Categorically Exempt per Section: 15311 - Accessory Structures, Class 11, construction or placement of minor structures accessory (appurtenant to) existing commercial, industrial, or institutional facilities, including but not limited to (a) on-premise signs. History: In February, 1995, a sign exception was approved at this site to add a double-faced pole sign on the primary frontage (California Drive) (February 13, 1995, P.C. Minutes). The total sign area approved by the sign exception at the site was 4 signs, 190 SF on the primary frontage and 4 signs, 280.5 SF on the secondary frontage. A total of 8 signs, 470.5 SF of signage was approved at this site in the previous sign exception. Currently, there are 6 existing signs on the primary frontage and 3 signs on the secondary frontage. On the primary frontage, there are two double-faced pole signs (4'-3" tall x 8'-5" long, 71.4 SF in area) and (2'-10" tall x 14'-2" long, 80 SF in area); and two wa11 signs (3'-6" x 17', 59.5 SF each sign), for a total of 6 signs, 270.4 SF in area. On the secondary frontage there is one double-faced pole sign (4'-5" tall x 22' long, 194.2 SF in area) and one wall sign (3'-6" tall x 17' long, 59.5 SF in area), for a total of 3 signs, 253.7 SF in area. Staffwould note that the 80 SF double-faced `Used Cars' pole sign was never removed, as required by the sign exception approval in 1995. Please refer to Table 1 for a description of existing signage on the site. Recently, Volvo has incorporated a new design which requires replacement of all existing Volvo and Mazda signs on the site with only Volvo signs. Mazda cars will no longer be sold from the site. In September, 1999, the applicant obtained an administrative sign permit from the Planning Dept. to remove all existing signs on the primary and secondary frontages, with the exception of the 194 SF double-faced pole sign located at the corner of California Drive and Peninsula Avenue. To this date, only the existing wall signs have been removed by the applicant. A total of 4 signs were approved on the primary frontage with this sign permit. One double-faced pole sign (2'-10" tall x 6'-5" long, 3 6. 3 6 SF in area) and two wall signs (3'-1 " tall x 23'-1 " long, 71.2 SF each sign), for a total of 4 signs, 179 SF in area (4 signs, 300 SF inaximum allowed). These signs comply with current sign code regulations and are described in Table 2. The sign permit and elevations of each approved sign are included in the staff report for your review. There were no new signs proposed on the secondary frontage. Sign Exception 3 Califo�nia Drive Requests for this project: The applicant, Bill Gifford, is requesting a sign exception for height of ground sign on the secondary frontage (Peninsula Avenue) for Putnam Volvo at 3 California Drive, zoned C-2, Subarea D. The applicant is requesting the following: 1) Sign exception for height of ground sign on the secondary frontage (Peninsula Avenue) (20'-0" proposed, where 12' is allowed) (C.S. 22.38.020). Proposed Signs on the Secondary Frontage (Peninsula Avenue): The site contains a primary frontage (California Drive) and a secondary frontage (Peninsula Avenue). The applicant is proposing to replace an existing double-faced pole sign (194 SF, 20' in height), located at the corner of California Drive and Peninsula Avenue, with a double-faced ground sign on the secondary frontage (Peninsula Avenue). The proposed ground sign (3'-7" tall x 11'-6" long, 82.4 SF in area) would read `VOLVO' and measures 20' in height from grade to the top of the structure. The total signage proposed on the secondary frontage is two signs (double-faced ground sign) measuring 82.4 SF in area (4 signs, 100 SF allowed). A sign exception is required for the height of the ground sign (20' proposed where 12' is the maximum allowed). Total Proposed Signage on the Site: The total signage proposed on the site is 6 signs measuring 261 SF in area (9 signs, 524 SF currently existing on the site). Study Questions: At their meeting on November 8, 1999, the Planning Commission asked several questions regarding this application and directed this item to be placed on the November 22, 1999 consent calendar provided all questions are answered (P.C. Minutes November 8, 1999). The existing pole sign is 20'-0" in height. The new sign is also proposed to be 20'-0" in height, as measured from the ground to the top of the sign structure. The proposed ground sign will be internally illuminated with fluorescent lighting. The commission asked why the code requires a 2' opening between the base and the ground on a monument sign. Staff would note that the 2' opening is only required on a sign which does not have a solid pedestal of masonry or concrete, and is required to prevent deterioration of a sign which is directly in contact with the ground and irrigation water. There is a concrete pad under the ground sign which raises it 4" above the ground surface. Therefore, a sign exception is not required for the spacing between the ground and bottom of ground sign. The panels covering the poles are made of inetal and will further prevent deterioration. Required Findings for Sign Exception: In order to grant a Sign Exception relating to height, area, location or number of signs the Planning Commission must apply the following circumstances (Code Section 25.06.110 a-b): (a) any exception granted shall be subject to such conditions as will assure that the adjustment thereby authorized shall not constitute a grant of special privilege inconsistent with the limitations upon other properties in the vicinity and the district in which the subject property is situate; and (b) because of special circumstances applicable to the subject property, including size, shape, topography, street frontage, location or surrounding land use; the size or height of the building on which the sign is to be located; the classification of the street or highway on which the sign is located or designed primarily to be viewed from, the strict application of zoning regulations is found to deprive subject property of the privileges enjoyed by other properties in the vicinity and under identical zone classification. Findings: Based on the fact that the proposed ground sign is in proportion to the mass and scale of the existing building on the site and is consistent with the use of this building, that the proposed ground sign is the same height (20'-0") as the existing pole sign being replaced which is a legal height for a pole sign, that the proposed sign area (82.4 SF total double-faced) is smaller than the existing pole sign area (194.2 SF total double-faced), that there are other pole signs in this area of auto row the same size and height or larger which have been granted sign exceptions, and that auto row is a unique area in the city for commercial signage, the project is found to be compatible with the above requirements for a sign exception. 4 Sign Exception 3 California Drive Planning Commission Action: The Planning Commission should hold a public hearing. Affirmative action should be taken by resolution. The reasons for any action should be clearly stated. At the public hearing the following conditions should be considered: Conditions: that the signs shall be installed as shown on the plans submitted to the Planning Department and date stamped September 30, 1999, Site Plan (11" x 17"), Ground Sign Elevation and Ground Sign Specifications (8'/2" x 11 ") and that the ground sign shall not exceed 20'-0" in height as measured from adjacent grade to the top of the sign structure; 2. that the two existing double-faced pole signs (4'-3" x 8'-5", 71.4 SF, `VOLVO' and 2'-10" x 14'- 2", 80 SF, `Used Cars') and three wall signs (3'-6" x 17', 59.5 SF each sign, `MAZDA' and `PUTNAM') on the primary and secondary frontages shown as signs A, C, D, F, and G on the site plan approved by the Planning Department on September 30, 1999, shall be removed prior to issuance of a building permit for installation of the new signs approved in this sign exception on California Drive and Peninsula Avenue; 3. that the applicant shall apply for a sign exception for any additional signs to be put on this site prior to installation of the sign; and 4. that the project shall meet all the requirements of the municipal code and of the 1998 edition California Building and Fire Codes as amended by the City of Burlingame.
