PROJECT DESCRIPTION:
The Sanchez Creek Channel is a 110-foot wide drainage channel which links the Sanchez
Creek lagoon to the south with the San Francisco Bay to the north. A four-lane bridge
crosses the channel 360-feet south of the entrance of the channel into the San I'rancisco
Bay.
The City of Burlingame proposes to add 1540 square feet of new surface along the Bay side
(north side) of the bridge, widening the bridge approximately 14 feet in order to add a
new eight-foot wide pedestrian pathway which will provide a link to the shoreline accesses
on either side of the bridge. Presently there is no sidewalk provided on that side of the
bridge. Six concrete piles will be placed into the channel to provide the required support.
The piles will be in line with the existing pile system under the bridge. The deck of the
bridge is at EL. 12.
ENVIRONMENTAL SETTING:
Sanchez Creek'Channel is primarily a drainage channel through which storm water runoff
enters the San Francisco Bay after passing through the Sanchez Lagoon. The channel is
also subject to tidal action, however, and provides the access by which Bay saltwater
reaches the lagoon area south of the channel. Water from the channel supports both marine
and estuarine life and is used for recreational fishing. However, neither the channel
nor the lagoon is known to be a habitat for any endangered species. :
The lands surrounding and forming the channel are all fill. The area was filled in the
1960's and is now occupied by office, hotel and restaurant uses.

substantially reduce the habitat of a fish
or wildlife species, cause a fish or wild-
life population to drop below self-sustaining
levels, threaten to eliminate a plant or
animal community, reduce the number or

relatively brief, definitive period of time
while long-term impacts will endure well
into the future.)
c. Does the project have impacts which are
individually limited, but cumulatively
considerable? (A project may impact on
two or more separate resources where the
impact on each resource is relatively small,
but where the effect of the total of those
impacts on the environment is significant.)

which will cause substantial adverse effects
on human beings, either directly or indirectly?

RESPONSES TO IDENTIFIED EVIRONMENTAL EFFECTS:
lb. This project involves a 1550 square foot widening of an existing bridge. Six
piles will be placed into the Sanchez Creek lagoon for support. The addition
will run the length of the 110-foot long bridge and is approximately 14 feet
wide.
lf. The six new concrete piles will be placed in line with the existing pile system.
Some erosion or siltation may occur at the base of each of the new piles as water
flows around them.
3b. Because the bridge surface will be larger, there will be more run-off into the
storm-drain system from the larger paved area. There shouldn't be an increase
in the amount of contaminants discharged into the system since the bridge widening
won't cause an increase in the number of cars using the bridge.

DETERMINATION:
On the basis of this initial evaluation:
(xx ) I find the proposed project COULD NOT have a significant effect on the
environment, and a NEGATIVE DECLARATION will be prepared.
( ) I find that although the proposed project could have a significant effect
on the environment, there will not be a significant effect in this case
because of the mitigation measures which have been added to the project.
A NEGATIVE DECLARATION WILL BE PREPARED.
( ) I find the proposed project MAY have a significant effect on the environment,
and an ENVIRONMENTAL IMPACT REPORT is required.
