My farnily has made its home at 3100 Mazgarita, Ave. for over 25 years. Our house is next to 1568 Alturas Dr. in a wesdsouthwest direction. Within the last week we have become aware that the proposed construction project for 1568 Alturas Drive is greater in scope than we, and several of oux neighbors, initially thought. We are worried that the aroposed construction wilt (i) obstruct the views that we currently enjoy from our properky, and (ii} present a new structure that is incompatible with our neighborhood. On Monday, August 21, 2000, I spoke with Anne Hildebrandt, the new owner of the house at 1568 Alturas Dr,, and asked if she would place mazkers (e.g. sticks and strings} that would give a visual outline of the proposed addition so the neighborhood could properly access the impact of the construction. Mrs. Hildebrandt was very cordial and said that she would try to accommodate the request. I believe that in order to properly access the proposed construction the neighborhood needs the benefit of all reasonable information, including a view of markers that indicate the project's impact. If such in%rmation is not available before the Planning Commission's Public Hearing on this application (currently scheduled for Monday, August 28, 2000), I would insist that the Planning Commission delay any iinal hearing and any decision on the application, until the appropriate information is madc available. Letter to City of Burlingame Planning Commission August 22, 2000 I believe that zny request to have markers erected is a reasonable one. A Planning Commassion decision that is nnade without affording Burlingame residents all reasonable information could cause irreparabl.e harm to our neighborhood. This threat of harnn to the neighborhood seriously outweighs any inconvenience that Mr. and Mrs. Hildebrandt would experience by erecting the requested markers. Thank you for your attention my family's concexns. Very truly, Helaine Darling Cc: Anne and Andreas HiIdebrandt 1568 Alturas Drive Burlingame, CA 94010 Helaine & Richard Darling 3100 Margarita Ave., Bnrlin$ame, CA 94010 August 28, 2000 Gity of Burlingame Ptamiing Commission SOl Primrose Road Burtingame, CA 94010 Dear Commissioners: , d U G D \U As neighbors thai look directly down hil} to 1568 Altwas, we would like to voice our concern regarding the impact of the proposed construction. 1) nc rn: We are worried that the second story addition and chimney remodeling wili adversely change the views we currendy enjoy from ow family room and our second story bedroom window. We have enjoyed views of trees, bushes and shrubs in the past, and we are afraid that this view will be replaced by a view that is dominated by the addition and new chimney. 2) Amicable Solution: We have talked to Andreas and Amiie Hildebrandt, the new owners of i568 Alturas, and we have agreed to a plan that will address our concerns with the construction. The Hildebrandts have agreed to landscape and maintain the western corner of their property with trees d bushes that will be tall enough and dense enough to reasonabty obscure the view of their addition and chimney. We feel this is a good solution to our concem that will allow the Hildebrandt's project to proceed without delay. 3) Reauested Planning Commissian Acdon: We request that as a condition to the Planning Cornmission's approval of the permit, the Hildebrandts landscape and maintain the western corner of their property with sufficient trees and bushes to reasonably obscure the view of the addition and chunney. Thank you for your attention to this matter. y, ;/ - Helaine and Richard Darling , /`L % Attachments: 1) Aerial view of 3100 Mazgarita and 1568 Alturas. 2) Western corner of 1568 Alturas viewed from 3100 Margarita family room. . --'«• r3` :z+ `v F•. "./ '___ , , ' ,• ,.,a-.. . i• : ::' a k` ' , • , - a , .: .,, • ' :,• . A 566 SF uncovered deck offthe main level would be located over the roof above the lower level. With the addition and remodel, the house would be enlarged from 2453 SF (0.20 FAR) to 4493 SF (0.37 FAR), where 4940 SF (0.41 FAR) is the maximum allowed). The house will remain a 3-bedroom residence. New living area including a family room, recreational train room, top story viewing room and expansion to the kitchen and master bedroom would be added with the addition. Design Review and Hillside Area Construction Permrt 1568 Alluras Drive Preliminary Design Review Study Meeting: On August 14, 2000, the Planning Commission reviewed this project for preliminary design review (see attached August 14, 2000, P.C. Minutes). The Planning Commission noted that on the driveway side at the garage on the right side elevation, there is a gable roof end shown, a hip would fit the character of the house better; clarify how much of the house will be covered with board and batten; asked where the trellis will go and how much lot coverage will it add; the large round top window at the rear does not seem to fit the structural elements or the window pattern, replace it with a taller rectangular window or transom; can the front plate line be dropped to match the rest of the front elevation plate height and the window reduced where the Jacuzzi is proposed; submit pictures taken from the "widow's walk" deck at the height of a person standing on the future deck to show the views into neighbor's yards. The commission recommended that this item be placed on the consent calendar for action if the applicant addresses the Commission's concerns. The applicant has submitted revised plans date stamped August 17, 2000, and submitted photos showing the view from the "widow's walk. The following changes were made to the design: 1) on the front elevation, the plate height of the addition was reduced, and the size of the window was reduced; 2) on the right side elevation, the gable roof above the garage was changed to a hip roof; 3) on the rear elevation, the rounded window was changed to a rectangular window; 4) a trellis was added along the rear elevation to cover an existing parking space; a stairway to the viewing room was added, rather than a ship's ladder; this resulted in a larger main floor addition and a larger viewing room. Staff Comments: Attached Required Findings for Hillside Area Construction Permit: Review of a hillside area construction permit by the Planning Commission shall be based upon obstruction by construction of the existing distant views of nearby properties. Emphasis shall be given to the obstruction of distant views from habitable areas within a dwelling unit (Code Sec. 25.61.060). Hillside Area Construction Permit Findings: Based on the fact that the lot slopes down from the street and the addition projects a maximum of 14'-6" above the top of curb level, and based on the comments made by the Planning Commission at the August 14, 2000 preliminary design review study session, the project is found to have no substantial impact on views from adjacent properties. Design Review Criteria: The criteria for design review as established in Ordinance No. 1591 adopted by the Council on Apri120, 1998 are outlined as follows: Compatibility of the architectural style with that of the existing character of the neighborhood; 2. Respect for the parking and garage patterns in the neighborhood; Architectural style and mass and bulk of structure; 4. Interface of the proposed structure with the structures on adjacent properties; and 5. Landscaping and its proportion to mass and bulk of structural components. Design Review Findings: Based on the findings stated in the attached minutes of the Planning Commission's August 14, 2000, preliminary study meeting and on the changes made in response to Planning Commission's comments, the project is found to be compatible with the requirements of the City's five design review guidelines. Design Review and Hillside Area Construction Permit 1568 Alturas Drive Planning Commission Action: The Planning Commission should hold a public hearing. rmative action should be by resolution and include findings, and the reasons for any action should be clearly stated.
