Categorically Exempt per Section: 15301 Existing Facilities Class 1-minor exterior alterations (signs). Summary: Putnam Toyota is requesting a master sign program and sign exception for number of signs, and sign area on the primary frontage at 50 California Drive, zoned C-2. A sign exception is required for ten signs where five signs are allowed on the California Drive frontage. The amount of sign area proposed on the primary frontage is 406 SF where the code allows 300 SF. There is an existing nonconforming triangular shaped, 3' X 20' double faced, roof sign (120 SF), approximately 20' tall, with an overall height of 43'. The sign code prohibits roof signs and signs over 31' in 'Auto Row'. This sign was built prior to the cunent code and is considered existing nonconforming. All other proposed signs are under the maximum pole height of 31' . On the secondary frontage, at the rear of the building, there is an existing wall sign that is approximately 3'-6" tall X 96' long (336 SF in area). This existing nonconforming sign will remain with the current application. All other secondary and primary frontage signs including the bunting signs will be removed. Below is a table describing the proposed and existing signs to remain. Staff Comments: The City Engineer notes (December 5, 1994 memo) that all pole signs shall be placed within the property and at least 8'-0" from all driveway openings. The Chief Building Inspector indicated (December 5, 1994 memo) that the pole signs (B1 & B2, D1 & D2) will require engineering and wind/seismic load calculations for a building permit. The existing nonconforming roof sign will also require engineering and wind/seismic load calculations. The Fire Marshal (October 11, 1994 memo) had no comments. CP Monroe discussed the request, reviewed criteria, Planning Department comments, and study meefing questions. CP noted, for the record, the FAR Variance is no longer required because the attic is uM�er 500 SF. If approved three conditions were suggested. Chm. Gailigan opened the public hearing. Commissioners expr�ssed concern that the existing windows in the newly created den area at the rear property line are a hea�th and safety risk, even though they remain as a preexisting condition. If the room were to be used as a sleeping room there is no emergency egress to current standard; air and light requirements are also an issue. He also noted the need to increase the foofprint by 32 SF in order to provide interior access to the new second floor. Dale Meyer, 840 Hinckley, Ste:,123, defined the project and explained the small area (28 SF). There were no other comments and the p�blic hearing was closed. `� ' �,ti. � Page -2-
