Subject: Updated Site Access and On-Site Circulation Review for Proposed Long-Term
Parking Lot Located at 620 Airport Boulevard 1035-633
This memorandum presents an updated review of the proposed site access and on-site circulation
review for the proposed 350-space long-term parking lot located at 620 Airport Boulevard in
Burlingame, California. The site access and on-site circulation was initially reviewed in a November
5, 2003 memorandum. The results of the updated review are presented below.
November 5, 2003 Site Access and On-Site Circulation Review
According to the July 7, 2003 site plan, all inbound vehicles would enter via a driveway on Airport
Boulevard and exit through a driveway to the adjacent Sheraton Hotel parking lot. Thirty (30) seat
shuttle buses would provide service between the lot and the airport terminal. The applicant is
proposing to provide designated shuttle pick-up and drop-off areas within the lot. The site plan is
presented on Figure 1. Changes to the site plan were recommended in the November 5, 2003
memorandum to improve vehicular and pedestrian access to the site.
Updated Site Access and On-Site Circulation Review
The current proposed on-site circulation is to allow shuttle buses to enter and exit via the Airport
Boulevard driveway. All other passenger vehicles would enter via the Airport Boulevard driveway
and exit to the adjacent Sheraton Hotel parking lot.
The following changes to the July 7, 2003 site plan, as illustrated on Figure 2, are recommended to
provide inbound and outbound access from the Airport Boulevard for either a 40-foot shuttle bus or
emergency vehicle:
• Increase larger curb radii at the Airport Boulevard driveway. Vehicles traveling westbound on
Airport Boulevard would have to make a sharp right-turn movement to access the parking lot.
This improvement may eliminate one or more proposed trees.
• Widen the proposed ramp from the Airport Boulevard driveway from 20 feet to 24 feet. The
24-foot wide ramp would be able to accommodate two-way shuttle traffic. The Airport
Boulevard driveway would also need to be widened to 24 feet.
• Provide striping on the ramp to designate two-way travel.

• Implement the following circulation pattern, as shown on Figure 3, for the proposed shuttle
buses:
o Enter via Airport Boulevard driveway
o Loop around perimeter of long-term parking lot in a counter clockwise direction
o Exit via Airport Boulevard driveway
Increase curb radius for vehicles at the point they enter the parking lot from the driveway.
This modification would eliminate a minimum of four parking spaces based on the turning
radii of a 40-foot shuttle bus or emergency vehicle. Note that a shorter bus or emergency
vehicle would require fewer parking spaces to be removed.
Provide a parking control gate with arms at the end of the Airport Boulevard ramp. This gate
would allow shuttle buses to exit onto Airport Boulevard and prohibit other outbound vehicles
from using the Airport Boulevard driveway. A tire shredder should be provided on the
inbound side of the parking gate to prevent exit vehicles. Appropriate warning signage
should be provided. The outbound lane would be 14 feet wide and the inbound lane would
be approximately 30 feet wide.
• Although the drop-off and pick-up circulation areas are not marked on the site plan, it is
recommended that a shelter be placed in the middle of the northernmost parking aisle tp
allow right hand loading of passengers. A striped pedestrian walkway should extend from
this shelter southwards through the lot. This improvement would eliminate nine parking
spaces.
• The north-south circulation aisle adjacent to the Sheraton Hotel exit driveway is
approximately 19 feet wide. It is recommended that this aisle be widened to 28 feet to
accommodate turning movement of emergency vehicles. Six parking spaces would be
eliminated.
. The short median island on Airport Boulevard, located immediately west of the project
driveway, should be removed to provide additional storage in the two-way left-turn lane for
eastbound vehicles to turn left into the site.
. The City of Burlingame Fire Department should review the site plan and the recommended
changes to ensure that their emergency vehicles can navigate around the parking lot.
On-Site Circulation Alternatives
Alternatives to minimize on-site circulation impacts include:
. Providing a turnout or shuttle stop and appropriate signage on the north side of Airport
Boulevard. This alternative would eliminate the need for the shuttle bus to travel through the
parking lot. The recommended pedestrian walkway should be extended to existing sidewalks
on Airport Boulevard. The location of a turnout or shuttle stop should be determined in
consultation with City staff.

These alternatives are shown on Figure 4
Conclusions
Several improvements were recommended to the site plan to improve pedestrian access and
vehicular access/circulation of a 40-foot shuttle bus or emergency vehicle. These improvements
include widening the ramp and Airport Boulevard driveway, providing larger curb radii, providing a
parking control gate for exiting shuttles, providing a shuttle shelter and striped pedestrian walkway,
widening the north-south aisle located adjacent to the Sheraton Hotel exit driveway, removal of
parking spaces, and removal of a short median island on Airport Boulevard to provide additional
storage capacity.
The City of Burlingame Fire Department should review the site plan and the recommended
improvements to ensure that their emergency vehicles can navigate around the parking lot.

This memorandum presents vehicular trip generation rates and peak-hour estimates for the proposed
350-space long-term parking lot located at 620 Airport Boulevard in Burlingame, California. The trip
generation rates are based upon AM and PM peak-hour driveway counts conducted for the 1,263-space
Anza Park & Sky long-term parking lot located at 615 Airport Bou�evard. The results of the sunreys, the
trip generation rates and peak-hour trip estimates, and discussion of site access and on-site circulation
are presented below.
Trip Generation Surveys and Rates
The number of AM and PM peak-hour trips generated by the proposed long-term parking lot was
estimated using the results of driveways counts conducted for a similar land use, Anza Park & Sky. The
number of inbound and outbound vehicles were counted at the Anza Park & Sky lot during the morning
(7:00 AM to 9:00 AM) and evening (4:00 PM to 6:00 PM) periods in October 2003. The traffic counts are
attached.
The highest one-hour volume (or peak-hour volume) was used to develop AM and PM peak-hour trip
generation rates. Table 1 presents the trip generation rates for the Anza Park & Sky lot. The existing
Anza Park & Sky lot generates 0.02 vehicular trips per parking space during both the AM and PM peak
hours.
Trip Generation Estimates
The number of peak-hour trips generated by the project was calculated using the proposed number of
spaces (350) and the existing Anza Park & Sky trip generation rates. Based on this information, the
proposed project is estimated to generate less than 10 trips during the AM and PM peak hours.

Site Access and On-Site Circulation
A review of the site plan dated July 7, 2003 was conducted to address site access and on-site circulation.
The site plan is presented on Figure 1.
Access to the parking lot is proposed via a driveway on Airport Boulevard and a driveway from the
adjacent Sheraton Hotel parking lot. Long-term parking patrons would enter using the driveway on Airport
Boulevard and proceed past an automated ticket dispenser. Vehicles would proceed along the western
boundary of the site and turn into the parking lot. The parking lot consists of nine rows of parking with
perpendicular parking spaces. All circulation aisles would permit two-way travel.
Thirty (30) seat shuttle buses would provide service between the lot and the airport terminal. The
applicant is proposing to provide designated shuttle pick-up and drop-off areas within the lot.

• Three of the horizontal or east-west circulation aisles are 24 feet wide. The southernmost east-
west aisle (closest to Airport Boulevard) is 33 feet wide. It is recommended that the east-west
circulation aisles be shifted to the south so that the southernmost aisle is 24 feet wide and the
northernmost aisle would be 33 feet wide. This modification would provide a wider circulation
aisle for vehicles entering from the Airport Boulevard driveway and for shuttle circulation.
• Although the drop-off and pick-up circulation areas are not marked on the site plan, it is

through the lot. This improvement would eliminate eight parking spaces. These improvements

provide a turnout for the shuttle bus on the north side of Airport Boulevard. This alternative would
eliminate the need for the shuttle bus to travel through the parking lot.

recommended that this aisle be widened to 28 feet to accommodate emergency vehicles. Six
parking spaces would be eliminated.

Conclusions
The proposed project is estimated to generate less than 10 total vehicle trips during the AM or PM peak
hour based on the results of surveys conducted for Anza Park & Sky. Several improvements were
recommended to the site plan to improve vehicular and pedestrian access. These improvements include
providing larger curb radii, shifting the circulation aisles southwards, providing a shuttle shelter and
striped pedestrian walkway, widening the north-south aisle located adjacent to the exit driveway, and
removal of a short median island on Airport Boulevard to provide additional storage capacity.
