Gentlemen:
I will be out of town at the time of the hearing
and wish to express my opinion as to the varianceo
Should the extra room and bath not be necessary
to accomodate the famil.,y residing there, and just
for speculation. I would be against the variance.
Should the extra room and bath increase the number
of people living in the house �nd increase the
parking problem on Alvarado Street because of in-
sufficient garage space�. which would necessistate
leaving cars parked in the street, now or in �he
future� I would oppose the variance.
Alvarado Street at this point.is very narrow and
parked cars are a indrance to traf'fic.

SUBJECT: TWO VARIANCES TO ADD A 718 SF SECOND FLOOR BEDROOM AND
BATHROOM TO THE EXISTING SINGLE FAMILY HOME AT 1380 ALVARADO AVENUE
This application is to remodel the existing 2 bedroom, 2 bath house at 1380 Alvarado
Avenue by adding a third bedroom and additional bath at the second floor level. A
variance is required because the present house has only a 5'3" setback from Alvarado
Avenue (rather than the minimum 7'6" side setback* required by Code Sec. 25.62.050)
and Code Sec. 25.50.080 advises that "a non-conforming building may be enlarged or
extended only if the entire building...is made to conform to all the regulations of
the district in which it is located." A second variance is required because the
addition of a third bedroom to any single family home requires that two 10' x 20'
off-street parking spaces be provided behind the front or side setback lines; the
basement garage at 1380 Alvarado is 23'5" wide, but one of the parking stalls is
only 17'5" deep (a 2'7" deficiency).
In his August 22, 1980 letter Mr. F.M. Taurian describes the personal circumstances
that have prompted this application. He notes that "one home is a two-bedroom home
and due to the imminent stay of an elderly parent we are forced to add on to our prop-
erty...The economic situation has made it impossible for us to buy a larger home."
The proposed plans show that the present house is one story and that the addition
would raise the ridge line by approximately eight feet, to a maximum height of 28'
above grade. The new bedroom and bathroom would be added towards the back of the
house, 4' away from the side property line adjacent to 2715 Hillside Drive. Four
windows are proposed in this side wall (two bedroom windows and two bathroom windows);
the bedroom windows will overlook the neighbors' backyard, and may result in some loss
of privacy. No Fire or Building Code problems will resul.t, however; the Fire Depart-
ment has reviewed the plans and the Chief Fire Inspector has advised that single family
homes (in Fire District 3) can have "unprotected windows" if they are not less than
36" from an adjacent property line.
To bring the existing structure to code for a th�ee bedroom home would require two
changes:
1. 2'3" would need to be removed from the 25' side exterior wall of the house
adjacent to Alvarado Avenue. This would reduce bedrooms #2 and #,3 (reference
Sheet 1 of the plans) to approximately 160 SF each and also reduce the lengths
of the two existing garage parking spaces to 19'3" and 15'2" (reference
separate "letter size" basement plan, date stamped August 27, 1980).
2. Each of the basement parking spaces would need to be lengthened to a full 20'
With regard to the first change, the present house was constructed (after approval of
a Building Permit from the City of Burlingame) with a 5'3" setback from Alvarado
Avenue. No problems have been observed with this deficiency over the years, and to
require that it be corrected at this time would be a substa.ntial hardship. The new
addition will be set back approximately 22' from the Alvarado Avenue property line,
and will not add to the present non-conformity.
* The front setback on Hillside Drive is approximately 28'6", which is 4' in excess
of the 24'6" average setback on Hillside Drive between Benito Avenue and Alvarado
Avenue.

The second correction would require that one of the basemen t parking spaces be leng-
thened 2'7". This could be achieved without changing the appearance of the house.
The issue appears to be one of necessity. A 17'5" long parking space will comfortably
accommodate a compact car (Burlingame's standard compact car space is 8' x 17' ),
and the numbers of compact cars in general use have increased recently. Also, this
garage has served adequately since its original construction.
In staff's opinion, this is a reasonable addition. The submitted plans are of good
quality and the new work will relate well with the style of the present home and sev-
eral other homes in this neighborhood. With the sole exceptions of garage length and
the Alvarado Avenue setback, the proposed addition meets all zoning ordinance require-
ments. After reviewing the plans and Mr. Taurian's August 22, 1980 letter, staff
has no objection to the approval of this application if the Commission first determines
that the legal requirements* for a variance have been met satisfactorily.

lowing is true:
a. That there are exceptional or extraordinary circumstances applicable to the
property so that a denial of the application would result in undue property loss;
b. That such variance would be necessary for the preservation and enjoyment of a
property right of the owner of the property involved;

public health, safety or welfare, or injurious to other property owners, or

As you can determine from our plans, already sub-
mitted, our addition is not only to improve the value of our
property, but also of necessity. Our �ome is a two-bedroom
home and due to the imminent stay of an elderly parent we are
forced to add on to our property. We feel tizat the addition
in no way will be detrinental to the area, on the contrary,
it will enhance the area. The economic situation has made it
irnpossible for us to buy a larger home, we have no alternative
but to enlarge our existing hone.
We are surrounded by larger homes than ours and we
feel that our addition will conform with the existing neigh-
borhood.
