RESOLUTION APPROVING CATEGORICAL EXEMPTION AND SPECIAL PERMIT
RESOLVED, by the Planning Commission of the City of Burlingame that:
PLANNING DEPARTMENT WHEREAS, a categorical exemption has been proposed and application
CITY OF BURLINGAME has been made for a special permit for training sessions at
501 PRIMROSE ROAD ill Anza Boulevard. Ste. S00 (APN 026-342-090); (property owner:
BURLINGAME, CA 94010 Seabreeze 2 Venture, c/o Raiser Pron. Mgmt., 80o So. Claremont Street
San Mateo, CA 94402 ); and
WHEREAS, said matters were heard by the Planning Commission of the
City of Burlingame on November 8, 1993 , at which time it reviewed
and considered the staff report and all other written materials and
testimony presented at said hearing;
NOW, THEREFORE, it is RESOLVED and DETERMINED by this Planning
Commission that:
1. On the basis of the Initial Study and the documents submitted
and reviewed, and comments received and addressed by this commission, it
is hereby found that there is no substantial evidence that the project
set forth above will have a significant efiect on the environment, and a
categorical exemption, Sec. 15301 - Existing facilities, Class 1(a),
Interior or exterior alterations ..., is hereby approved.
2. Said special permit is approved subject to the conditions set
forth in Exhibit "A" attached hereto. Findings for such special permit
are as set forth in the minutes and recording of said meeting.
3. Yt is further directed that a certified copy of this resolution
be recorded in the official records of the County of San Mateo.

and electrical conveyances.
Summary: The applicant is requesting a special permit for training/
classes for the Kumon Educational Institute Co., Ltd. at ill Anza
Boulevard, Suite 100, zoned C-4. In 1989 Kumon was granted a
special permit, which expired in April of 1992, for classes in
Suite 108 of ili Anza Blvd which expired in April 1992. The
applicant states that Kumon moved to a new suite to facilitate
hiring two more employees for the increasing amount of clerical
work done at this office. The training sessions are less frequent
than the previous application because Kumon's focus is moving away
from the Bay Area.
The applicant states on his commercial application form that the
maximum number of people at the site in five years would be 22, but
at this time the maximum number of people will be 20. The training
sessions usually include between 5 and 7 people because of the
nature of their recruitment process. No instructional classes for
students are given at this location. All employees and trainees use
on-site parking.
The existing on-site parking is 119 spaces on grade and 241 spaces
underground for a total of 360 parking spaces. The Planning
Department has determined that no additional parking is required
for this use based on the amount of on-site parking provided, the
training attendee numbers provided by the applicant (see applicants
letter dated October 6, 1993) and the fact that no instructional
classes for students are given at this location.
The property owner has agreed to add an additional exit from the
ground floor training room which meets the Fire Department and
Building Department standards for egress from the training area.
The project meets all other zoning code requirements.
Staff Comments: The Fire Marshal,the Senior Building Inspector and
the Associate City Engineer had no comments.

Section 25.52.020 a-c):
(a) the proposed use, at the proposed location, will not be
detrimental or injurious to property or improvements in the
vicinity, and will not be detrimental to the public health,
safety, general welfare, or convenience;
(b) the proposed use will be located and conducted in a manner in
accord with the Burlingame general plan and the purposes of
this title;
(c) the Planning Commission may impose such reasonable conditions
or restrictions as it deems necessary to secure the purposes
of this title and to assure operation of the use in a manner
compatible with the aesthetics, mass, bulk and character of
existing and potential uses on adjoining properties in the
general vicinity.
Planninq Commission Action: The Planning Commission should hold a
public hearing. Affirmative action should be taken by resolution.

As the primary activity of this office is clerical/administrative in nature, there

is that the Planning Commission's main concern is the impact on parking when our
occasional training sessions and meetings are held.

The building has 356 parking spaces. Current occupancy of the building is about
90%; recent studies indicate that an average of only 60-70% of available parking
spaces are being used however. Therefore, the impact on parking even during the
occasional training sessions or meetings is negligible.
As our business grows, we do not plan to increase the number of participants to our
training (as this would dilute its effectiveness); neither do we anticipate increases
in the number of invitees to our orientations as we are increasingly holding these
off-site as our business expands outside the Bay Area.

The office's main functions--administrative and clerical--are entirely consistent
with that of existing uses in the vicinity (i.e, that of other tenants). Gatherings
of visitors to the office are only occasional but are not inconsistent with meetings
and gatherings held in the nearby hotel meeting facilities--except that ours are
smaller-scale, more infrequent, and because they are essentially by invitation, are
limited to a controllable number.

This letter accompanies our application for a Special Permit to replace our previous Special
Permit that expired in April. It is intended to further explain and clarify the activities that take
place in our offices.
There are three activities which are a part of our normal operations in which people other than
our regular staff visit our office: orientations, training sessions, and ordinary business meetings.
Orientations: These are informational meetings to recruit potential franchisees. These are
currently held six times per year. Attendance at these meetings varies; we've had as many as
15 and as few as zero, averaging about 5-7 people per orientation over the past year.
Training Sessions: These consist of four training sessions over four months—i.e., there are
twelve sessions each year. Attendance at each session can vary slightly—of the limited
number of invitees selected from orientations, many do not accept. Also, some trainees
invariably drop out. On average however, the number of attendees to any single training
session is about four to seven. There are also follow-up training sessions, with each training
"graduate" attending four follow-ups over one year (thus there is a total of twelve sessions
each year). The number of attendees to these varies too but is never more than the number
who complete each training cycle.
Business Meetings: Like any business, we do have occasional meetings held on an as-needed
basis. Of course attendance at these vary, but large numbers of people are not expected.
We do not anticipate the above changing in the future for several reasons: 1) As one-to-one
interviews are part of our selection process, we limit the number of candidates invited to each
orientation so that we can handle them; 2) as our recruiting efforts focus farther away hom the
Bay Area, we expect to hold orientations off-site rather than in this office; and 3) we limit the
number of participants in training so as not to decrease the quality of our training.
In general, our activities have not changed since our previous application. The primary function
of this office continues to be administrative and clerical in nature—activities in which outside
visitors come to the office are secondary and only occasional. We have added two permanent
employees since our last application and anticipate adding another within the next year. That—
and the desire for more storage space—was in fact the main reason we moved from suite 108.

We've found a solution to the exiting requirement that we feel can be
handled very easily.
Per the attached sketch, we propose to install an �xit only door thraugh
ane of the glass panels ta the exierior of tt�e building near th� {o�by
etltr�nCE. This door would be iocked at a11 times, to provide the
security that yau nee�, but would have a panic bar of some type that would

The CITY OF BURLINGAME PLANNING COMMISSION announces the

RESOLUTION NO.
RESOLUTION APPROVING CATEGORICAL EXEMPTION AND SPECIAL PERMIT
RESOLVED, by the Planning Commission of the City of Burlingame that:
WHEREAS, a categorical exemption has been proposed and application
has been made for a special permit for training sessions at
111 Anza Boulevard, Ste. 100 (APN 026-342-090); juroperty owner:
Seabreeze I Venture c/o Raiser Prop. Mqmt., 800 So. Claremont Street,
San Mateo, CA 94402 ); and
WHEREAS, said matters were heard by the Planning Commission of the
City of Burlingame on November 8, 1993 , at which time it reviewed
and considered the staff report and all other written materials and
testimony presented at said hearing;
NOW, THEREFORE, it is RESOLVED and DETERMINED by this Planning
Commission that:
1. On the basis of the Initial Study and the documents submitted
and reviewed, and comments received and addressed by this commission, it
is hereby found that there is no substantial evidence that the project
set forth above will have a significant effect on the environment, and a
categorical exemption, Sec. 15301 - Existing facilities, Class 1(a),
Interior or exterior alterations ..., is hereby approved. ,
2. Said special permit is approved subject to the conditions set
forth in Exhibit "A" attached hereto. Findings for such special permit
are as set forth in the minutes and recording of said meeting.
3. It is further directed that a certified copy of this resolution
be recorded in the official records of the County of San Mateo.
