearance. The
operabie windows attract attention from passersby, improve ventilation and, should the need arise, offer
operationai opportunities for processing take-out orders.
We hope you will agree that the Tiny Tea design is an attractive and functional improvement for the
Avenue and that you will approve their application without delay.

RESOLVED, by the Planning Commission of the City of Burlingame that:
WHEREAS, a Categorical Exemption has been prepared and application has been made for
Commercial Desiqn Review for changes to the front fa�ade of an existinq commercial buildina at 1115
Burlinqame Avenue, Zoned BAC, Olive Grove Capital, LP, propertv owner, APN: 029-211-260;
WHEREAS, said matters were heard by the Planning Commission of the City of Burlingame on Aprii
12, 2021, at which time it reviewed and considered the staff report and all other written materials and
testimony presented at said hearing;
NOW, THEREFORE, it is RESOLVED and DETERMINED by this Planning Commission that:
1. On the basis of the Initial Study and the documents submitted and reviewed, and comments
received and addressed by this Commission, it is hereby found that there is no substantial evidence
that the project set forth above will have a significant effect on the environment, and categorical
exemption, per CEQA Section 15301 - Existing facilities, Class 1(a) of the CEQA Guidelines,
which states that interior or exterior alterations involving such things as interior partitions,
plumbing, and electrical conveyances are exempt from environmenta� review, is hereby
approved.
2. Said Design Review is approved subject to the conditions set forth in Exhibit "A" attached
hereto. Findings for such Design Review is set forth in the staff report, minutes, and recording
of said meeting.
3. It is further directed that a certified copy of this resolution be recorded in the official records of

that the project shall be built as shown on the plans submitted to the Planning Division date
stamped March 31, 2021, sheets A0.0 through A6.0;
2. that any changes to the size or envelope of the building, which would include changing or
adding exterior walls or parapet walls, shall require an amendment to this permit;
that any changes to building materials, exterior finishes, windows, architectural features, roof
height or pitch, and amount or type of hardscape materials shall be subject to Planning
Division or Planning Commission review (FYI or amendment to be determined by Planning
staffl;
4. that demolition or removal of the existing structures and any grading or earth moving on the
site shall not occur until a building permit has been issued and such site work shall be
required to comply with all the regulations of the Bay Area Air Quality Management District;
that prior to issuance of a building permit for construction of the project, the project
construction plans shall be modified to include a cover sheet listing all conditions of approval
adopted by the Planning Commission, or City Council on appeal; which shall remain a part of
all sets of approved plans throughout the construction process. Compliance with all
conditions of approval is required; the conditions of approval shall not be modified or changed
without the approval of the Planning Commission, or City Councit on appeal;
that the project shall comply with the Construction and Demolition Debris Recycling
Ordinance which requires affected demolition, new construction and alteration projects to
submit a Waste Reduction plan and meet recycling requirements; any partial or full
demolition of a structure, interior or exterior, shall require a demolition permit;
that the applicant shall comply with Ordinance 1503, the City of Burlingame Storm Water
Management and Discharge Control Ordinance;
that the project shall meet all the requirements of the California Building and Uniform Fire
Codes, in effect at the time of building permit submittal, as amended by the City of
Burlingame;
THE FOLLOWING CONDITIONS SHALL BE MET DURING THE BUILDING INSPECTION
PROCESS PRIOR TO THE INSPECTIONS NOTED IN EACH CONDITION:
9. that prior to scheduling the framing inspection, the project architect, engineer or other
licensed professional shall provide architectural certification that the architectural details such
as window locations and bays are built as shown on the approved plans; if there is no
licensed professional involved in the project, the property owner or contractor shall provide
the certification under penalty of perjury. Certifications shall be submitted to the Building
Department; and
10. that prior to final inspection, Planning Division staff will inspect and note compliance of the
architectural details (trim materials, window type, etc.) to verify that the project has been built
according to the approved Planning and Building plans.
