HomeMy WebLinkAbout1350 Bayshore Highway - Staff Report1, �.�.-�''"„ P.C. 2/8/88 Item # MEMO T0: PLANNING COMMISSION FROM: CITY PLANNER SUBJECT: SPECIAL PERMIT FOR CLASSES IN AN OFFICE BUILDING AT 1350 BAYSHORE HIGHWAY, ZONED C-4 Vernon Skjonsby is requesting a special permit in order to hold regularly scheduled classes in a 1,764 SF office at 1350 Bayshore Highway, zoned C-4 (Code Sec. 25.41.025-d). These classes to demonstrate and train people to use software on computer equipment would be held four days a week (Monday through Thursday) between 9:00 A.M. and 5:00 P.M. The business has one full time employee at this site and flies in an employee to do the additional smaller four person classes. Two classes could be held on the site at one time during the four days: one class with a maximum of 10 students and one instructor and one with four students and one instructor. This business has been on this site since June, 1987. The presence of the business at this location was identified in a business license review. Staff Review City staff have reviewed this application. The Chief Building Inspector (January 25, 1988 memo) and Fire Marshal (January 19, 1988 memo) had no comments. The City Engineer (January 29, 1988 memo) comments he has no objection since class size is small, providing total parking on site for this building meets code requirements. Planning staff completed a site inspection and assuming there are still 48 parking spaces in the basement (locked at the time of site visit) the parking on site meets the 1:300 ratio required for this structure. Applicant�s Letter In his letter of January 8, 1988 Mr. Skjonsby reviews the level of training activity which his business does from their western regional office. He also reviews the hours of training and days of the week on which classes are held. He notes that attendance per week last year averaged 4.6 students and they had four smaller ( 4 person ) seminars . He does not expect any change in the level of training at this location for the next two years. His lease expires in two years. He does note that presently about 35� of the leasable space in the building is vacant. Also he notes that the construction w4rkers at the Hyatt Regency are using the parking lot. The majority of his clients fly into the area for training. Visitors generally stay at the Amfac next door and walk to class. They have a room rental agreement of some kind with the Amfac. 2 He notes he is the only employee of this company at this location. They do not expect to expand this in the next two years. After that they may expand but they would have to find a larger site. Study Ouestions The Planning Commission reviewed this request at study on January 25, 1988. In response Mr. Skjonsby noted that the present plans and lease with his company for this site (Suite 460, 1,764 SF) is for two years. If at the end of that time they need to expand their level of training activity, he surmised they would need a larger facility. The office manager is also the trainer. The second trainer when needed is flown in from another office for the duration of the smaller training session. In his comments (Planner�s memo January 27, 1988) he notes some confusion about how the parking spaces for the building were counted. Staff has since made a site visit and counted the available spaces. The site appears to meet current parking code requirements for an office building provided that the below grade spaces are available to the public. Plannina Commission Action The Planning Commission should hold a public hearing. Affirmative action should be taken by resolution. The reason for any action should be clearly stated. Facts in the staff report as determined to be pertinent should be included by reference. At the public hearing the following conditions should be considered: 1. that the training classes offered from the 1,764 SF area in Suite 460 shall not exceed a maximum of 14 people with two instructors, four days a week, Monday through Thursday; 2. that this business shall not employ more than one person full time at this site and part time employees shall be limited to those training the smaller (four person) sessions as described in the applicant�s letter dated January 8, 1988; and 3. that all the required parking spaces on this site be available to the tenants and their public for use. 1� 1 1 u �, Marg ret Monroe City Planner cc: Verne L. Garefalos SUBJECT: 1350 Bayshore Highway - Computer Training Classes DATE: January 27, 1988 I spoke with Mr. Skjonsby regarding the Planning Commission questions at the study session on January 25th. He replied that he serves as both office manager and trainer and is the only full-time employee. On average there will be one class with a maximum of 10 students and one instructor. Occassionally there may be a second seminar held with an additional 4 students plus one instructor. Both classes would be held during the same hours. Mr. Skjonsby commented that there was an error in the counting of parking spaces by the Management Company. Apparently they counted only the available parking spaces rather than all spaces, which accounts for the low numbers submitted. On January 28, 1988 at approximately 2:00 p.m., planning staff conducted a site inspection and counted 478 parking spaces at grade on this site. The below grade parking garage was closed off and not available for parking. Our records show that there should be 48 parking spaces in the garage, which would come to a total of 526 parking spaces, or 1 parking space per 300 SF.
