Girouard. The architectural plans date stamped June 6, 1980 show the garage level, typical floor plans, elevations and cross sections. The landscaping and irrigation plans prepared by Wilson & van Deinse are reviewed by the Park Director in his May 30 memo. Copies of the project design were circulated to staff for comment. The June 3, 1980 memo from the Chief Fire Inspector advises he has "reviewed this proposal and has no objections to approval". The June 18 memo from the Assistant City Engineer lists 9 Public Works conditions to be met at the time of the application for a building permit. During the Commission's June 9 meeting, staff expressed several concerns about the proposed basement parking: 6/6/80 DESIGN 1. Eight of the "obstructed on one side" parking spaces are 9' wide. RECOMMENDED NEW STANDARDS 1. A 10' space is required. 2. One parking space, obstructed on two sides, is only 9'-8" wide. 2. An 11' space is required. 3. The roll-up grill at the entrance 3. Minor adjustments to the present column spacing in the basement would substantially improve the first of the above problems. With these changes, for example, the line of 10 parking spaces along the south basement wall would be deficient by only 2' in the 100' length; a 2% deficiency will not adversely affect the regular use of these spaces. Points 2 and 3 above are somewhat related, and both concern the one guest parking space available immediately adjacent to the basement security gate. If the security gate were omitted (or relocated to an alternative location), and a small length of the adjacent retaining wall flaired at a greater angle, the use of this space would be both safe and convenient. Given these changes, the basement design would be very close to the new parking standards recently recommended to Council. �ith the above qualification, the proposed condominium design meets zoning ordinance requirements. It is also consistent with the open space standards specified in Commission Resolution No. 7-79. The engineering requirements of Commission Resolution No. 16-75 will be satisfied upon completion of the items in the Assistant City Engineer's memo. -2- Given these findings, staff has no objection to the approval of a condominium permit for this project. Recommended conditions for Commission review at the public hearing are: 1. that the final working drawings for this condominium project be generally consistent with the plans filed with this application; 2. that an amended basement plan be submitted for review and approval by the Plann�ing and Public Works Departments; 3. that the conditions recommended by the June 18, 1980 memo from the Assistant City Engineer be met; and 4. that the final landscaping and irrigation plans be a�proved by the Park Director prior to the issuance of a building permit. Show flood control (ridge along front property line 6" minimum above top of curb). 2. Show clearance as driveway goes under building overhang (7'min.) 3. Show utility service and connection located and constructed in accordance with City Standards, including sewer, water, electric, phone, gas, drainage (including unit shut offs). 4. Show sidewalk construction adjacent to curb as much as possible con- sidering street tree locations and remove existing driveway not used in new plan. 5. Show and verify underground electrical and phone service to an ex- isting pole or underground connection. 6. Provide gravity drainage to fullest extent feasible. 7. Show or specify una�t shut offs on all utilities. 8. For noise control, specify low noise vent fans, cushion water piping, low flow shower heads, other appropraite measures. 9.
