Summary: On April 10, 2006, the Planning Commission approved an application for design review and special permit for height for a first and second story addition at 1541 Burlingame Avenue, zoned R-1 (April 10, 2006, Planning Commission Minutes, Consent Calendar). The applicant submitted an application for a building permit on May 25, 2006, but no permit has been issued. The applicant is now proposing to eliminate a window under the porte cochere at the kitchen (along the left side elevation) due to a change in the layout of the kitchen, and to relocate a new casement window (towards the rear along the right side) immediately adjacent to another casement window along the same elevation in order to be compatible with the furniture layout. The applicant submitted a letter describing the reasons for removal and replacement of the windows, a floor plan showing the locations of the window to be removed and the window to be relocated and building elevations demonstrating the difference between the originally approved plans and the revised proposal, date stamped June 1, 2006. The letter and the plans are included for your review. Planning staff would note that because of the minor revision to remove one window and relocate another window from the previously approved plans, it was determined that the project could be reviewed by the Commission as an infortnation item. If the Commission feels there is a need for more study, this item may be placed on an action calendar for a second review and/or public hearing with direction to the applicant. May 25, 2006 McCoppin Studios application for design review and special permit for height for 1541 Burlingame Avenue was approved by the Planning Commission on April 10, 2006. During the design development phase leading up to our building permit application we have made changes to the project, which affect window locations and materials. This letter is to inform and request the approval of the Planning Commission's of the following proposed changes: Window #16 (not numbered in approved drawings) on the South elevation will be replaced to meet egress requirements for that room. The new window will be a Loewen French casement wood window with three- dimensional simulated true divided lights. The new window will be of the same size and in the same location as the window that it replaces. 2. Window #2 (not numbered in the approved drawings) on the South elevation will be replaced. The new window will be a Loewen French casement wood window with three-dimensional simulated true divided lights. 3. Door #3 (not numbered in the approved drawings) on the South elevation will be replaced. The new door will be a Simpson (or equivalent) wood door with three-dimensional simulated true divided lights. The new window wilf be of the same size and in the same location as the window that it replaces. 4. The center window of the family room South wall (#4 of the approvedp'•-�"�'°'`�'= �-��r drawings) will be moved to be compatible with the furniture layout. 6. The window under the porte cochere (#12 in the approved drawings) will be removed to reflect a change in the layout of the kitchen. After removal of this window the kitchen still receives 15.4% daylight. This will not affect the appearance of the house from the street. 7. Window #12 on the North elevation will be replaced because the original unit is in poor condition_ The new window will be a Loewen wood window with three-dimensional simulated true divided lights. The new window will be of the same style, in the same location and of the same size as the existing unit. 8. Door #13 (entry door) will be replaced because the original is in poor condition. The new door will be a Simpson (or equivalent) wood door of same size and similar style as the existing. 9. All Loewen windows will be all wood windows instead of aluminum clad wood windows. The all wood windows will be more consistent with the historical character of the house. These changes are illustrated in the drawings attached to this letter. Please have the Planning Commission review the proposed modifications and notify us of their decision. If you need us to submit additional information we'd be glad to do so. There were no questions of staff. Chair Auran opened the public comment. Ned White, architect and Jake Odden, property owner, were available to answer questions. Commission noted that the architect has done a great job with the design and integrating the second floor. There were no other comments from the floor and the public hearing was closed. Commission discussion: have just one suggestion, lower the roof over the porte cochere on the North Elevation, would look better and help reduce the massing. C. Deal made a motion to place this item on the consent calendar at a time when the requested changes have been made and plan checked. The motion was seconded by C. Cauchi. Chair Auran called for a vote on the motion to place this item on the consent calendar when plans had been revised as directed. The motion passed on a voice vote 5-0-2 (Cers. Chair noted that staff would like to discuss item 4c, 2209 Hillside Drive and a Commissioner asked to review item 4a, 2115 Roosevelt Avenue. C. Deal noted that he would have to recuse himself on 2115 Roosevelt Avenue and 1801 Ray Drive because of business relationships with the owners. C. Osterling noted that he would recuse himself on 2209 Hillside Drive because he lives within 500 feet of the property. The projects at 2115 Roosevelt Avenue and 2209 Hillside were set for the action calendar. Commissioner expressed a concern about the fact that on the Roosevelt project the garage was not relocated 2 feet from property line, he had recently heard about serious problems from three different property owners caused by their not being enough space between their garage and their neighbors property line. Feel that the Commission needs to be consistent in this side setback requirement, would like to see two feet here for maintenance since this is a new garage. Commissioner expressed concerns about the impact on the useable area in the rear yard and the existing circumstances in the rear yard, less than one foot would require a property line survey which is an added expense, located at one foot or less does give the neighbor a wall to use. C. Osterling moved approval of the consent calendar, items 4b, 2501 Hale Drive, 4d 1541 Burlingame Avenue, 4 e 1801 Ray Drive, 4f 2385 Trousdale Drive, and 4g 347-A Primrose Road, based on the facts in the staff reports, commissioners comments and the findings in the staff reports with recommended conditions in each staff report and by resolution. The motion was seconded by C. Chair Auran called for a voice vote on the motion on 4e 1801 Ray Drive passed on a 4-0-1-2 voice vote (C. Deal abstained, Cers. Brownrigg and Terrones absent).
