Meeting was called to order at 8:06 P.M. by Mayor Irving S. Amstrup. PLEDGE OF ALLEGIANCE TO THE FLAG Led by John R. Yost, City Planner. ROLL CAI,L COU[3CIL FIEMBERS PRESENT: ANISTRUP,BARTON,CROSIIY,MANGINI,MARTIN COUNCIL tiEDffiERS ABSENT: NONE MINUTES " The minutes of the special meeting of December 1 and the regular meeting of December 3, 1979 were approved and adopted. SOLID WASTE BOARD Director of Yublic j9orks reported on recent Sacram�nto meeting of Solid Wastc Board re�Jarding their requirement that City landfill be covered daily. This would increase City disposal rates. At this meeting Burlingar�e's case had been removed from the Commission and sent back to be negotiated between operator and the County Fiealth Department. He thought there would be a reasonable solution. RENTAL TASF FORCE � rf��yor Amstrup spoke of the discussion of a rental task force kduring the Council/Planning Comr.0 ssion joint meeting of ( December 1, 1979; and stated it has now been reported by the Real Estate Board that they are considerinq a like effort. He t requested City rlanager to contact them and make arrangements £or fa discussion meeting on the subject. f RJ .� � H�:ARINGS 1. APPLICATION OF HOL9ARD W. BALL TO SELL USED AUTOMOBILES AT 26 ANITA F0�'1D Letter of November 15, 1979 from this applicant requested permit to sell used cars, with four or five cars for retail sales at this address. He listed references and experience. D?emo of rlovember 29, 1979 from Services Bureau, Burlingame Police Department indicated no objection to the operation as described by Mr. Ball. r;emo of November 21, 1979 from Chief Fire Inspector also indicated no objection. • _ City Attorney reviewed history of this non-conf.orming commercial use in an R-3 area, classified as a"public garage," noting it would be phased out only if it were not used as such for a period of six months. . Public hearing was declared opened. Howard Ball announced his availability for 5uestions. In response to Council questions he stated that he would operate solely on a wholesale basis, but needed a re�ail permit to satisfy DhN requirements. There was no further comaent and public hearing was declared closed. Councilman Crosby r.�oved this permit be approved, second by Councilman �fangini, carried on unanimous roll call vote. � �
