HomeMy WebLinkAbout111 Anza Boulevard - Staff Report,, 1 , � MEMO TO: FROM: SUBJECT: �����`�'' P.C. 4/10/89 Item # // PLANNING COMMISSION PLANNER SPECIAL PERMIT FOR CLASSES AT 111 ANZA BOULEVARD, ZONED C-4 Nancy Rancatore is requesting a special permit in order to use a 2,647 SF office area to hold general orientation and training sessions for the Kumon Math Tutoring system at 111 Anza Boulevard, zoned C-4. Classes are a conditional use requiring a special permit in the C-4 zone (Code Section 25.41.025 d). The Kumon Math Tutoring program would hold six general orientation sessions (3 hours each) and twenty-four training sessions (6 hours each) per year. The site would be used for classroom-type activity a total of 30 days out of the year. The orientation and training sessions would be attended by a maximum of 7 individuals. When training or orientation sessions are not being conducted the site will be used as a general office for the Kumon Institute. The office use would operate Monday - Friday from 9 AM to 5 PM with 3 staff. This same staff would conduct the orientation and training sessions. Therefore, during the training and orientation sessions there would be up to 10 individuals on the site (7 trainees and 3 staff). Staff Review City staff have reviewed this request. The Fire Marshal (March 13, 1989 memo) had no comments. The Chief Building Inspector (March 8, 1989 memo) notes that a building permit will be required for any interior remodelling of the office area and if the classroom area exceeds 1000 SF, a second exit will be required fXom this room. The City Engineer (March 27, 1989 memo) notes that parking usage should be compared with percentage of building currently occupied in order to insure that there would not be a parking problem when the building is in full occupancy. He states, however, that due to the small size of the proposed classes, the proposed use should not create any parking problems. A�plicant's Letter In his letters date stamped March 3, 1989 and April 3, 1989 Mr. Tsugio Fujiwara, the General Manager of the Kumon Institute explains that the Kumon program is a unique math tutoring system developed in Japan 30 years ago. They plan on having six general orientation sessions each year in order to recruit instructors for the math program. A maximum of 7 applicants would attend these orientation sessions. At the end of the orientation session the applicants are given math tests and then interviewed. Those applicants who pass the interview and test are then provided 4 training sessions within a three month period. Generally there are 5-7 individuals in each training session. Once they have completed the training session they sign a contract with the Kumon Institute and then find their own site for holding classes. 1 , � -2- Study Questions At study on March 27, 1989 the Planning Coommission asked several questions about this project (P.C. minutes March 27, 1989). Based on the approved plans of this building, it has 106,560 SF of office space and 356 parking spaces, which meets the current code requirement of one parking space per 300 gross SF. In the staff memo dated April 3, 1989 it is noted that orientation sessions last three hours each and are held either in the morning from 10 AM to 1 PM or in the afternoon from 1 PM to 4 PM. Only one orientation session would be held per day, it would either be in the morning or the afternoon. The orientation sessions would have a maximum of 7 applicants regardless of whether they are in the morning or afternoon. The building as a whole is currently about 65$ occupied (per phone conversation with Nancy Rancatore, March 28, 1989). Sheet A-2 of the plans submitted shows the existing other tenants in the building as well as the vacant tenant spaces. Ms. Rancatore was going to be monitoring the parking on the site and reporting how much of the parking was currently being used. This information has not yet been received. The applicant has explained that this is planned to be a permanent use of the site. The Planning Commission may, however, approve this use for a specified period of time. Upon termination of the permit the use would either have to cease or the applicant would have to reapply to the Commission of a new Special Permit. Findincrs for a Special Permit In order to grant a Special Permit the Planning Commission must find that the following conditions exist on the property (Code Section 25.52.020 a-c): (a) the proposed use, at the proposed location, will not be detrimental or injurious to property or improvements in the vicinity, and will not be detrimental to the public health, safety, general welfare, or convenience; (b) the proposed use will be located and conducted in a manner in accord with the Burlingame general plan and the purposes of this title; (c) the Planning Commission may impose such reasonable conditions or restrictions as it deems necessary to secure the purposes of this title and to assure operation of the use in a manner compatible with the aesthetics, mass, bulk and character of existing and potential uses on adjoining properties in the general vicinity. Planning Commission Action The Planning Commission should hold a public hearing on this project. Affirmative action should be taken by resolution and findings should be made. The reasons for any action should be clearly stated. At the public hearing the following conditions should be considered: � � , , -3- 1. that the business shall operate from a 2,647 SF office area, using a 736 SF area for the training and orientation sessions; 2. that there shall be a maximum of six orientation sessions (3 hours each) and twenty-four training sessions (6 hours each) per year and there shall be a maximum of 7 applicants in the orientation and training sessions; 3. that this use permit shall expire in three years (April, 1992) unless renewed or amended prior to that date; and 4. that this business shall be reviewed in six months (October, 1989) and yearly thereafter; �����-�c �`�z---. Mr. Fujiwara explained that the proposed 2,647 SF office area will be used to hold orientation and training sessions for the Kumon Math Tutoring System. Orientation sessions last 3 hours each (from 10 AM to 1 PM or from 1 PM to 4 PM) and are held six times a year. These orientation sessions consist of a maximum of 7 applicants interested in becoming instructors in the Kumon math tutoring system. From these applicants, 5-7 are chosen to attend the training sessions. Four training sessions (5-6 hours each) are held for each orientation session. The training sessions are held in the months following the orientation. A total of 24 training sessions would be held in a year (four training sessions for each of the six orientations). Training sessions are generally held from 10 AM to 2 or 3 PM. The site will be used for classroom-type activity a total of 30 days out of the year (6 orientations and 24 training sessions). The rest of the year, the site will be used for conducting general office/clerical activities for the Kumon Institute. The office part of the operation has a total of 3 employees and operates Monday-Friday from 9 AM to 5 PM. This same staff is responsible for conducting the training and orientation sessions.
