Request: Master Sign Program and Sign Exception for Area and Number of Signs on the
primary frontage, at 50 California Drive, zoned C-2 (C.S. 22.16.040, 22.16.050 and
22.16.070).

Summary: Putnam Toyota is requesting a master sign program and sign exception for number
of signs, and sign area on the primary frontage at 50 California Drive, zoned C-2, Subarea D,
Auto Row. A sign exception is required for ten signs where five signs aze allowed on the
California Drive frontage. The amount of sign area proposed on the primary frontage is 493
SF where the code allows 300 SF. On the primary frontage all the existing signs will be
removed except the 'Putnam' roof sign (120 SF). Eight new signs (including the signs with
double faces) are proposed along California Drive (refer to the chart below and attached plans
for a description of each sign). On the secondary frontage one wall sign at the rear of the site
will be retained and all other secondary frontage signs will be removed.
There is an existing nonconforming triangular shaped, 3' X 20' double faced, roof sign (120
SF), approximately 20' tall, with an overall height of 43'. The sign code prohibits roof signs
and signs over 31' in 'Auto Row'. This sign was built prior to the cunent code and is
considered existing nonconforming. All other proposed signs are under the maximum pole
height of 31' .
On the secondary frontage, at the rear of the building, there is an existing wall sign that is
approximately 3'-6" tall X 96' long (336 SF in area). This existing nonconforming sign will
remain with the cunent application. All other secondary and primary frontage signs including
the bunting signs will be removed.
Staff Comments: The City Engineer notes (December 5, 1994 memo) that all pole signs shall
be placed within the property and at least 8'-0" from all driveway openings. The Chief Building
Inspector indicated (December 5, 1994 memo) that the pole signs (B1 & B2, D1 & D2) will
require engineering and wind/seismic load calculations for a building permit. The Fire Marshal
(October 11, 1994 memo) had no comments.
Study Meeting: At the January 23, 1995 Planning Commission study meeting the commission
asked if both the parapet and window signs will remain. The only existing signs to remain are
the wall sign at the rear of the site along the railroad tracks, and the triangular shaped roof sign
on the primary frontage.
The commission asked the applicant to improve the clarity of the plans and to add elevations of
the building in relation to the signs. The applicant has submitted plans date stamped January
31, 1995 which simplifies the drawings and descriptions of the signs and includes elevations of
the building with the signs.
The new plans increase the total amount of signage by 87 SF. Pole signs B, D and F have been
increased in width to include the colored band at the bottom of each sign. Also signs C1 and
C2 have been increased in length from 9' to 12' to accommodate all the letters. The new total
sign area is 493 SF where the code allows 300 SF on the primary frontage.

Required Findings for Sign Exception: In order to grant a Sign Exception relating to height,
area, location or number of signs the Planning Commission must apply the following
circumstances (Code Section 25.06.110 a-b):
a. any exception granted shall be subject to such conditions as will assure that the
adjustment thereby authorized shall not constitute a grant of special privilege inconsistent
with the limitations upon other properties in the vicinity and district in which the subject
property is situate; and
b. because of special circumstances applicable to the subject property, including size, shape,
topography, street frontage, location or surrounding land use; the size or height of the
building on which the sign is to be located; the classification of the street or highway on
which the sign is located or designed primarily to be viewed from, the strict application
of zoning regulations is found to deprive subject property of privileges enjoyed by other
properties in the vicinity and under identical zone classification.
Planning Commission Action: The Planning Commission should hold a public hearing.
Afiirmative action should include findings made for the sign exception requested. At the public
hearing the following conditions should be considered:
Conditions:
1. that the project shall be built as shown on the plans submitted to the Planning Department
and date stamped January 31, 1995 Sheet 1, Plan, Elevations, and Photo;
2. that the conditions of the Chief Building Inspectors' December 5, 1994 memo (pole signs
B1 & B2, D1 & D2 will require engineering and wind/seismic load calculations for a
building permit) and the City Engineers' December 5, 1994 memo (pole signs shall be
placed within the property at least eight feet from all driveway openings) shall be met;
3. that all the existing signs along California Drive shall be removed except the 'Putnam'
roof sign (3' X 20' per side for a total sign area of 120 SF);
4. that all existing secondary frontage signs (rear frontage - railroad tracks, and side
frontages - adjacent to 98 California Drive and 2 California Drive) shall be removed
except the existing 'Putnam Toyota Burlingame' wall sign at the rear of the building
along the railroad tracks shall remain;
5. that all the temporary bunting signs on the lighting poles along California Drive (all
bunting materials and the signs) shall be removed prior to issuance of a building permit
for installing the new signs; and

requirments as written in Section 22.06.110 of the
City Ordinance.

The total square footage for the proposed signage is

sq. ft., bringing the total to 538 sq. ft. of signage.
This exceeds the allotted amount for a business in
auto row with 322 ft. of frontage. The height of both
the brand name and used autos signs is under the allotted
31 ft. However, the sign inventory exceeds the codified
number by four signs.
The sign exception request is a reasonable and practical
resolution for signage at this facility. It should
not create a"precedent setting" condition for future
projects, as this situation is unique. We cite parcel
and building size; location; condition, configuration
and number of existing signs, etc. The roof sign is
a local landmark and while being non-conforming, has
been allowed to remain for its intrinsic value.
