Summ��y: The applicant, Dewayne Metcalf, representing Zimmerman Sign Company and Putnam Volvo, proposes to add one 20.3 SF internally illuminated wall sign to the front of the Putnam Volvo car dealership to identify the Putnam dealership. The applicant requests an exception fi-om the sign ordinance to permit an increase in the number of signs on the primary frontage to five, where a maximum of four signs are permitted for parcels with frontage greater than two hundred feet within the Auto-Row zonin� district (C-2, Subarea D) (C.S. 22.16.050). The area of signage on the primary frontage would increase to 200 SF where up to 300 SF is allowed (C.S. 22.16.040). The proposed sign would create seven signs on the property where previously six signs existed, and a maximum of six signs are allowed. St�ff Comments: This application was reviewed by the Fire Marshal, Chief Building Official, and City Engineer. There were no staff cc�mments regarding the application. Study Meeting: At the July 24, ?000 study meetin�, the Planning Commission reviewed the proposed exception and noted that there were no si�ns on this site identifying the dealer's name. They also noted that the primary frontage displays less signage (281.5 SF) where a maximum of 400 SF is permitted. As an aside, the commission asked staffto review the operating conditions for another Putnam site at 900 Peninsula, at the corner of Anita Road and Peninsula Avenue to determine whether the si�n illumination at that site is consistent with the conditions of their approved sign program. The December 8, 1992 letter of approval for the current sign program, which rec�uires the illuminated signs to be turned offat 10:00 p.m. has been forwarded to the City's Code Enforcement Officer to follow-up on this issue. Findings for � Sign Exception: In order to grant a sign exception to permit an increase in the number of signs and the sign area permitted on a primary frontage, the Planning Co�Y�mission must apply the following circuinstances (Code Section 25.06.110 a-b): (a) any exception granted shall be subject to such conditions as will assure that the adjustment thereby authorized shall not constitute a gi-ant of special privilege inconsistent with the limitations upon other properties in the vicinity and the district in which the subject property is situated; and (b) because of special circumstances applicable to the subject property, including size, shape, topography, street fi-onta�e, location or surrounding land use; the size or height of the building on wl�ich the sign is to be located; the classification of the street or highway on which the sign is located or designed to be primarily viewed from, the strict application of zoning regulations is found to deprive subject property of the privileges enjoyed by other properties in the vicinity and under identical zone classification. Findings: Based on the fact that the primary frontage has less signage than is permitted, (281 SF proposed where a maximum of 400 SF is permitted), and none of the existing signs identify the dealer's name, and the proposed wall sign is designed to be proportional in size, color and font with the existing wall signs on the showroom building at this site, the proposed wall sign would increase the site recognition for a customer looking for this car dealer. Planning Commission Action: The Planning Commission should hold a public hearing. �rmative action should be taken by resolution. The reasons for any action should be clearly stated. At the public hearing the following conditions should be considered: Conditions: that the signage shall be installed as shown on the plans submitted to the Planning Department and date stamped June 20, 2000; 2. that no additional signage shall be installed on the primary frontage of this building, and no changes in the existing approved signage shall be made without approval of a sign exception by the Planning Commission; and that the project shall meet all the requirements of the municipal code and of the California Building and Fire Codes, I 998 Edition, as amended by the City of Burlingame. The commissioners asked: feel it is appropriate to place this item on consent, this sign is needed to put the dealer's name on this business, the whole program is under the maximum sc�uare footage allowed for this site which is unusual for this type of business; have no problem will placing this on the consent calendar. Extended service hours at the Putnam site on Anita and Peninsula which results in that site being illuminated longer hours, would staff check if there is a condition of approval on that application which limits hours of illumination and if the present practice is consistent with that permit. The issue of illumination impacts from the Anita site was referred to staff for follow up. Chairman Luzuriaga then set the sign application for the consent calendar at the meeting of August 14, 2000. Putnam, pro�ertv owner. APN: 029-242-240; WIIEREAS, said matters were heard by the Planning Commission of the City of Burlingame on _ Au�ust 14, 2000 , at which time it reviewed and considered the staff report and all other written materials and testimony presented at said hearing; NOW, THEREFORC, it is RESOLVED and DETERMINED by this Planning Commission that: 1. On the basis of the Initial Study and the documents submitted and reviewed, and comments received and addressed by this coil�mission, it is hereby found that there is no substantial evidence that the project set fo��th above will have a significant e�ect on the environment, and Categorical Exemption, per CEQA Section 15301, construction of small structures, is hereby approved. 2. Said sign exception is approved, subject to the conditions set forth in Exhibit "A" attached hereto. Findings for such sign exception are as set forth in the minutes and recording of said meeting. 3. It is further directed that a certified copy of this resolution be recorded in the official records of the County of San Mateo.
