Charles King & Associates 3000 Sand Hill Road Building 2 • Suite 235 Menlo Park, California 94025 May 4, 1977 Planning Commission & City Council City of Burlingame 501 Primrose Road Burlingame, California 94010 Re: Proposed Office Building 1350 Old Bayshore Highway Gentlemen: Our proposed seven-story office building consists of 168,628 gross square feet including a 20,736 square foot basement and a 2,938 square foot mechanical penthouse on top of the seventh level roof. The building will contain approximately 15,800 square feet of retail space and a 5,000+ square foot branch bank or savings and loan institution on the ground level. The height of the building measured from grade at the building to the roof of the seventh level is 90 feet. The exterior of the building will be sheathed in a solar-efficient reflective grey glass and insulated spandrel glass. For those of you who may be familiar with the Borel/IBM building, immediately adjacent to Highway 92 in San Mateo, our building will have the same visual character as this building, for which Gensler and Associates was also the architects. We will submit photographs of this referenced building as well as samples of the glass we propose to specify for our building. In addition photographs of other similar glass buildings will be made available at the study session and public hearings for your review and comment. Planning Commission & City Council May 4, 1977 Page 2 Prospective tenants for the ground level retail space will be those types of commercial establishments that will serve the needs of the building tenants primarily and secondarily the occupants of those buildings within walking distance to the site. The establishments may include but not necessarily be limited to the following: 1. Delicatessen. 2. Photocopy center. 3. Dry cleaners (no on-site cleaning facilities). 4. Variety store (offering food, beverages, magazines, cosmetics, photo supplies and other sundry items). 5. Beauty salon. 6. Barber shop. All of these uses would enhance the building from a tenant viewpoint and would certainly be desirable and compatible with the office use in the upper six floors and the surrounding neighborhood. The basement level will be allocated to those uses to serve the tenant storage needs and to accommodate the mechanical and utility services necessary for a building of this size. The storage space would be walled-off into cubicles for each tenant and some portion of the basement would be set aside to house bulky computer equipment and tape storage if needed. If space was available after all of the above uses were accommodated it might be desirable to consider a health and gym facility for the exclusive use of the building tenants and perhaps even a dinner restaurant or discotheque which would not conflict with the daytime parking requirements. Our request for a 90 foot building height we believe is reasonable when reviewed on the basis of the surrounding structures and the results of a study on high-rise buildings which was conducted in March 1973, by William Spangle and Associates, planning consultants to the City of Burlingame for the "Open-Space Element". The results of the high-rise study suggested that one of two sites suitable for high-rise buildings was in the vicinity of our proposed project. The Airport Marina Hotel on the adjacent site to the north is a ten-story building and is approximately the same height as our proposed office building. Planning Commission & City Council May 4, 1977 Page 3 Due to the already marginal economic nature of this proposed project it would create a real economic hardship, which would definitely jeopardize the feasibility of the project, if anything less than the seven-story, 168,682 gross square feet were approved. The land cost and the expense of the existing excavation and backfill require the building to be this size in order to amortize these expenses during the life of the building. We feel that this project, which is a smaller version of the former 16-story high-rise design which we previously had approved for, on this same site, will provide a real visual asset and economic boost to the City of Burlingame.
