SUBJECT: SPECIAL PERMIT TO BUILD AND OPERATE A GRAPHIC ARTS
SOFTWARE DEMONSTRATION LABORATORY BY ALDUS, CO. IN
THE LOWER OFFICE LEVEL OF 1350 BAYSHORE HIGHWAY,
ZONED C-4.
Larry Baca for Aldus Corp., Northwestern Mutual Life, property
owners, and Dewell and Fry, architects are requesting a special
permit to build and operate a graphic arts software demonstration
laboratory by Aldus, Co. in the lower office level of 1350 Bayshore
Highway, zoned C-4. This approximately 400 SF software laboratory
will be used to demonstrate products to potential clients. Aldus,
Co. currently leases 2,975 SF at Suite 620 on the sixth floor and
needs to expand their operations to include this new lab. The new
400 SF laboratory will operate Monday through Friday 8 A.M. to 5
P,M. with one employee and about 10 visitors in the first year
growing to 80 visitors in five years. The maximum number of
employees and visitors for the laboratory at any one time will be
five. Parking is provided in the existing 515 space garage and
surface parking lot. A research laboratory with classes requires
a special permit in the C-4 district (C.S. 25.41.025 b& d). All
other zoning code requirements have been met.
Staff Review
City staff have reviewed this application and the Fire Marshal
notes (2/10/92 memo) that a hazardous materials management plan
must be filed with the Fire Department as required in the Uniform
Fire Code. The City Engineer notes (2/19/92 memo) that a sewer
discharge permit will be required.
ApUlicant's Letter
The applicant notes in his special permit application and letters
of February 3 and 5, 1992 that the computerized pre-press produc-
tion labortory for sales demonstration purposes will not impact the
area or building. Located in the lower level there is already
adequate parking available in the garage and parking lot for the
proposed laboratory. This facility is a natural extension of their
current office space and headquarters on the sixth floor.
Study Meetinq
At the March 9, 1992 Planing Commission study meeting the commis-
sion asked about retail sales at the laboratory. Elizabeth Hearle
of R& B Commercial Management responds in her letter of March 11,
1992 that the laboratory is for demonstration only and not for
retail sales. Aldus does not sell directly to customers.
The trip generation rates for an office versus a laboratory are
virtually the same. According to the San Diego Traffic Generation
Reports an office has 3.8 weekday trips per employee with 1.13
vehicles per car. A laboratory has 3.8 vehicle trips per weekday,
with 1.12 persons per vehicle.

The equipment in the laboratory will be self contained not served
through the HVAC system for the building. The laser technology
used for the lab is similar to a laser printer now used as standard
equipment in any office. The equipment is not available for
inspection, but if necessary can be shipped to the site for
inspection.
Findings for a Special Permit
In order to grant a Special Permit the Planning Commission must
find that the following conditions exist on the property (Code
Section 25.52.020 a-c):
(a) the proposed use, at the proposed location, will not be
detrimental or injurious to property or improvements in the
vicinity, and will not be detrimental to the public health,
safety, general welfare, or convenience;
(b) the proposed use will be located and conducted in a manner in
accord with the Burlingame general plan and the purposes of
this title;
(c) the Planning Commission may impose such reasonable conditions
or restrictions as it deems necessary to secure the purposes
of this title and to assure operation of the use in a manner
compatible with the aesthetics, mass, bulk and character of
existing and potential uses on adjoining properties in the
general vicinity.
Planning Commission Action
The Planning Commission should hold a public hearing. Affirmative
action should be taken by resolution. Reasons for any action
should be clearly stated for the record. At the public hearing the
following conditions should be considered:
1. that the project shall be built as shown on the plans submit-
ted to the Planning Department and date stamped February 6,
1992 Floor Plan and Site Plan (both 82" X 11");
2. that the conditions of the City Engineers February 19, 1992
memo and the Fire Marshals February 10, 1992 memo shall be
met;
3. that the demonstration laboratory shall operate Monday through
Friday 8 A.M. to 5 P.M. with two employees and about 10
visitors in the first year growing to 80 visitors in five
years; and
4. that the project shall meet Uniform Building and Uniform Fire
Codes as amended by the City of Burlingame.

In response to the questions raised by the planning commission
about Aldus' Demonstration Lab, we would like to provide the
following response.
1) Will there be retail sales out of the lab?
No. The lab is for demonstration only. No product will be
available for sale at the lab or in the main suite (Suite 620)
occupied by Aldus. Aldus does not sell direct to customers.
2) Will the lab equipment/process create any fumes which could
travel through the building's air conditioning system?
No. The equipment being used is self-contained. The HVAC
serving the suite is building standard.
3) Is there any danger with respect to the laser technology
being used?
No. The laser technology is similar to that being used in a laser
printer which is now a standard piece of equipment in most offices.
The equipment is fully self-contained.
4) Is the equipment set up and running in the building?
No. However, we would be happy to have the equipment shipped to the
site to be inspected by the Commission.

I. Project Address: 1350 Bayshore Hiqhway, Lower Level
II. Project Description and Permits Requested:
Special Permit to build and operate a graphic arts software
demonstration laboratory by Aldus, Co. in the lower office
level of 1350 Bayshore Highway, zoned C-4. This approximately
400 SF software laboratory will be used to demonstrate
products to potential clients. Aldus, Co. currently leases

Categorically exempt per CEQA Code Sec. 15301 Existing
Facilities Class 1(a) Interior or exterior alterations
involving such things as interior partitions, plumbing, and
electrical conveyances.
A mitigated negative declaration will be required for any
chemical processing with conditions of approval attached to
the special permit. These conditions include a hazardous
materials Management Plan to be approved and filed with the
Fire Department as required by the Uniform Fire Code; and a
sewer discharge permit for any chemical discharges.

Dear Ladies and Gentlemen:
Attached please find a completed application for a special permit
which would allow us to construct a small (400 s.f.) demonstration
lab for Aldus Corporation, an existing tenant at One Bay Plaza.
The specific uses of the lab and hours of operation are addressed
by the tenant in the enclosed information and accompanying letter.
Background information on the equipment to be installed and chemicals
used (including MSDS sheets) was forwarded to Ms. Monroe on January
17th.
Please be advised that the actual construction drawings of the lab
are not yet in place as we are contemplating relocating the
management office to the lower level. If the lab is approved, we
will address both construction projects on one set of plans. However,
for your review, we have highlighted what we believe to be the
approximate future location of the lab.
If any additional information is required, please do not hesitate

In order to approve an application for a Special Permit, the
Planning Commission is required to make findings as defined by
the City's ordinance (Code Section 25.52.020). Please answer the

1. The Aldus Demo Lab will be operated in full compliance of all applicable regulations and
ordinances in an existing comercial high-rise building, and so will not represent a detriment to the
public health, safety, general welfare or convenience.
2. The Aldus demo Lab will be located in a space specifically improved for the purpose in an
e�cisting high-rise commercial building at 1350 Bayshore Highway. Since this building is also the
location of Aldus Corporation's existing Westem Regional Headquarters, the Lab constitutes a
natural extension of the existing activity of this office with no significant addidonal burden placed on
parking facilities or local foot or vehiculaz traffic.
3. Since the Aldus Demo Lab will be located in an existing commercial high-rise building at
1350 Bayshore Highway, no impact on the neighborhood's aesthetics, mass, bulk or character is
anticipated. Likewise, the proposed use (a small [- 400 square feet] computerized pre-press producdon
lab for sales demonstration purposes) will not impact either adjoining space within the proposed
building, nor adjoining pmperties in the course of its operation.

to our ability to accommodate the expansion requirements of one of
our existing tenants.
Aldus Corporation is a computer software company. The firm specializes
in software which helps people perform page layout and design functions
on the micro-computer.
Aldus leased a 3,000 square foot sales office on the sixth floor here
at One Bay Plaza in June of 1991. The tenant would now like to
buildout a small (400 square foot) demonstrator lab on the lower level
of the building in which it would demonstrate the use of its product
to potential clients.
Running the lab would involve using very small amounts of photo
processing chemicals. The use and management of these chemicals is
outlined in the attached proposal from the tenant.

The Aldus Graphic Arts Training and Demonstration Lab is a key component to the
company's plans to develop color publishing production expertise among key end users,
large corporate clients, reseller personnel and strategic manufacturing partner field repre-
sentatives.
The Lab Equipment Roster (and participating partners) will include the following:
• Agfa SelectSet 5000 PostScript Imagesetter (Agfa-Compugraphic Corporation): a
self-contained digital film exposure unit designed to produce laser-nnaged film
negatives for printing purposes.
• Pako Film Processor (Pako Graphic Systems, Inc.): a self-contained automatic film
processing unit for developing and fixing film exposed in the SelectSet 5000.
• Hoechst-Celanese PressMatch DTP Proofing System (Hoechst-Celanese Corpora-
tion): a three-piece system consisting of a laminator, light exposure frame, and self-
contained development unit for producing full-color pre-press proofs from film
generated on the SelectSet 5000.
• Apple Macintosh Quadra 700 computer (Apple Computer, Inc.): the workstadon on
which Aldus graphic arts softwaze will be installed. Will include a large format full-
color display, mass storage devices, and various low-resolution output devices,
including Tektronix Phaser II xi color thermal printer and the Apple LaserWriter IINT
black-and-white printer.
• Scanview ScanMate Color drum scanner (Scanview, Inc.): a high resolution color
scanner for image capture from reflective and transmissive originals.
• Densitometry equipment (X-Rite, Inc.): various measurement inswments for deter-
mining accuracy of black-and-white, and color tonal accuracy on film and proofs.
• Miscellaneous flat files, traditional paste-up and layout tools and third-party software
products.
The Lab will allow Aldus and its partners to clearly demonstrate the power, ease of use
and quality results that can be achieved with "desktop"-based color publishing systems.

Since producdon of high quality color remains a largely misunderstood process, conven-
tional sales and markedng approaches must be augmented with hands-on demonstration
and training.
Such training is almost campletely unavailable outside woridng production facilities and
trade schools. Since software is the element that unifies the various components neces-
sary to perform prepress work, several of the leading manufacturers of state-of-the-art
graphic arts equipment have made commitments to Aldus for equipment and supplies in
in exchange for the co-promotional value of Lab sponsorship. Unlike a conventional
production facility, where volume can be measured in the hundreds of pages per day, Lab
volume will be low, running perhaps 1,000 pages of film output per year. In spite of low
volume, the strategic importance of the Lab to Aldus cannot be underestimated.
Anything that can be done to expedite the availability of temporary facilities at One Bay
Plaza until a permanent space can be found would be most appreciated. As you know, the
fust major piece of equipment (the SelectSet 5000) is now taking up floor space in our
office, and other partners are eager to ship their components so the Lab can become
operarional.
I have enclosed another set of the relevant MSDS sheets for chemistries that will be in
use in the Lab, and wish to emphasize that none of the chemicals in use are nonious,
toxic, odorous or otherwise objectionable. We plan to capture the silver-containing
developer residue in a large drum and amange for a recycling company to claim it. If
necessary, I can put you in touch with the various manufacturers representatives if more
technical information is required, or references to other similar installations would an-
swer any remaining questions.

WHEREAS, application has been made for a special permit
to build and operate a graphic arts software demonstration laboratory
