Glass 1-minor exterior alterations (signs).
Summary: Cole European is �requesting a master sign program and
sign exception for number of signs on the primary frontage and area
on the secondary frontage at 65 Ca�ifornia Drive, zoned C-2. A
sign exception is required for six signs where 3 signs are allowed
on the California Drive frontage (CS 22.16.050). The amount of
sign area proposed on� tlie primary frontage is 277 SF where the code
allows 300 SF, Another sign exception is required for an existing
nonconforming 10 ° X 20!r, wall sign (200 SF) , approximately 15' tall,
on the parking lot secondary frontage. The siqn code allows 50 SF
on the secondary �frontaqe (S.C. 22.16.030) . All proposed signs are
under the maximum hei�ght of.31'. An existing 15' tall double
faced, ',Premier Sales�and Leasing� pole sign (18 SF) located where
the 'Subaru� sign is.proposed, will be removed. This existing sign
and the new proposed Subaru sign are located in the public right of
way. The applicant has�;' applied for an encroachment permit for this
sign which will be�reviewed by the City Council after Planning
Commission action. B�low is a table describing the proposed and
existing signs to remain. All other sign code requirements have
been met. �
8taff Comments: The City Engineer notes in his November 17, 1992
memo that the proposed pole sign that will replace the �Premier'
sign, is located in the public right of way and will require an
encroachment permit. The pole sign is located 8'-3" from the face
of the curb within the;•,;9;'-2�" wide right of way. If the applicant
wishes to.keep. the s�ign at this location it will require an
encroachment permit. <,�;
Study Meetinq Questionss At the November 9, 1992 Planning
Commission study meeting the commission asked about the appearance
of the � Subaru � pole si,gn. The applicant has provided a photograph
of a similar sign in San Carlos in her letter of November 13, 1992.

indicate the location of the pole sign. The applicant has
indicated that the sign will be in the same location as the
existing 'Premier Sales and Leasing' pole sign located in front of
69 California Drive. A�red mark has been painted on this existing
pole sign to identify it for the commissioners. No encroachment
permit was�issued prior to installation. As a part of this
application this sign`will require an encroachment permit. The
applicant has applied for the encroachment permit.

8tudy Meetinq Questions (aontinued): In her December 17, 1992
letter the applicant; notes that she has reviewed different
locations for the pole 'sign outside of the public right of way, but
finds it difficult to ;�anve because of existing foundation walls,
and the roof eave of the adjacent building. If the pole sign was
moved to avoid the roof line it would have to project above the
roof and exceed the maximum height limit of 31'. She requests that
her master sign program be approved contingent upon the approval of
an encroachment permit for this sign.
The City Engineer responds to the applicants' December 16, 1992
letter in his December- 31, 1992 memo. He indicates that to
construct the sign foundation adjacent to the building at 69
California Drive would be more costly since the existing buildinq
foundation wall would have to be modified. He notes that there may
be other sign locations not discussed by the applicant. He
indicates that using the existing sign location will require
removal of th� existing sign foundation and acquisition of an
encroachment permit. �•°.; ,

Required Findinqs for 8iqn Ezaeption: In order to grant a Sign
.Exception relating to he;ight, area, location or number of signs the
Planning Commission must apply the following circumstances (Code
Section 25.06.110 a-b):;�
a. any exception granted shall be subject to such conditions as
will assure that,the adjustment thereby authorized shall not
constitute a grant;of special privilege inconsistent with the
limitations upon other properties in the vicinity and district
in which the subject property is situate; and
b. because of special circumstances applicable to the subject
property, including size, shape, topography, street
frontage, location„or surrounding land use; the size or height
of the building on which the sign is to be located; the clas-
sification of the;,street or highway on which the sign is
located or designed primarily to be viewed from, the strict
application of zoning regulations is found to deprive subject
property of priv;ileges enjoyed by other properties in the
vicinity and under identical zone classification.
Planninq Commission Action: The Planning Commission should hold a
public hearing. The reasons for any action should be clearly
stated. At the public;;hearing the following conditions should be
considered: ,

Reference: Sign permit for Subaru sign at 69 Calif.or.nia nr..
In response to Mr. Erbacher's memo dated Novemher 17, 199�
regarding positianing of the proposed sign, I off_er the
following:
1. I have cansu]ted with two separate sign companies
and both agree that to move the existing sign
back from the street towards the existing building
in the present location would require that the
foundation of the building be altered in order to
have proper footing for the proposed sign.
2. In addition to the the alterataon of. the buildings
foundation,the roof line would have to be altered
to accommodate the support pole and the positioning
of the lettering on the sign would have to be
raised in order to clear the roof line. In that
our present proposal shows the sign height of
30'6" any increase in height would exceed the
city's height limitation of 31'.
3. I inquired of the sign companies if there was
any other location where the sign might be placed.
The consensus was that in order to move the
sign back any further on the property it would
require several additional fe�t,(maybe as much �s 10
feet). This additional height would be required
in order to clear the roof enough so that the sign
would be visible.

I would like to request that our application be considered
for the sign location to be as proposed in the original
application. There has been a sign in this location for
several years with no kn�wledge that it was within the public
right-of-way. I will be making aPplication f.or an
encroa�hment permit for the new sign. I have been told th�t
the footing for the new sign wauld r.equire no mare than an
additional 6 inches from the existing footing into the publi.c
right-of-way. I would therefore request that if possible
this application be approved contingent upon issuance of an
encroachment permit.

REVIEW OF DECEMBER 16, 1992 RESPONSES FROM COLE EUROPEAN
I have the following comments:
1. Building/Sign Foundation - Moving the sign towards the
building would require a special design for the sign
footing, not a standard hole with standard reinforcing
but it would be more expensive. The building foundation
may extend towards the street below grade. That portion
may need to be removed/modified.
2. Roof/Building Alteration or Over Height Sign - Agree with
comments.
3. Other Sign Locations - Not discussed in the letter but it
is possible to install a sign elsewhere (at entrance to
display but that would block the entrance, especially for
show room vehicles access).
4. Replace Existing Sign, Same Location - This option does
require removal of the existing sign's foundation and
electrical conduit. This option requires Council
approval of a Special Encroachment Permit. The
Encroachment Permit application should be presented at
the City Council its next meeting after Commission
action. This should be placed as a condition of approval
as suggested in this letter.

This sign will be located in the same location
of an existing pole sign in front of 69 California Dr.
The existing sign has a face on it that reads
"Premier Sales and Leasing". Sn an effort to
better identify the correct sign, we have painted
a red ma'rk on the existing pole. -

Responding to a suggestion that the pole sign on the corner be replaced
with signage on the facade of the building which should offer good
visibility, Mr. Corso said perhaps this would be so if one were walking
and viewed the building from a distance but from an automobile the
signage could hardly be seen if mounted that high; when the building
was designed they relied on a monument sign for Hyundai sales and at
that time did not even need a sign to sell these cars. Mr. Corso had
no problem with a condition requiring sign illumination be turned off
at 10:00 P.M.; fluorescent lighting in the garage on Anita Road stays
on all night for security purposes, they have had no complaints from
neighbors about these lights, in fact older residents across the street
like the lights for safety reasons.
There were no audience comments and the public hearing was closed.
C. Galligan found this request would not be a grant of special
privilege, there are special circumstances applicable to the property,
based on the information in the staff report and compared with the
advantages a business on auto row might have, with the economy in a
slump, approval of the request will give this business some assistance.
C. Galligan moved for approval of the Master Sign Program and Sign
Exception with the following conditions: (1) that the existing monument
sign and window signs be removed; that the two 2.68 SF existing
"Putnam" signs do not exceed an overall height of 231 from grade; and
that the double sided pole sign shall be installed as 'shown on the
plans submitted to the Planning Department date stamped October 8,
1992; (2) that the requirements of the City Engineer's memo of October
13, 1992 shall be met prior to issuance of a building permit; (3) that
application to the Building Department shall be made for a retroactive
building permit and penalty fees paid for the existing �'Putnam" wall
signs; application shall also be made for the installation of the pole
sign; (4) that the pole sign and wall signs shall not be illuminated
after 10:00 P.M.; and �(5) that the project shall meet Uniform Building
and Fire Codes as amended by the City of Burlingame.
Motion was seconded by C. Graham and approved 7-0 on roll call vote.
Appeal procedures were advised.

SIGN EXCEPTION FOR COLE EUROPEAN
65 CALIFORNIA DRIVE
I have reviewed the subj ect plan and along with Planning review
have confirmed that the existing pole and sign are within public
right-of-way. There is a property corner mark at the southerly end
of Cole European's Volvo building within 9'-2 1/2" from the face of
the curb. The existing pole for the leasing company is 8'-3" from
the curb to the street side of the pole. The entire pole and its
foundation is within street right-of-way. The existing pole cannot
support the new sign so it must be replaced with a new pole. This
new pole must be placed within the property line and therefore the
application as submitted must be revised.
The new pole may be moved towards the building but will require
modification of the roof and the sign above the roof level so that
the roof does not block sign view.

Chm. Mink opened the public hearing. Joyce Amsden, Cole European,
applicant, was present. She noted the photo submitted of the Subaru
sign has 4'.x 4' letters, their proposed Subaru sign has 3� x 3�
letters; responding to a question she thought the manufacturers might
require the two service signs as presented rather than combining them.
There were no audience comments and the public hearing was closed.
Commissioner comment: Subaru sign is out of character, it is too large,
and signage on the secondary frontage is too much.
C. Deal found no problem with the Subaru sign, it looks as good as any
sign on Auto Row; on the California Drive frontage they are asking for
a little less square footage than they are allowed, several places have
more than allowed; regarding combining service signs, they can't be
seen until one is in the driveway; secondary frontage is on the parking
lot, he had no problem with the wall sign on the secondary frontage.
C. Deal moved for approval of the master signage program and sign
exception with the following conditions: (1) that the project shall be
built as shown on the plans submitted to the Planning Department and
date stamped January 4, 1993 Sheet A1 - Plan, Perspective and
Elevations, and Sheet A2 - Site Plan and Elevations; (2) that the
existing 'Premier Sales and Leasing' pole sign along California Drive
shall be removed; (3) that an encroachment permit shall be obtained for

He stated they need'���the extension�due to delays in selecting a
contractor whose signatu'�e is needed when picking up a building permit.
There is also extensive s�.te ,y�drk to do which cannot be done until
March or April. There were��o°audience comments and the public hearing

C. Deal moved to gr,ant a one yea�� extension to September 17, 1993 of
the hillside area�construction perin t and creek enclosure permit with
the following �c'ondition: (1) that t� project shall meet all current
Uniform Bui,l�ing and Uniform Fire C�es as amended by the City of
Burlingan�e''�in effect at the date of ti�� planning permit extension.
Motion as seconded by C. Ellis and appro�e�d 6-0 on roll call vote, C.
Gra��absent. C. Jacobs requested tha,t on any future permit
extensions the action minutes be included in�the packet.
