Applicant: Mike Hirabayashi APN: 026-342-090 Property Owner: SeaBreeze I Venture General Plan:Industrial, Industrial and Office Uses Zoninq: M-1 Adjacent Development: Industrial and Office Uses CEQA 8tatus: Article 19. Categorically Exempt per Section: 15301 - Existing Facilities, Class 1(a), Interior or exterior alterations involving such things as interior partitions, plumbing, and electrical conveyances. Summary: The applicant is requesting a special permit for training/ classes for the Kumon Educational Institute Co., Ltd. at ill Anza Boulevard, Suite 100, zoned C-4. In 1989 Kumon was granted a special permit, which expired in April of 1992, for classes in Suite 108 of ili Anza Blvd which expired in April 1992. The applicant states that Kumon moved to a new suite to facilitate hiring two more employees for the increasing amount of clerical work done at this office. The training sessions are less frequent than the previous application because Kumon's focus is moving away from the Bay Area. The applicant states on his commercial application form that the maximum number of people at the site in five years would be 22, but at this time the maximum number of people will be 20. The training sessions usually include between 5 and 7 people because of the nature of their recruitment process. No instructional classes for students are given at this location. All employees and trainees use on-site parking. The existing on-site parking is 119 spaces on grade and 241 spaces underground for a total of 360 parking spaces. The Planning Department has determined that no additional parking is required for this use based on the amount of on-site parking provided, the training attendee numbers provided by the applicant (see applicants letter dated October 6, 1993) and the fact that no instructional classes for students are given at this location. The property owner has agreed to add an additional exit from the ground floor training room which meets the Fire Department and Building Department standards for egress from the training area. The project meets all other zoning code requirements. Staff Comments: The Fire Marshal, the Senior Building Inspector and the Associate City Engineer had no comments. 1 3PSCIAL PSRXIT 111 AATZA BLVD.,Ste.108 find that the following conditions exist on the property (Code Section 25.52.020 a-c): (a) the proposed use, at the proposed location, will not be detrimental or injurious to property or improvements in the vicinity, and will not be detrimental to the public health, safety, general welfare, or convenience; (b) the proposed use will be located and conducted in a manner in accord with the Burlingame general plan and the purposes of this title; (c) the Planning Commission may impose such reasonable conditions or restrictions as it deems necessary to secure the purposes of this title and to assure operation of the use in a manner compatible with the aesthetics, mass, bulk and character of existing and potential uses on adjoining properties in the general vicinity. Planninq Commission Action: The Planning Commission should hold a public hearing. Affirmative action should be taken by resolution. The reasons for any action should be clearly stated. At the public hearing the following condition should be considered: Conditions: 1. that the project shall conform to the plans submitted to the Planning Department and date stamped October 6, 1993 Sheet 1, Parking Plan and Floor Plan; 2. that the second exit shall be installed prior to any more training sessions taking place at this site; and 3. that the project shall meet all the requirements of the Uniform Building and Uniform Fire Codes as amended by the City of Burlingame. Your answers to the following questions wiil astthe-Placning Commission in making the decision as to whether the findings can be made for your request. Please type or write neatly in ink. Refer to the back of this form for assistance with these questions. 1. Exp/ain why the proposed use at the proposed /ocation wi// not be detrimenta/ oi Injurious to property or improvements in the vicinity or to pub/ic hea/th, safety, genera/ we/fare, or convenience. As the primary activity of this office is clerical/administrative in nature, there should be no effect on public health, safety,or general welfare. Our understanding is that the Planning Commission's main concern is the impact on parking when our occasional training sessions and meetings are held. 2. 3. The building has 356 parking spaces. Current occupancy of the building is about 90%; recent studies indicate that an average of only 60-70% of available parking spaces are being used however. Therefore, the impact on parking even during the occasional training sessions or meetings is negligible. As our business grows, we do not plan to increase the number of participants to our training (as this would dilute its effectiveness); neither do we anticipate increases in the number of invitees to our orientations as we are increasingly holding these off-site as our business expands outside the Bay Area. How wi// the proposed use be /ocated and conducted in accordance with the Bur/ingame Genera/ P/an and Zoning OrdinanceT Not Known. How wi// the proposed project be compatib/e with the aesthetics, mass, bu/k and character of the existing and potentia/ uses on adjoining properties in the genera/ vicinityT The office's main functions--administrative and clerical--are entirely consistent with that of existing uses in the vicinity (i.e, that of other tenants). Gatherings of visitors to the office are only occasional but are not inconsistent with meetings and gatherings held in the nearby hotel meeting facilities--except that ours are smaller-scale, more infrequent, and because they are essentially by invitation, are limited to a controllable number. 12/92 sp.frm 1. Exp/ain why ihe proposed use at the proposed /ocation wi// not be detrimenta/ or injurious to property or Impovements in the vicinity or to pub/ic hea/th, safety, geneia/ we/fare, oi convenience. How will the proposed structure or use within the structure affect neiflhborin properties o structures on those properties7 If neighborin properties will not be affected, state why. Think about traffic, noise, lighting, paving, landscapin sunlipht/shade, views from neighboring properties, ease of maintenance. Why will the structure or use within the structure not affect the public's health, safety or eneral welfare? Public hea/th includes such thinps as sanitation (parbae), air quality, dischaqes into sewer and stormwater systems, water supply safety, and things which have the potential to affect public health (i.e., underground storage tanks, storape of chemicals, situations which encourape the spread of rodents, insects or communicable diseases). Public safetv. How will the structure or use within the structure affect police or fire protection? II alarm systems or sprinklers be installed7 Could the structure or use within the structure create a nuisance or need for police services (i.e., noise, unuly atherings, loitering, traffic) or fire services (i.e., storage or use flammable or hazardous materials, or potentially danperous activities like welding, woodwork, engine removall. ienera/ welfare is a catch-all phrase meaning community ood. Is the proposal consistent with the city's policy and goals for conservation and development7 Is there a social benefit? Convenience. How would the proposed structure or use afFect public convenience (such as access to or parking for this site or adjacent sites)? Is the proposal accessible to particular segments of the public such as the elderly or handicapped7 2. How wi// the proposed use be /ocated and conducted in accordance with the Bur/ingame Genera/ P/an and Zoning OrdinanceT Ask the Plannin Department for the eneral plan desination and zoninp district for the proposed project site. Also ask for an explanation of each. Once you have this information, you can compare your proposal with the stated designated use and zoning, then explain why this proposal would "fit" accordinply. 3. How wi// the proposed poject be compatib/e with the aesthetics, mass, bu/k and character of the existing neighborhood and potentia/ uses on adjoining properties in the genera/ vicinityT How does the proposed structure or use compare aesthetically with existinp neighborhood7 If it does not affect aesthetics, state why. If chanqes to the structure are proposed, was the addition desined to match existing architecture, pattan of deWelopment on adjacent properties in the neihborhood7 If a use will affeat the way a neighborhooci or area laoks, such as a long term airport pa.rking lot, compare your proposal to other uses in the area and explain why it "fits". How does the proposed stucture compare to neihborinp structures in terms of mass or bulk? If there is no chane to structure, say so. If a new structure is proposed, compare its size, appearance, orientation etc. with other structures in the neihbohood or area. How will the structure or use within the structure change the character of the neighborhoodT Think of character as the image or tone established by size, density of development and general pattern of land use. wll there be more traffic or less parking available resulting from this use? If you don't feel the character of the neighborhood will change, state why. How will the proposed project be compatible with existin and potential uses in the peneral vicinityl Compare your project with existinfl uses. State why you feel your project is consistent with other uses in the vicinity, and/or state why your project would be consistent with potential uses in the vicinity. ,2rez .p.nm , cTr o eRUNc,aMe ..ow...r: CITY OF BURLINGAME SUPPLEMENTAL TO APPLICATION TO THE PLANNING COMMISSION COMMERCIAL APPLICATIONS 1. It is intended to further explain and clarify the activities that take place in our offices. There are three activities which are a part of our normal operations in which people other than our regular staff visit our office: orientations, training sessions, and ordinary business meetings. Orientations: These are informational meetings to recruit potential franchisees. These are currently held six times per year. Attendance at these meetings varies; we've had as many as 15 and as few as zero, averaging about 5-7 people per orientation over the past year. Training Sessions: These consist of four training sessions over four months—i.e., there are twelve sessions each year. Attendance at each session can vary slightly—of the limited number of invitees selected from orientations, many do not accept. Also, some trainees invariably drop out. On average however, the number of attendees to any single training session is about four to seven. There are also follow-up training sessions, with each training "graduate" attending four follow-ups over one year (thus there is a total of twelve sessions each year). The number of attendees to these varies too but is never more than the number who complete each training cycle. Business Meetings: Like any business, we do have occasional meetings held on an as-needed basis. Of course attendance at these vary, but large numbers of people are not expected. We do not anticipate the above changing in the future for several reasons: 1) As one-to-one interviews are part of our selection process, we limit the number of candidates invited to each orientation so that we can handle them; 2) as our recruiting efforts focus farther away hom the Bay Area, we expect to hold orientations off-site rather than in this office; and 3) we limit the number of participants in training so as not to decrease the quality of our training. In general, our activities have not changed since our previous application. The primary function of this office continues to be administrative and clerical in nature—activities in which outside visitors come to the office are secondary and only occasional. We have added two permanent employees since our last application and anticipate adding another within the next year. That— and the desire for more storage space—was in fact the main reason we moved from suite 108. If you have any questions, please don't hesitate to contact us.
