Hair pieces Allowable Use: Office uses and other uses found desirable and compatible with the purposes of the district. Summary: InVisions, a consulting, salon, and general administration for non-surgical hair replacement company, is requesting a special permit to locate in Suite 30, at 1350 Bayshore Highway (2,926 SF). The new business will be located in the lower level of the existing nine story office building. InVisions will be open Monday through Thursday, 9:00 A.M. to 9:00 P.M., and Friday and Saturday, 9:00 A.M. to 5:00 P.M. with six employees now and eight projected in 5 years. The majority of customers are by appointment with only minimal walk in traffic. The maximum number of employees and visitors on the site at any one time is anticipated to be sixteen (16). Parking is provided in the existing 515 space garage and surface parking lot. As a retail service the new use would require 8 stalls (2,926 SF = 400 SF = 7.32 or 8 stalls). A retail service which is found desirable and compatible with the purposes of the district requires a special permit in the C-4 zone. Meets all other zoninq code requirements. Staff Comments: The Fire Marshal, Chief Building Official, and City Engineer had no comments. Required Findinqs for a Special Permit: In order to grant a Special Permit the Planning Commission must find that the following conditions exist on the property (Code Section 25.52.020 a-c): (a) the proposed use, at the proposed location, will not be detrimental or injurious to property or improvements in the vicinity, and will not be detrimental to the public health, safety, general welfare, or convenience; (b) the proposed use will be located and conducted in a manner in accord with the Burlingame general plan and the purposes of this title; (c) the Planning Commission may impose such reasonable conditions or restrictions as it deems necessary to secure the purposes of this title and to assure operation of the use in a manner compatible with the aesthetics, mass, bulk and character of existing and potential uses on adjoining properties in the general vicinity. Planninq Commission Action: The Planning Commission should hold a public hearing. Affirmative action should be taken by resolution. The reasons for any action should be clearly stated. At the public hearing the following conditions should be considered: Conditions: 1. that the project shall be built as shown on the plans submitted to the Planning Department and date stamped August 26, 1993 Sheet A-P Lower Level Plan (Before), Sheet A-P Lower Level Plan (After) and InVisions proposed floor plan (8�" X 11" ) ; 2. that the hair replacement business will be open 9:00 A.M. to 9:00 P.M. Monday through Thursday, and Friday and Saturday 9:00 A.M. to 5:00 P.M. with a maximum of eight (8) employees and 30 visitors growing to 50 in five years; and 3. that the project shall meet all the requirements of the Uniform Building and Uniform Fire Codes as amended by the City of Burlingame.
