Be advised where more than one (1) addition and/or alteration for which building permits are required are made within a two (2) year period and said alterations are made to the premises of the same occupant. In such circumstances, the sum of these additions and/or alterations construction costs during this finro (2) year period shall be aggregated for the purpose of calculating the replacement cost value formula. Final determination will be made and the plan review phase of the project. It is very important that you understand the threshold indicated by BMC §17.04.030. Designer, contractor, and owner should communicate specifically the extent of demolition and remodel. Erosion and sediment controls must be in placed prior to the start of the rainy season (October 15th of each year) and maintained continuously during the construction project. Discharge from any construction activity is prohibited from accessing the storm drain. Tfiis soil carries with it pollu- ants such as oiI and grease, chemicals, fertilizers, animal �rastes and bacteria, whicfi threaten our water quality. iuch erosion also costs the home construction industry, local ;overnment, and the homeowner untold mi�ions of doflars � year. Nature slowly wears away Iand, but human activities such as construction increase the rate of erosion 200, even 2,000 times that amount. When we remove vegetation or other objects that hold soil in place, we expose it to the action of wind and water and increase its chances of eroding. The Ioss of soil from a construction site results in Ioss of topsoil, minerals and nutrients, arid it causes ugly cuts and gullies in the landscape. Surface nznoff and the materials it carries with it clog our culverts, flood channels and streams. Sometimes it destroys wildlife and damages recreational areas sc�ch as Iakes and re- servoirs. As an exampde, road and home building in the Oakland hi1ls above Lake Temescal fil[ed the Iake to such an extent that it had to be dredged in,1979 at a public cost of $750,000. You can protect your prop- erty and prevent future headaches by following tfiese guidelines; BEFORE AND DURING CONSTRUCTION • Plan construction activities during spring and st�mmer, so that erosion control measures can be in place when the rain comes. • Examine your site carefuliy before building. Be aware of the slope, drainage patterns and soil types. Proper site design will fielp you avoid expensive stabilization work. Preserve existing vegeta- tion as much as possible. Limit grading and plant remova( to tl�e areas under current construc- tion. (Vegetation will naturally curb erosion, improve 1he appearance and the value of your property, and reduce the cost of Iandscapinq Iater.) • Use fencing to protect plants from fi11 rnaterial and traffic. If you have to pave near trees, do so with perrneable as- phaIt or porous paving blocks. • Preserve the natural contours of the Iand and disturb the earth as Iittle as possible. Roof drataage can be collected in barrels or storage con- tainers or routed into Iawns, planter boxes and gardens. Be sure to cover stored water so you don't colIect mos- quitos, too. Excessive runoff should be directed away from your house. Too much water can damage trees and make foundations unstable. STRUC?URAL RUNOFF CONTROLS Even with proper timing and planting, you may need to protect disturbed areas from rainfaIl until the plants have time to establish themselves. Or you may need permanent ways to transport water across your property so that it doesn't cause erosion. To ke�p water from carrying soil from your site and dump- ing it into nearby Iots, streets, strearns and channels, you need ways to reduce its volume and speed.
