Summary: The applicant, Robert Rogers, is requesting a sign exception for square footage of signs exceeding the maximum allowable for 3 California Drive, zoned C-2, Auto Row. The application is for the addition of a 15'-0" tall, double faced pole sign which will read "VOLVO" for a total sign area of 72 SF (Sign A on plans). The sign exception proposal is for 8 signs and 470.5 SF where 8 signs is permitted and 400 SF is the maximum allowable square footage of signs for this property. Along with the proposal to add this pole sign an existing 16'-0", double faced pole sign, reading "Used Cars" is to be removed from the site. This represents a reduction of sign area of 80 SF:- There are many illegal bunting signs on this property. The removal of these signs and all other illegal signs will be a condition of approval for this project. In 1986 a sign exception was granted for 8 signs and 473 SF, where 8 signs and 400 SF is the maximum allowable for the 3 California Drive site. All of these previously approved signs are existing on the property. The removal of Sign G, "Used Cars" and the addition of proposed Sign A, "VOLVO" reduces the existing total sign area on site by 2.5 SF (existing 473 SF, proposed 470.5 SF, 400 SF allowed). There is an enor on the plans in the "Sign Inventory, Existing and Proposed". Sign A is listed as two signs totaling 144 SF when is should read 72 SF. Each face of sign A is (8'-5" X 4'-3") 35.7 SF for a total of 72 SF. This includes the entire face of the sign, the wording presently occupies only half of that area . The 144 SF, as shown, is an inconect doubling of the total. The remaining "MAZDA" pole sign and the proposed "VOLVO" pole sign are depicted in elevation against the building act3 California Drive. Minutes 7anuary 23, 1995). The sign designated as E-5, "Used Cars", on the previous drawing and which is now designated as Sign "G" will to be removed from the site as part of this application. The total number of signs requested in this application is 8, 2 double faced pole signs (totals 4 signs) and 4 single faced wall signs. The total square footage being requested is 470.5 SF for the site where 400 is the maximum square footage allowed for this site based upon the C-2, Auto Row signs code. All signs on the plans dated 7anuary 31, 1995 have been re-labeled to correspond with the designations A, B, C, D, F, G, and H on the sign permit form. Sign E is not used. A sign summary for all of the auto businesses along California Drive has been included in this staff report for reference. The C-2, Auto Row, Sign code section 22.16 and Prohibited signs, code section 22.48 have been added to this report for reference. Window signs are exempt from sign code calculations and bunting prohibited. Bunting signs could be allowed if considered in the permanent signage square footage. Required Findings for Sign Exception: In order to grant a Sign Exception relating to height, area, location or number of signs the Planning Commission must apply the following circumstances (Code Section 25.06.110 a-b): (a) any exception granted shall be subject to such conditions as will assure that the adjustment thereby authorized shall not constitute a grant of special privilege inconsistent with the limitations upon other properties in the vicinity and the district in which the subject property is situate; and (b) because of special circumstances applicable to the subject property, including size, shape, topography, street frontage, location or sunounding land use; the size or height of the building on which the sign is to be located; the classification of the street or highway on which the sign is located or designed primarily to be viewed from, the strict application of zoning regulations is found to deprive subject property of the privileges enjoyed by other properties in the vicinity and under identical zone classification. Planning Commission Action: The Planning Commission should hold a public hearing. Affirmative action should include findings made for the variance requested. Reasons for any action should be clearly stated. Robert Rogers of Barber Sign Company in Vallejo and Joe Putnam, owner of the property, were present to answer quesdons. lfiere was discussion of the corporate preferences related to the proportions of signs, corporate logo, trademarks, registered copyrights and the reasons that the dealer cannot alter the signs which are made in the East by the corporation. Jacobs noted this project does not constitute a grant of special privilege and is in a unique area. She then moved approval of the this application with the following conditions; 1) that the project shall be built as shown on the plans submitted to the Planning Department and date stamped 7anuary 31, 1995 She�t 1, Plan, Elevations and Photo; 2) that the conditions of the Chief Building Inspectors' December 5, 1994 memo (pole signs B1 & B2, D1 & D2 will require engineering and wind/seismic load calculations for a building permit) and the City Engineers' December 5, 1994 memo (pole signs shall be placed within the property at least eight feet from all driveway openings) shall be met; 3) that all the e�cisting signs along California Drive shall be removed except the 'Putnam" roof sign (3' X 2-' per side for a total sign area of 120 SF); 4) that all existing secondary frontage signs (rear frontage - railroad tracks, and side frontages - adjacent to 98 California Drive and 2 California Drive) shall be removed except the existing 'Putnam Toyota Burlingame' wall sign at the rear of the building along the railroad tracks and the wooden sign on the south fence noting "used cars" shall remain; 5) that all the temporary bunting signs on the lighting poles along California Drive (all bunting materials and the sings) shall be remove� prior to issuance of building permit for installing the new signs; and 6) that the project shall meet Uniform Building and Uniform Fire Codes as amende d by the City of Burlingame. Motions was seconded by C. Kelly and approved on a 5-2 (C. Ellis and Mink dissenting) roll call vote. Appeal procedures were advised. � 7. Robert Rogers, Barber Sign Company, Vallejo explained this was the addition of one sign and removal of one 80 SF double faced, 16' pole sign in order to add another brand to the site. The manufacturer requires the new sign, he noted his interpretation of the signs, the calculation of square footage and expressed a desire to create uniformity. There were no other comments and the public hearing was closed. C. Mink moved approval of the application subject to the following conditions; 1) that the signs shall be installed as shown on the plans submitted to the Planning Department and date stamped January 31, 1995 except that Sign A shall be built with a total of 72 SF (35.7 SF per side) of signage and as described on the Sign permit forms dated December 19, 1994 and sign 6 shall be removed; 2) that all illegal bunting signs shall be removed from the light poles along California Drive (all bunting materials and the signs) prior to issuance of a building permit; and 3) that the project shall meet all Uniform Building and Uniform Fire Code requirements as amended by the City. Motions was seconded by C. Deal, and was approved on a 7-0 voice vote. Allen David, Bay Area Collision Center, was present to answer the commissioners' questions and explain his need for this signage. He is in agreement with ttle addition of the condition stating the sign shall not be illuminated. There were no other comments and the public hearing was closed. C. Deal moved approval, by resolution, of this master sign permit and sign exception for the number of signs, area and height finding that this does not grant special privilege, with the following amended conditions: 1) that the project shall be built as shown on the plans submitted to the Planning Department and date stamped January 9, 1995 site plans and sign elevations, that the sign shall have 8' of clearance below the bottom of the sign to the ground below and shall not be illuminated in any manner; 2) that the property owner or tenant shall apply for a sign exception for any additional signs to be placed on these parcels prior installation of the sign; 3) that the appli�ant apply for permits through the Building Department for the proposed sign within 30 days of action on this application, and 4) that the project shall meet all Uniform Building and Uniform Fire Code requirements as amended by the City. The motion was seconded by C. Kelly and approved on a 6-1 (C. Galligan dissendng) roll call vote. Appeal procedures were advised.
